HomeMy WebLinkAboutReso 1974-7327 RESOLUTION NO. 7327 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF' CHULA VISTA APPROVING THAT CERTAIN ME~lORANDUM OF UNDER- STANDING CONCERNING WAGES A~D OTHER TE~IS AND CONDITIONS OF EMPLOYMENT BETWEEN Trill CITY OF CHULA VISTA AND THE CHULA VISTA EMPLOYEES' ASSOCIATION FOR FISCAL YEARS 1974-75 and 1975-76 The City Council of the City of Chula Vista does hereby resolve as follows: ,*;EREAS, the Management Negotiation Team representing the City Manager of the City of Chula Vista, acting for and on behalf of the City Council of the City of Chula Vista, have heretofore met and conferred with the Chula Vista Employees' Association, an organi- zation representing certain members of classified employees in the City of Chula Vista, in accordance with t,he provisions of Section 3500 et seg. of the Government Code of the State of California, and \~7HEREAS, as a result of meeting and conferring in good faith, a two-year agreement has been reached on wages and other terms and conditions of employment resulting in the joint preparation of the attached Memorandum of Understanding for presentation to the City Council, as contained in Exhibit "A", attached hereto and incorporated herein by reference as if set forth in full. NOh', THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve and accept said Memorandt~ of Understanding as contained in Exhibit "A" for fiscal years 1974-75 and 1975-76. DATED , CERTIFY No. City Clerk of the City of that the above is a full, , and that the same has not City Clerk MEMORANDUM OF UNDERSTANDING CONCERNING WAGES AND OTHER TERMS AND CONDITIONS OF EMPLOYMENT BETWEEN THE CITY OF CHULA VISTA AND THE CHULA VISTA EMPLOYEES' ASSOCIATION FOR FISCAL YEARS 1974-75 AND 1975-76 .~ EXHIBIT -I WHEREAS, the representatives of the City Manager of the City of Chula Vista, acting for and on behalf of the City Council of the City of Chula Vista, have heretofore met and conferred with the Chula Vista Employees' Association affiliated with the San Diego County Employees' Association, an or9anization representing certain members of classified employees in the City of Chula Vista, in accordance with the provisions of Section 3500 et seq. of the Government Code of the State of California. WHEREAS, as a result of meeting and conferring in good faith with said group, agreement has been reached on the following terms and conditions of employment as applied to those classified employees who are members of and represented by the Chula Vista Employees' Association, and said representatives of the City Manager and of the Chula Vista Employees' Association do now jointly prepare a written Memorandum of Understanding concerning said agreed terms and con- ditions of employment for presentation to the City Council of the City of Chula Vista for determination, to-wit: 1. The City of Chula Vista and the Chula Vista Employees' Association hereby agree to certain salary adjustments as contained in Attachment "A" attached hereto and incorporated herein by reference as it sets forth in full. 2. The City of Chula Vista and the Chula Vista Employees' Association hereby agree to the following benefit proposals as contained in Attachment "B" attached hereto and incorporated herein by reference as it sets forth in full. 3. It is further understood and agreed that any other benefits and working conditions and the terms and conditions thereof presently in effect shall remain unchanged unless and until said terms and conditions shall be modified as a result of meeting and conferring in good faith between the City of Chula Vista and the Chula Vista Employees' Association pur- suant to the provisions of Section 3500 of the Government Code of the State of California. 4. If any provision of the agreement, or the application of such provision, should be rendered or declared invalid by any court action or by reason of any existing or subsequently enacted legislation, the remaining parts or portions of this agreement shall remain in full force and effect. :itfJ/H)/ ~~ :rn;;pG. The City shall assume payment of full cost of the existing Long Term Disability Insurance for those employees represented by the Chula Vista Employees' Association. 2. No retroactive wage increases will be applicable where agreement is not reached until after the beginning of the fiscal year. 3. The Chula Vista Employees' Association will cooperate to the fullest extent with the City's programs designed to serve the citizens of Chula Vista by improving levels of service or increasing revenues. 4. Revise Civil Service Rule II, Section", (a), Application, to provide for 10% pay for standby duty. 5. The City shall provide $50 annually to each Equipment Mechanic, Equipment Mechanic Helper, and Senior Equipment Mechanic for the provision and replacement of any tools required on the job. 6. A cOll\mittee of part-time employees will be formed to investigate the possibility of establ ishing a health insurance program outside the regular City program for full-time employees. The City will assist and cooperate in establishing a health insurance program, which shall be paid for by the employee. 7. The Chula Vista Employees' Association will evaluate present bonefits, deterrni ne whi ch they wi 11 exchange in 1 i eu of any new or add iti on<<l requests. and submit specific data and relatedi,information to justify and support such requests. BENEFITS EFFECTIVE JULY 1, 1975 Upon an employee's voluntary termination or retirement after five (5) years of service, the City shall pay twenty-five (25) percent of accumulated sick leave.
