1. INTRODUCTIONS - Mayor Cox
Mayor Cox introduced the representatives from the Navy Task Force
and the U.S. Navy.
1. STATUS REPORT OF RFP REVIEW - Planning Staff
Associate Planner Liuag reported that the Task Force met twice a
month during the past six months to study the problems associated
with the Department of Navy's proposal to develop a 200 dwelling
unit housing project at the northeast corner of Otay Lakes and
Telegraph Canyon Road. Representatives from the Navy were present
at all of the meetings. The Task Force objective was to prepare
an acceptable request for the proposal (RFP) for the development
of the housing project. Mr. Liuag explained that the RFP format
is divided into four basic sections.
Section 1 specifies the required contractural data, technical
data, environmental protection, evaluation criteria and procedure.
Section 2 details the design of the project and the construction
criteria.
Section 3 contains the requirement for contractor quality control
(CQC) which ensures that the developer will meet all established
criteria and approved materials.
Section 4 deals with the technical evaluation manual and indicates
the range points assigned to each of the items of concern.

Task Force
Mr. Liuag stated that a maximum of 1,000 points can be awarded a
contract proposal. The site design allows a maximum 300 points,
whereas a dwelling unit design allows a maximum of 500 points.
The remaining 200 points is allocated to site and dwelling unit
engineering and specifications. The Task Force made some
significant changes, one of which was the requirement of at least
a one-car garage per unit and a maximum of eight units per
structure. Other items that need to be resolved are the tandem
parking which the Navy allows but which the City prohibits. The
street improvements are to be funded under a separate Federal
program. The Navy has applied for this funding and is confident
that it will be approved. Another item which still needs to be
resolved is the design and location of the fencing and the
landscaping.
3. COMMENTS FROM MEMBERS OF THE NAVY HOUSING TASK FORCE
Councilman Moore questioned whether any thought has been given to
the irregular roof lines. Mr. Hanville stated that it is
specified in the RFP'S not to allow flat roofs.
(Mr. Mike Flynn, member of the Task Force arrived at this time).
In answer to Councilman Moore's question, Commander Talmadge
stated that initial inspections of the project rest with the
contractor. The Navy will be surveying the program throughout and
an open invitation is given to the City inspectors to come in and
inspect also.
Councilwoman McCandliss questioned the landscaping aspect.
Director of Planning Krempl stated he would like to see more
involvement with the City's landscape architect. Commander
Talmadge commented that CQC requires a full time person on the
job. Also a Navy consultant representative will be visiting the
site on a daily basis. Commander Talmadge added that the Navy
recognizes Telegraph Canyon Road as being a scenic road and this
adds to their rationale for a higher budget cost for landscaping
and street improvements.
In answer to Councilwoman McCandliss' query, the members of the
Task Force explained the rationale of putting in the words wshall"
or "desired" into the agreement explaining that the one-car garage
is a "shall" requirement.
Further discussion involved the solar system which will be
integrated into the roof lines; the RFP process; fencing; carports
being a "bone of contention"; question of off-street parking;
comparison with the Scripps Navy Housing; alternatives to the
parking requirements; the "shall" vs "desirable" aspects of the
RFP; and the excellent cooperation of the Navy.

Task Force
Councilman Moore commented he is concerned with the slack period
from the RFP process through the preparation of the plans. He
would like to see the three entities continue until at least six
months after occupancy (Navy, City and Task Force).
4. STATUS OF OFF-SITE STREET IMPROVEMENTS - City Engineer/Public
Works Director
The City Engineer/Director of Public Works Lippitt, said he met on
Monday with the Navy's representatives and Caltrans. They were
informed that the Navy has applied for Federal highway funds. The
money (when it comes in) will first go to Caltrans, then to the
Navy or the City. If funded it will be budgeted in FY 1986-87.
The prospects of obtaining the money is fairly good. Mr. Lippitt
added one requirement is to not require the Navy to do anything
more than the City would require of other developers.
Councilman Moore indicated that if the money is not approved, the
Navy can go back to Congress and ask again. The City can help in
this process by contacting their local Congressmen.
5. DISCUSSION/QUESTIONS (City Council, Staff, Task Force and
Navy Representatives)
Director of Planning Krempl stated the final report will come to
the Council before the end of the year. Mr. Hanville gave a
schedule of the project developments for fiscal year 1986. Mayor
Cox asked if he would submit this in writing to the Director of
Planning so the City Council could have a copy.
Further discussion involved the Council reviewing the RFP before
it is put out to bid. Assistant City Attorney Gill cautioned
against a violation of the Brown Act stating the Council cannot
meet in secret to review the RFP. It was the concurrence of the
Council that a public-noticed meeting be called.
Mayor Cox thanked Commander Talmadge, Mr. Hanville and the members
of the Task Force for appearing at today's meeting.
UNANIMOUS CONSENT ITEM
6. RESOLUTION 12068 HONORING BILL HARSHMAN ON HIS RETIREMENT
FROM CITY EMPLOYMENT
Mr. Harshman, Senior Civil Engineer, started working for the City
on May 1, 1952 and is retiring after 33 years of employment.
RESOLUTION OFFERED BY MAYOR COX, the reading of the text was
waived by unanimous consent, passed and approved unanimously.

7. Mayor Cox announced the Fireworks will be at the Bayfront on
July 4 beginning at 8:30 p.m. More donations have been
received: $500 from Chula Vista Sanitary Service, $1,000 from
Rohr Industries, $500 San Diego Gas and Electric and $500
from Chula Vista Investments, Inc.
8. Mayor Cox referred to a memo received from the City Clerk
noting that the Council meeting of July 9 has been cancelled;
however, there is a Redevelopment Agency workshop scheduled
for July 11 at 4 p.m. The City Clerk questioned whether the
Council wished to have this workshop rescheduled.
MSUC (Scott/Moore) to recommend to the Redevelopment Agency that
they cancel the meeting of July 11.
