RESOLUTION NO. B04
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
PROVIDING FOR THE SPECIAL APPROPRIATION OF FUNDS FOR
REVENUE SHARING EXPENDITURES
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City Council of the City of Chula Vista is
authorized by Section 1105 of the City Charter to amend or supplement
the annual city budget by the affirmative votes of at least four
members at any meeting after its adoption, and
WHEREAS, it is desired to expend a portion of Federal Revenue
Sharing Funds for certain capital outlay purposes as set forth in
Exhibit 1, attached hereto and incorporated herein by reference as if
set forth in full, in the sum of $67,705.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Chula Vista that the sum of $ 67,705.00 be appropriated
from the unappropriated surplus of the Federal Revenue Sharing Fund
for the purpose hereinabove set forth.
BE IT FURTHER RESOLVED that the Director of Finance be, and
he is hereby directed to record this Council action in the accounting
records of the City.

5568 Bursting Machine - $930
The machine currently used to burst and sign payroll
checks is 20 years old and no longer reliable. We
have experienced jamming and feeding problems and
replacement parts are hard to obtain.

5568 Metz 402 Strobe Unit - $190
The Metz flash is a more powerful flash than existing
equipment and will give better crime scene coverage
and more versatility with its half-power feature.
5568 Concealable Body Armor - $320
New space age materials have permitted construction
~f a new type of lightweight armor which can be worn
under the uniform shirt and yet be fully protective
for almost all handgun calibers. Present armor weighs
from 40-50 pounds and this armor weighs less than
. 5 pounds.
5565 Motorcycle (2) 360cc - $2600
Volunteers have been using their own cycles for off-
road noise prevention and trespassing program. With
the increase in these problems, it now appears incumbent
upon the City to furnish the equipment so that officers
no longer perform maintenance and repairs on personal
equipment used for City business.

5568 30 Drawer Stostrom Card Catalog - $750
An additional card catalog is necessary for the
Children's Room to provide space for cards and
phonorecords now in the catalog. Drawers are
presently full and allow no room for expansion.
5568 Kersting Quick-See Record Cabinet (2) - $220
Additional cabinets are necessary to house growing adult
and juvenile phonol'ecord collection and to relieve present
overcrowded conditions of the COLlections.

5566 15 Drawer Cabinet to Hold 3x5 Cards (2) - $340
Additional cabinets are needed to house order file,
shelf list file, and phonorecord and cassette catalog
card files.
5566 4 Drawer Legal File Cabinet (2) - $340
Equipment necessary to house growing pamphlet collection
and California State publications. At present these files
are overcrowded and room for expansion is needed.

These units will store a total of 240 tape cassettes.
The existing unit is filled to capacity and additional
storage space is needed to house new cassettes to be
purchased in FY 1974/75.
5568 Two-Shelf Display Book Truck (2) - $120
These units are needed to hold displays of books on
various subject areas, thus alleviating overcrowded
shelves. Also used for moving books in the Technical
processing Division.
5568 Metal Microfilm Cabinet - $330
. Necessary for storage of microfilm now owned by the
.Library, i.e., Los Angeles Times and Chu1a Vista Star
News. In addition, as more periodicals are purchased
in microfilm form, this cabinet will provide a means
of storing them.

5568 Electric Cable and Wire Puller - $1180

Manual pulling of wires through conduits in confined
quarters is dangerous and risky. Mechanization reduces
this peril to the health and safety of our employees.
5568 Combination Blower and Vacuum Fish Tape - $350
Provides long-run capability for use in conjunction with
electric wire and cable puller.
5568 Electric Conduit Bender ~" through 2" - $1800
Manual (hand) conduit benders are limited to 1" diameter
conduit. All installations over the 1" limitation require
fuore expensive plastic conduit. It is almost impossible to
bend 1" or larger conduit by han~ without risking injury to
the employee.

