RESOLUTION NO. 12039 - APPROVING THE REPORT OF THE CITY ENGINEER FOR THE SPREAD OF ASSESSMENTS, BAY BOULEVARD STREET LIGHT AND LANDSCAPE MAINTENANCE DISTRICT, 1985-86 2. RESOLUTION NO. 12040 - INTENTION ESTABLISH STREET LIGHTING AND LANDSCAPE MAINTENANCE DISTRICT FOR BAY BOULEVARD AND SETTING A DATE FOR THE PUBLIC HEARING On May 21, 1985, the City Council adopted Resolution No. 12025 ordering the City Engineer to prepare and file a report of assessments for street lighting and land- scape maintenance district for Bay Boulevard for FY 1985-86. Pursuant to that action, the City Engineer reports that the net assessment has increased by 25% over last year and the individual assessments have been equally increased among the parcels. Resolutions have been prepared regarding the report and setting a date for public hearing to consider the spreading of the assessments. In response to Councilman Moore's question regarding the increased fees, City Engineer Lippitt explained that the actual increase is 11% as the total assessment was reduced from $8,200 to $7,290. Elements in the increase are basically for a couple of hundred dollars for contractual services for maintenance of facilities, staff services to perform the assessment spread, and increased utility fees. Councilman Moore expressed concern that assessments are automatically increased yearly. RESOLUTION OFFERED BY COUNCILMAN MALCOLM, the reading of the texts was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Malcolm, McCandliss, Scott, Cox NOES: Moore ABSTAIN: None CITY MANAGER'S REPORT: None MAYOR'S REPORT: None COUNCIL COMMENTS: None ADJOURNMENT at 8:45 p.m. to the Budget Session on Monday, June 10, at 7 p.m. and the regular meeting on Tuesday, June 11, 1985, at 7 p.m.
