Ful ~MC, City erk L 276 Fom=ih Avenue ChuLa ~sta, CaHfor.ia 920q0 y -- MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA Thursday, February 28, 1985 Council Conference Room 4:15 p.m. City Hall ROLL CALL Councilmembers present: Mayor Cox, Councilmembers Moore, McCandliss, Councilman Malcolm (arrived late) Councilmember absent: Councilman Scott Staff present: City Manager Goss, City Attorney Harron, Assistant City Manager Asmus Mayor Cox stated he would defer Items 1 and 2 on the Agenda until Councilmen Malcolm and Scott arrived. TERRA NOVA ROOF MATERIAL Director of Planning Krempl stated the Council in discussing the roof material H for the apartments to be constructed on the south side of "" Street (Beacon Cove) asked the staff to bring back samples of the type of roof material to be used. The Planning Commission had recommended tile roof in order to block off _ the long mass of apartments along "H" Street. Principal Planner Lee showed samples of the black/dark grey, asphalt roofing material and slides of various developments with the same type roofing material. City Manager Goss commented this was just for the Council information and no action is required. BAYFRONT TROLLEY STATION Councilman Moore reported the Steering Committee met this week. The Chamber of Commerce made a decision not to have the Chamber building combined with other business entities at the Bayfront Trolley area. Councilman Moore recommended the Council advise City and County staff to proceed with the design of the Trolley Station with two options: one with a Visitor Center and one without a Visitor Center. MSUC (Moore/McCandliss) for the Council to approve having the Design Consul tant incorporate the Visitor Center on the MTDB property (Bayfront Trolley Station). Included in the motion is to forward this information to the County for their input and to ask them to join the City of Chula Vista in a joint effort in constructing the Visitor Center. 2. REPORT CITY POLICY ON LANDSCAPED MEDIANS INCLUDING EAST AND WEST "J" STREETS (Director of Planning) Director of Planning Krempl stated there have been several referrals last year on this item. One of the Council's referrals was for staff to look at the "E" Street narrow landscape median which is not well landscaped or maintained. The question of whether or not landscape medians should remain depends on the cost factor and who will be responsible for the maintenance. Mr. Krempl stated the staff was also directed to look at the t!est "J" Street median. Council Conference - 2 - February 28, 1985 Mr. Bob Sennett, Landscape Archi tect, presented several concepts for landscaping the medians on East "j" Street. He recommended 35% of the area be landscaped with material with 65% bardscape. In answer to Council's questions, Mr. Sennett noted the cost for 1/4 mile would range from $36,000 to $81,000. As to the West "j" Street medians, Mr. Sennett recommended keeping with the 35%-65% but to introduce a rolled-curb type planting with a design in the concrete itself. The initial cost would be higher but in the long run it would pay for itself. Director Krempl discussed the East "J" Street median islands noting because of the right-of-way width, it was a recommendation of staff to remove the median islands. However, if the Council wishes to retain the medians, the recommendation would be to go with the 35%-65% with trees clustered and re-doing the island at the same cost. All that would remain would be the ongoing maintenance costs. City Engineer Lippitt stated it would be his recommendation, at this point, to take out the median islands until the traffic warrants putting them back in. Mr. Sennett stated the cost to renovate the West "J" Street islands would be approximately $65,000 (Broadway to I-5) plus another $30,000 could be spent for hardscape materials. Mayor Cox suggested having a raised hardscape so the shrubbery could be planted in a well and water would not run off. Mayor Cox asked that notification be given to the property owners well in advance of anything the City does in those area. Councilman Malcolm arrived at this time (4:45 p.m.) Councilman Moore stated if islands are to be landscaped, they should be done properly right at the beginning. If more landscaping should be put in, it should be the burden of the developer to bear the extra cost. Councilwoman McCandliss agreed stating she wants that flexibility written into the policy. MSUC {Cox/McCandliss) to take no action on East "J" Street {median islands) today but to docket the proposed action of the City Council regarding the options on East "J" Street for a Council meeting and to notify the property owners that there will be three options considered so they will be aware of the direction the Council is going. Also included to the property owners should be the staff recommendation. MSUC (Cox/McCandliss) to approve the West "j" Street median island proposal in concept and ask staff to come back with updated cost figures and a written