1. UNANIMOUS CONSENT ITEM
RESOLUTION 11635 REQUESTING THAT THE IMMIGRATION AND NATUP~ALIZATION
SERVICE DISCONTINUE THE USE OF THE NAME "CHULA VISTA
SECTOR" IN DESCRIBING THEIR OPEPJ~TIONS IN THE BORDER
AREA OF SAN DIEGO COUNTY (City Attorney)
(Councilman Malcolm arrived at this time).
The City Council has requested that the Immigration and Naturalization Service
discontinue the use of the name "Chula Vista Sector" to identify its
operations in this region. This misnomer used by the U. S. Border Patrol
tends to reinforce negative images of the City of Chula Vista as the "Chula
Vista Sector" which is actually located in San Diego. A certified copy of
this resolution will be forwarded to the In~nigration and Naturalization
Service, Duncan Hunter and Jim Bates by the City Clerk's office.
RESOLUTION OFFERED BY COUNCILMAN MOORE, the reading of the text was waived by
unanimous consent, passed and approved unanimously.
2. UNANIMOUS CONSENT ITEM
REPORT DEVELOPMENT OF A UDAG APPLICATION FOR VADA INDUSTRIES
TO LOCATE A GARMENT INDUSTRY IN CHULA VISTA
(Community Development Director)
Community Development Director Desrochers requested Council approve the
preparation of a UDAG application in support of the proposal submitted by VADA
Industries to develop a garment industry in the City of Chul a Vista subject to
compliance by VADA Industries with all relevant City Codes and regulations.
Chula Vista is not eligible to apply for a UDAG; however, UDAG regulations
allow a neighboring city to apply under the assumption that some of the new
jobs created would accrue to residents of the UDAG eligible city. National
City is eligible and has agreed to submit an application on behalf of Chula
Vista.

MSUC (Moore/Cox) to accept the report and staff recommendations.
City Manager Goss introduced the new Finance Director (as of next Tuesday),
Mr. Lyman B. Christopher from Richmond, California.
3. BUDGET OVERVIEW
GOALS
City Manager Goss outlined the budget format and supplemental budget reports.
He showed slides of the organizational chart and outlined the budget goals.
The four goals are (1) to provide the City policy and decision makers with the
best information possible for reviewing the budget; (2) identify and hi ghli ght
issues requiring changes; (3) retaining services at current levels and (4)
estimate revenues for the economic future.
OVERVIEW
City Manager Goss outlined the Cost Savings Measures and Operating Funds
~ charts. The summary included a breakdown on the estimated excess
revenues and expenditures for 1983-84; estimated 1984-85 revenue;
transferred revenue and the estimated amount of 1984-85 revenue over the
projected operating budget. He showed a graph of the Pro osed 1984-85
Operating Expenditures by Department/Account: outlined the ~ u~y
with discussion on fu'E~re studies, equipment replacement plan, b~
maintenance, repair schedule, data processing and word processing machines,
improved infrastructure and public relations/public information and discussed
highlights of the proposed changes.
City Manager Goss next showed Comparative Charts of Functional Revenues by

REVENUES
Mr. Goss described projects anticipated to be funded for the various
departments and showed a chart of the funds requested and avilable funding
which included Community Development Block Grant; Emergency Jobs Bill; Park
Acquisition and Development; Redevelopment Bond Fund; California Library State
Act; Gas Tax Projects; Traffic Signal Fund; Sewer Income and Revenue Sharing.
The schedule for budget workshops will include three sessions scheduled for
Wednesday and Thursday, May 30, 31 at 4 p.m. and tentatively for June 12.
MSUC (Scott/Cox) to schedule Budget Workshops for May 30 and 31 and June 12 at
4 p.m. in the Council Conference Room.

CITY MANAGER'S REPORT (None)
COUNCIL COMMENTS
a. Councilman Scott and Mayor Cox indicated they will have a possible
conflict of interest on the Las Flores Drive Item and wish to be notified
when this item is scheduled. Councilman Scott stated a possible conflict
of interest on the street sweeping item.
b. Councilman Malcolm was concerned with the City ordinance stating Council
must vote unless there is a conflict. City Attorney Harron explained the
Councilmembers make that judgement whether conflict exists and have the
right to abstain.
ADJOUR~ENT AT 5:lO p.m. to the meeting scheduled for Saturday, May 26 at 8:30
a.m. at Oinmtv's On the Green with Congressman Bates; to the meeting scheduled
for Budget Workshops on Wednesday and Thursday, May 30 and 31 at 4 p.m. and to
the Budget Workshop scheduled for Tuesday, June 12 at 4 p.m.
