HomeMy WebLinkAboutReso 1974-7329 RESOLUTION NO. 7329 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ESTABLISHING THE COMPENSATION FOR THE UNCLASSIFIED EMPLOYEES BOTH FULL-TIME AND PART-TIME OF THE CITY OF CHULA VISTA FOR FISCAL YEAR 1974-75 The City Council of the City of Chula vista does hereby resolve as follows: WHEREAS, the City Manager has recommended that ,,,ages for the unclassified employees of the City of Chula Vista, both full- time and part-time, for the fiscal year 1974-75 be those shown in Exhibit "A", attached hereto. Full-Time and Part-Time) 1974 - 75 ~ ) -;1:;;.)(/ ~ - /ChA EXECUTIVE POSITION COMPENSATION The following guidelines shall be established to provide for equitable com- pensation of executive positions, maintenance of a consistant relationship among executive salaries and those of subordinate positions, and afford greater mobility for the application of compensation in conjunction with an emphasis in motivation. Specific provisions of the plan are: 1. The City Manager shall be delegated the flexibility of determining the level of compensation for executive positions. An Executive Salary Schedule is hereby established for these positions which provide for salar~ bands designated by minimum and maximum limits. (See Attachment 1). 2. The City Manager shall be authorized to make appointments at any dollar amount within the designated salary band. 3. Compensation for executive positions shall be reviewed at least annually by the City Manager and adjustments in terms of an advancement or reduction within the salary band may be made when appropriate. However, for maximum benefit, reviews and adjustments shall be accomplished as the need is recognized. Evaluations and adjustments shall be made based on the per- formance of the individual, productivity factors, management objectives and effectiveness in carrying out programs and policies. 4. The salary of executive positions shall not be automatic or based merely on an individual's total length of service. 5. In developing total compensation recommendations, discussions shall be held by the City Manager, or by those assigned to conduct the review, with all executive position incumbents. These discussions should include a review of specific employee concerns, available salary and benefit information, and proposed salary band and/or benefit recommendations. 6. The City Manager shall prepare, or cause to be prepared, a com- pensation recommendation that may include salary band adjustments and revisions to the benefit programs for executive positions. 7.
