RESOLUTION NO. 7328
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING AND ADOPTING AHENDHENTS TO RULE II
OF THE CIVIL SERVICE RULES RELATED TO THE CLASSIFI-
CATION AND COMPENSATION OF CLASSIFIED EI1PLOYEES
AND AMENDMENTS TO CERTAIN OTHER CIVIL SERVICE RULES
FOR FISCAL YEAR 1974-75
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council of the City of Chula Vista has
annually amended those sections of Rule II of the civil Service
Rules and Regulations which establish a classification and com-
pensation or salary plan and assign ranges of compensation for
all classified employees in the service of the City, and
WHEREAS, the Chula Vista Employees' Association and
Local 2180, International Association of Firefighters AFL-CIO have
heretofore submitted to the City Council Memoranda of Understanding
which have heretofore been approved and adopted by resolution of
the City Council, and
WHEREAS, in addition to the establishment of classifica-
tions and compensation or salary plan as set forth in said Hemoranda
of Understanding, the staff has submitted salary or benefit recom-
mendations for all classifiee employees, and
WHEREAS, the City Council has reviewed the amended classi-
fication and compensation plan as recommended by staff fo' fiscal
year 1974-75 and concurs with the recommendations set forth therein,
and
WHEREAS, the City Council now desires to incorporate into
Rule II of the civil Service Rules those salary recommendations as
contained in the aforementioned Memoranda of Understanding and the
staff salary and benefit recommendations as well as incorporating
into certain Civil Service Rules other fringe benefit proposals as
agreed upon in the Memoranda of Understanding and as recommended by
staff for changes in the civil Service Rules applicable to all
classified employees.
NOW, THEP~FORE, BE IT RESOLVED by the City Council of the
City of Chula vista that the amended classification and compensation
plan for fiscal year 1974-75, a copy of which is attached hereto and
incorporated herein by reference and marked Exhibit "A", and Rule II
of the Civil Service Rules and Regulations be, and the same are
hereby amended to reflect the agreed terms and conditions of the
Hemoranda of Understanding and the staff salary and benefit recom-
mendations.
BE IT FURTHER RESOLVED that the Director of Personnel be,
and he is hereby directed to cause such changes and modifications to
be incorporated into the Civil Service Rules.

SUMMARY OF STAFF RECOMMENDED BENEFITS AND NEGOTIATED BENEFITS

1974-75
LONG TERM DISABILITY INSURANCE
1. The City will assume payment of the full cost of Long Term Disability
Insurance as provided by the Standard Insurance Company. Classifica-
tions not eligible to participate in the plan include the following:

Police Lieutenant
Police Captain
Firefighter
Fire Engineer
Fire Captain
Battalion Chief
Assistant Fire Chief
2. The City will assume the full cost of providing PORAC Long Term disa-
bility Insurance coverage for the classifications of Peace Officer,
Police Sergeant, Police Lieutenant and Police Captain.
MEDICAL AND INSURANCE COVERAGE
The City will assume payment of the full cost of dependent's medical insurance
for the classifications of Battalion Chief and Assistant Fire Chief.
SICK LEAVE REIMBURSEMENT
1. For the following classifications, the current Sick Leave Reimbursement
Plan shall be terminated effective June 30. 1974 in lieu of a revised
plan which will be implemented on July 1,1975:

2. The City will provide the following Sick Leave Reimbursement Plan for the
classifications of Peace Officer, Police Sergeant, Police Lieutenant and
Police Captain:
Twenty-five percent (25%) for all unused sick leave hours at
time of honorable separation after 10 years service. Accu-
mulation of sick leave hours subject to payment will commence
January 1,1974. All sick leave accrued prior to January 1,
1974, remain on the books for each employee and may be used
as needed.
STANDBY PAY
Civil Service Rule, Section ll(a), will be amended to provide for 10 percent
additional pay for each full biweekly pay period while assigned to standby
duties.
TOOL ALLOWANCE
The City will provide $50 annually to each Equipment Mechanic, Equipment Mechanic
Helper and Senior Equipment Mechanic for the provision and replacement of any
tools required on the job.
SHIFT DIFFERENTIAL
Civil Service Rule II, Section 12, will be amended to provide for 5 percent
additional pay for an approved long-term work schedule of regular rotation
through all work shifts.

OVERTIME PAY
The following prOV1Slons shall effect only the classifications of Firefighter,
Fire Engineer and Fire Captain. In the event that a need for overtime should
occur in the Fire Department because of an emergency, sickness or other unfore-
seen conditions, overtime shall be paid at one-and-one-half times the basic
rate of pay subject to the following conditions:
(a) Employees who are called back to work from off-duty shall be paid
at least two (2) hours minimum at one-and-one-half times the basic
rate of pay.
(b) Employees who are held over their normal work shift due to fire or
other emergencies, shall be paid at one-and-one-half times the basic
rate of pay for all time in excess of 30 minutes. Upon return from
such fire or emergencies, subject employees shall be permitted 30
minutes clean-up time which may be included in the overtime computa-
tion.
(c) Employees required to work over 15 minutes beyond their regular
shift for reasons not included in (b) above, shall be paid at least
one (1) hour minimum at one-and-one-ha1f times the basic rate of pay.