policy which could be applicable to the other areas of the City. Mayor Cox noted that some funds have been budgeted for this project; however, he wished to include in his motion any additional funds would have to go through the CIP budget process. Councilwoman McCandliss agreed to the second. !IF Council Conference - 3 - February 28, 1985 1. REPORT TELEGRAPH CANYON OPEN SPACE CONCEPT (Director of Planning) Director of Planning stated this has been a long standing Council referral. At the meeting of February 21, 1984, Council directed staff to remove the asphalt in the Open Space area along this north side of Telegraph Canyon Road. Council also asked for a proposed landscaping plan which would include recommendations regarding the reintroduction of landscaping to the area, possible installation of pavers and repair maintenance of the existing irrigation system. Mr. Krempl stated full options will be presented to the City Council by the Landscape Architect Bob Sennett. Plan A at a cost of $166,000; Plan A2 at a cost of $204,000; Plan B $185,000; and Plan C - $101,500. Also submitted to the Council was a matrix evaluation which covers criteria for design construction costs, maintenance costs, irrigation requirements and vandalism. Mr. Bob Sennett, Landscape Architect, presented the four plans discussing the type of s.rubbery and pla.tmaterial to be used along with t.e was his recommendation to remove all of the existing eucalyptus~au of their brittleness there is a possibility of injury to people if the trees fall. Mr. Sennett described Proposal A as an urban scene in a residential area; A2 - a ruralized concept; Proposal B - a more formal urbanized concept; and Proposal C would be one which would be left as is but with different plant material. It wou1 d also remove the asphalt paving between the trees and replace it with ground cover and trees. Councilman Moore advised the Council to look into the more economic standards because of the possible loss to the City in revenue (such as Revenue Sharing). Mayor Cox said it was difficult to decide which options to select at this time. He would prefer to take the monies and apply it to an area that had a higher visibility. Councilwoman McCandliss indicated her surprise in the priorities. She considers Telegraph Canyon Road a secondary roadway in the City. Although the asphalt is very unattractive, she is concerned with the price tags to redo the median island strips in this area. Councilman Moore recommended the project compete with other CIP projects during the budget process. Councilman Malcolm noted that Councilman Scott was very concerned with this particu1 ar item and he i s not present at the meeting today. MSUC (Moore/McCandliss) whichever option is selected, it will compete with the CIP project in the budget sessions. MSUC (Malcolm/McCandliss) to reschedule this item to a regular scheduled City Council meeting. In response to the Mayor's question, City Mananger Goss responded landscaping for the median islands eastward of 1-805/Telegraph Canyon Road is not currently in the CIP budget. MSUC (Cox/Malcolm) to ask staff to bring back the cost of putting in the amount of improvements in that area in accordance with this "more or less" adopted policy for consideration at the budget sessions. Council Conference - 4 - ~ebruary 28, 1985 4. MAYOR'S REPORT a. MSUC (Cox/McCandliss) for Closed Session at the conclusion of the meeting for potential litigation. b. Mayor Cox introduced DeeAnn Traitel, the new reporter for the San Diego Tribune. c. Mayor Cox announced this morning the Coastal Commission approved the permits for Gunpowder Point. 5. COUNCIL COMMENTS a. Councilwoman McCandliss stated the Water Authority is doing some work on Telegraph Canyon Road; however, there are not enough warning signs prior to entering the area to alert the motorists of the work being done on the road. City Engineer Lippitt stated he would look into that. b. Councilman Malcolm referred to Congressman Peace's announcement this week of the $150 million dollars for correction of the Tijuana Sewer problem. He stated a lot of land is dedicated to the Least Tern/Clapper Rail Preserves and cleaning up the area will now free 2,500 acres of land. This will enable the birds to start breeding and they will no longer become an endangered species. c. Councilman Malcolm reiterated the announcement of the Coastal Commission's approval for the road to Gunpowder Point. d. Councilman Moore noted the Awards Banquet will be held on April 25. He explained the laminated plaques used in previous years cost more than the City's tile plaques. He asked for Council's permission to utilize the rest of the tile plaques this year noting a new City Seal may be incorporated next year and different plaques will have to be ordered. MSUC (Moore/Cox) for Council authorization to the Beautification Committee for the conversion of the plaques. The Council recessed to Closed Session at 5:30 p.m. The City Clerk was excused.
