HomeMy WebLinkAboutReso 1974-7325 RESOLUTION NO. 7325 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA IN SUPPORT OF THE ORIGINAL DRAFT PROPOSAL OF CPO PROVIDING FOR TRANSIT DISTRICT LEGISLATION (AB 2648) The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, the present wording of AB 2648 differs substantially from the Comprehensive Planning Organization draft endorsed by the City, and WHEREAS, the present wording of the legislation includes an elected Transit District Board which the City of Chula Vista feels does not provide the responsiveness to the people a board appointed by agencies with general governmental responsibilities would have, and WHEREAS, the legislation currently contemplates planning responsibilities be undertaken by the Transit District, rather than the San Diego Comprehensive Planning Organization which, most appropriately has been given the task of formulating regional plans including trans- portation plans, and WHEREAS, the district as it is presently drawn does not in- clude a sufficient area of San Diego County or sufficient percentage of the population to be considered a truly regional plan; thus jeopardizes federal support, and WHEREAS, the City Council of the City of Chula Vista directed the City Attorney's office to prepare a memorialization of the minute action of Tuesday, June 4, 1974. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista supports the original draft proposal submitted by the Comprehensive Planning Organization and petitions the legislature to adopt the proposal in substantially that form, and BE IT FURTHER RESOLVED that the City endorses an appointed Board of Directors rather than an elected Board of Directors for the Transit District in order to prevent a proliferation of special districts and to provide for maximum responsiveness to the people in the county, and BE IT FURTHER RESOLVED that the Transit District should be solely an "operating agency" conceived to implement the transportation plans that are adopted by a county wide transportation planning organi- zation and, BE IT FURTHER RESOLVED that the Transit District, in order to be regional in scope and serve urbanized areas encompassed at least the western one-third of the county, and BE IT FURTHER RESOLVED that a representative of the City Council of the City of Chula Vista be and is hereby authorized and directed to forward a certified copy of this resolution to the San Diego legislative delegation and all other interested parties.
