RESOLUTION NO. 7365
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING THE TENTATIVE MAP OF A SUBDIVISION TO BE KNOWN
AS WINDSOR VIEWS SUBDIVISION
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the Planning Cbmmission of the City of Chula Vista
has heretofore approved that certain tentative map of a subdivision to
be known as WINDSOR VIEWS SUBDIVISION
and has recommended that the Clty. Council approve said tentative map
subject to the conditions as recommended In their letter dated the
24th day of May , 19-2!, a copy of which is attached
hereto and by this roeference made a part hereof, the same as though
fully set forth herein.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that said Council does hereby approve said tenta-
tive subdivision map in accordance with the recommendatlons of the
Planning Commission of the City of Chula Vista.

Subject: Request for approval of tentative subdivision map
of Windsor Views - PCS-74-1

On May 22, 1974 the City Planning Commission considered the tentative
subdivision map for the project of Windsor Views as a requirement of the
Planned Unit Development of Windsor Views for which a recommendation for
approval had previously been adopted. This subdivision contains 18.9 acres
to be developed with 56 residential lots and one common open space lot.
This map includes the necessary right of way for Telegraph Canyon Road
(126') and the drainage channel (120').
An Environmental Impact Report, EIR-73-16, for the proposed development of
the property was adopted by the Planning Commission on January 23, 1974.
The Commission recommends approval of the tentative map subject to the
following conditions:
1. The tentative map shall be revised to conform to the PUD site plan, and
to show the following:
a. The alignment and typical section of the frontage road between the
easterly boundary of the subdivision and the north-south collector road.
b. The alignment and typical section of the north-south collector road
between Telegraph Canyon Road and the frontage road.
c. The location of permanent sewer between frontage road and Telegraph
Canyon Road.
d. Sewer mains shall follow the centerline of private and public
streets, except in the instance of offsite sewer facilities.
e. Grades of the proposed and existing sewer mains.
f. Minimum structural street section for private streets shall be 2" of
asphaltic concrete on 4" of Class II aggregate base. Minimum structural
street section for the frontage road shall be 3" of asphaltic concrete
on 4" of Class II aggregate base.

g. Storm drain and drainage facilities within "A" Street and Frontage Road.
h. Curve radiuses for all private streets.
i. Construction of sewer main in Frontage Road to the easterly subdivision
boundary.
j. Rounding of tops and toes of slopes in conformance with the Grading
Ordi nance.
2. All util ities, including offsite extensions to reach the property, shall be
underground. Easements shall be provided as necessary.
3. Concurrent with submission of grading plans, landscaping and irrigation plans,
drawn to the same scale, shall be submitted, such plans to conform to the PUD
Policy, Landscape Policy, Grading Ordinance, and the conditions of approval of the
PUD site plan. Slope planting and irrigation shall be installed within 30 days
after the slope grading is complete.
4. Letters from the school districts shall be submitted, prior to Council action
on the tentative map, indicating that adequate facil ities will be available for
th i s project.
5. The developer is responsible for providing permanent access to his subdivision.
Permanent access to the subject subdivision shall be considered to include a
portion of the north-south collector road from Telegraph Canyon Road to the Frontage
Road, and the Frontage Road from the north-south collector road to "A" Street.
The developer shall construct both onsite and offsite improvements for permanent
access to his development. The developer shall also acquire and dedicate all
necessary right of way for onsite and offsite improvements, the developer may
enter into an agreement with the City and post a surety guaranteeing same. If
permanent access is not constructed, then the developer shall construct a temporary
access from the Frontage Road to Tel egraph Canyon Road withi n the boundaries of
subject subdivision.
6. The offsite permanent improvements for the north-south collector road shall
include but not be 1 imited to embankment, sewer main, 30* feet of pavement, curb
and gutter, sidewalk, street lights and a sufficient portion of the major drainage
structure required to protect the road. The major drainage structure shall include
appurtenant drainage facilities such as headwalls, wingwalls, cutoff walls, aprons
and transitions. These may be permanent or temporary in nature, type to be deter-
mined by the City Engineer. The major drainage structure shall be capable of
passing a 50 year ultimate storm.
The typical section for the north-south collector shall conform to City of Chula
Vista Standard Drawing No. 101A.