5568 Power Pipe Threader and Die Head Set - $440
A powered pipe threader will improve our plumber's
capability, effectiveness. and efficiency.
5568 Amprobe Test Master Kit - $160
This kit is used to detect and isolate faults in complicated
electronic controls, devices. and equipment. It will permit
the Air Conditioning Repairman to logically trouble-shoot
faulty environmental systems rather than by "trial and
error" module replacement.
5565 Econo-Van - $4500
Replacement of 1969 Ford sedan, a former police unit with
89,000 miles. A sedan is very inadequate for communications
repair and maintenance work. When working out of a trunk
there is no protection from inclement weather for expensive
electronic equipment. There iS,also danger to the repairman
because of electrical shock from available moisture.
5563 Skylights in Equipment Maintenance Shops - $4800
This will reduce safety hazard and improve efficiency by
providing increased lighting and reducing energy consumption.
5568 RF Millivo1tmeter - $980
The RF Millivoltmeter will provide highly accurate voltage
measurement of very low radio frequency levels at FM 2-way
radio communication frequencies.' This instrument will
greatly facilitate the trouble-shooting of radio equipment
in service for police, fire, and public works mobile units.
Fire Department
5568 Emergency Care Overhead Transparencies - $920

These transparencies will be the basis for Medical
Technician I training. This level of training is now
becoming the norm within the state and will probably be
required by State law within a few years.
5568 Jaws-of-Life Power Rescue Tool - $4540
One operator equipped with this rescue tool can safely
and swiftly free trapped auto accident victims. This
tool provides 10.000 pounds of force to rescue victims.
There are no flames, saw blades, or grinding employed in
the use of this tool. This tool could also be employed
in earthquake emergencies.

Parks and Recreation Department
5568 3-Gang Mower (2) - $3880

Subject items are required by the roving crews. One is
replacement, the other will be implemented in the proposed
new satelite crew. The mower is required where steep hills
are prevalent. With the wide track and low center of
gravity, it is almost impossible to tip over.
5568 Heavy Duty Edger (2) - $320
Replacement items to be used by roving crews. Edger is
required to edge around sidewalks and planter areas.
5568 Small Lawn Vacuum (2) - $380
Required by roving crews and on-site areas such as Civic
Center, Police Facility, and Memorial Park. The vacuum
is used to remove the turf clippings and debris from the
sidewalks and small parking areas.
5568 Weed Edger - $260
This item can be used in all turf sites to trim around areas
inaccessible to the edger.
5568 Park Benches (15) - $300
Additional and replacement items to be used throughout
the park system so that the general public will have a
resting place around such areas as tot lots, open turf,
picnic, and shady areas.
5568 Triplex Greens Mower - $3990
This mower will replace the existing Triplex which is
continually down for repairs. The subject mower is
required to mow the bent grass on the Golf Course greens
which must be mowed 3-4 times a week.
5568 Tri pl ex Tee Mower - $2490
This item will replace the existing tee mower which is
over'S years old and is in need of major repairs.
5568 5-Gang Mower - $5100
Due to the diversified park landscaping and to keep pace
with the growing number of acres requiring maintenance
various types of mowing equipment are required. The subject
mower will enable the park crews to expedite the mowing of
areas with numerous trees, such as Rancho Del Rey, Candlewood,
and Hilltop Park

8' X 14' Trailer (2) - $3700
With the implementation of an additional roving or satelite
crew, it is necessary to provide trailers to transport the
various pieces of maintenance equipment.
5568 Groundsmaster Mower - $3600
There are approximute1y 2300 trees growing on the Golf
Course, presently it takes 3 men with a 21" rotary
2~ weeks to trim around each of them. With the acquisition
of the Groundsmaster, the task would take 1 man approximately
4 days. The man-hours saved could be directed to other
pertinent maintenance projects.
5568 20" Rotor Mower (2) - $380
Replacement of additional item required by the roving crews
to mow in turf areas inaccessible to larger mowing equipment.
5568 Large Turf Sweeper Thatcher - $3175 .
Subject piece of equipment is required to sweep turf
clipping, leavesr rocks, cans, bottles, branches and to
annually thatch large turf areas.
~568 Public Address and Record Player System - $690
Presently, the Recreation Division has one very old public
address system that must be transported from sireto site
causing extreme wear and tear. With the acquisition of
a new up-dated public address and record player system,
which will be used in all facets'of the Recreation program.
The Recreation Division will be able to house a system at
both recreation centers thus eliminating the necessity of
continually transporting it.

5568 Emulsion Distributor - $12,510
This will replace a 1955 model emulsion distributor. Due
to the distributor being 19 years old and being fired by
kerosene to heat the emulsion for paving and chip sealing
projects, it is questionable how long the tank will last.
Because of the energy crisis and the shortage of petroleum
products, we have been informed by our suppliers that we
had better plan on doing more maintenance work and less
new construction. This is one reason it is important to have
a reliable distributor to continue a good maintenance program
on our present City streets.