7. The offsite permanent improvements for the frontage road shall include but
not be 1 imited to 23~ feet of pavement, curb and gutter, sidewalk and street
lights. The typical section for the 'frontage road shall conform to City of
Chula Vista Standard Drawing No. 101B. Sidewalk shall be constructed on the north
side of the street only.
8. The developer shall fully improve the frontage road between "A" Street and the
easterly subdivision boundary or "A" Street and the temporary access road, which-
ever case applies. The developer shall make an irrevocable offer of dedication
for that portion of the frontage road within the subdivision. The developer may
enter into an agreement with the City and post a surety guaranteeing the construc-
tion of the frontage road from "A" Street to the westerly subdivision boundary
and the temporary access road and the easterly subdivision boundary.
9. The temporary access road shall have a minimum distance from hinge point to
hinge point of 36 feet. The temporary access road shall provide a minimum travel-
way of 24 feet. 6" A.C. berms shall be constructed on each side of the travelway.
A 5 foot wide walkway shall be provided on one side of the temporary access road
behind the 6" A.C. berm. The walkway shall be paved with lJ, inches of A.G. pave-
ment. A 4 foot high chainlink fence shall be constructed along both sides of
the temporary access road, 2 feet inside the hinge point. Sufficient drainage
facilities shall be constructed beneath the temporary access road capable of
passing the present 50 year storm of 1400 cubic feet per second. The developer
shall execute an agreement with the City and post a surety guaranteeing the
removal of the temporary access road at the time permanent access is contructed.
The temporary access road shall be a private street.
10. The developer shall dedicate all necessary right of way, 246 feet, for
Telegraph Canyon Road and the natural drainage channel lying within the subdivi-
sion. The developer is responsible for constructing a portion of the permanent
improvements on the north side of Telegraph Canyon Road. These improvements
shall include but not be limited to a minimum of 24~ feet of pavement, curb
and gutter, 8 foot bike path, shoulder landscaping and street lights. Parking
bays may also be required
In lieu of constructing the required permanent improvements the developer may
enter into an agreement with the City and post a surety bond guaranteeing the
future construction of the improvements.
The developer shall provide the foll@wing at his point of access with Telegraph
Canyon Road, whether or not that access is temporary or permanent:
a. Adequate widening of Telegraph Canyon Road both east and west of the
point of access to provide for acceleration and deceleration lanes. The
length of acceleration and deceleration lanes is subject to approval by
the City Engineer.
b. A left turn storage lane in Telegraph Canyon Road for eastbound traffic
at the point of access. Telegraph Canyon Road shall be widened by the
developer to accommodate the left turn storage lane. Length of the storage
lane is subject to approval by the City Engineer.
Widening of Telegraph Canyon Road shall be coordinated with the City's widening
of the road east of Brandywine Avenue.

11. The developer shall fully improve the major drainage channel within the
subdivision. The major drainage channel shall be a fully grass lined channel
and shall conform to the approved section on file in the office of the City
Engi neer.
The developer shall enter into an agreement with the City and post a surety
guaranteeing the construction of those portions of the channel which cannot be
constructed because of existing upstream and downstream conditions. The
developer shall construct temporary transitions between the improved channel and
the existing natural channel at the easterly and westerly subdivision boundaries.
12. The sewer main from Telegraph Canyon Road to the frontage road shall be
constructed at a minimum grade of 0.4%. Top of the proposed 8 inch sewer shall
match the top of the existing 15 inch sewer in Telegraph Canyon Road.
13. A 5 foot sidewalk shall be constructed along the west side of "A" Street
from the frontage road to "E" Court unless the City Engineer and Director of
Planning agree that sufficient sidewalk has been provided elsewhere in the
development for adequate circulation of pedestrian traffic.
14. "A" Street shall have 6" type "G" curb and gutter on both sides. If a
sidewalk is constructed on the west side of "A" Street, it shall be monolithic
curb, gutter and sidewalk.
15. The parking bays in the center of "B" Court and "C" Court shall be removed.
16. A barrier guard rail shall be constructed on the south side of the frontage
road oppos ite "A" Street.
17. Landscape plans to provide for erosion control shall be submitted with
grading plans. Methods of controlling erosion and sheet drainage from graded
slopes onto sidewalks, private driveways, streets and dedicated streets shall be
subject to detailed approval by the City Engineer.
18. All work within public right of way shall be done in accordance with the
ordinances, resolutions, standard specifications and standard drawings of the
City of Chula Vista.

20. Specific methods of handling storm drainage are subject to detailed
approval by the City Engineer at time of submission of improvement plans.
21. Residential and residential collector streets (whether public or private)
sha 11 be des i gned for a 5 foot dry 1 ane on each side of the street centerl i ne.
Drainage facilities shall be provided for any additional flow.
22. Easements necessary for offsite construction shall be obtained by
developer.
23. Fire hydrant locations shall be determined by City of Chula Vista Fire
Chief. Provision of emergency water 'supply to be determined by the appl icant
in conjunction with the Fire Department and water company.
24. Street lights shall be furnished and installed in the type and number
approved by the City Engineer. Standard street 1 ights shall be required on
public streets.
25. The developer shall furnish the City Engineer with the results of R-Value
tests performed by a registered civil engineer whose primary professional
activity is performing such tests, in the number and at such locations and times
as determined by the City Engineer. The City Engineer will determine the
structural street sections of streets based on these tests.
26. The subdivision boundary shall be tied to the Lambert Projection for
California coordinate system Zone VI. This shall be accomplished by tying the
subdivision boundary to a minimum of two established horizontal control monuments
on file in the office of the City Engineer. This requirement may be waived by
the City Engineer upon receipt of a written request.
27. Water system shall be installed in accordance with the standards of the
utility company serving the development and shall be maintained and operated
by said company.
28. A minimum curb radius of "A" Street and the frontage road is 20 feet.
29. All cul de sacs shall utilize a 30 foot diameter area with decorative
pavement using material and texture different from that of the drive areas, or
a smaller diameter with a planting area including a tree well, subject to the
approval of the Directors of Planning and Public Works.
30. The manner in which the private streets and private sewers and utilities
are to be maintained shall be contained in the C.C.&R. The C.C.&R. shall be
submitted to the City Engineer for approval prior to Council action on the final
map. The C.C.&R. shall be recorded by the City.
31. All street improvements including pUblic and private shall be subject to
detailed approval by the City Engineer.

32. All improvements including but not limited to sewer drainage and streets,
public or private, will be inspected by the City Engineer.
33. The following sewer assessment shall be paid: Telegraph Canyon Trunk
Sewer - $75.00 per single family dwelling unit plus 4% per annum beginning
January 1, 1972.
34. Electrical plans for street lighting shall be approved by the City Engineer.
35. The southerly subdivision boundary shall be the ultimate southerly
right of way line of Telegraph Canyon Road.
36. Acquisition of the public right of way for offsite areas shall be secured
prior to recordation of the final map.

Additional condition approved by City Council on July 9, 1974:
37. Concurrent with or prior to approval of the final subdivision .map, the City
shall execute an agreement with the developer which provides for reimbursement to
the developer for a portion of the costs incurred for the construction of offsite
public improvements listed under conditions of approval numbered 5, 6, and 7.
The developer shall be entitled to reimbursement for the pro-rated share of benefit
derived from the construction of the offsite improvements by those properties lying
outside the Windsor Views Subdivision boundary.
The City shall determien the area benefited and the percentage of cost to be
reimbursed to the developer after acceptance of the public improvements by the
City Council and submission of verifications data to the City by the developer.
