HomeMy WebLinkAboutcc min 1984/02/02 MINUTES OF AN ADJOURNED REGULAR CITY COUNCIL ~EETING OF THE CITY OF CHULA VISTA, CALIFORNIA Thursday, February 2, 1984 Council Chambers 7:00 p.m. Public Services Building ROLL CALL Councilmembers Present Mayor Cox; Councilmembers Moore, McCandliss, Scott, Malcolm Staff Present City Manager Goss, City Attorney Harron, Community Development Director Desrochers, Redevelopment Coordinator Zegler, Public Information Consultant Cox Also Present Port Commissioner Phil Creaser Mayor Cox announced Item 2 will be considered at this time. 2. REPORT: SAN DIEGO CONVENTION CENTER At their meeting of January 26, 1984, the Council discussed the $95 million convention center proposed to be built on Port District property by the City of San Diego. Council suggested the City's representative on the Port Commission, Mr. Phil Creaser, be invited to this evening's meeting to provide an update of the situation. Councilman Scott agreed the City of San Diego needs a convention center i d r would not be asked for more money other than what was proposed for the 250,000 square foot net facility. Port Commissioner Creaser stated that the Port District has agreed to build "within limits" a convention center for the benefit of all the cities of San Diego County to be 1 ocated in San Diego, with a condition that the City of San Diego will be the lessee at $1 per year. San Diego will operate the center and assume any losses, if any. And by virtue of being the lessee, San Diego will obviously have much input towards deciding the type of convention center to be built. Mr. Creaser described the type of center agreed to be most viable and one which will be presented to the Coastal Commission. Councilman Malcolm applauded Commissioner Creaser for his efforts on the Commission. MSUC (Malcolm/Moore) to accept the report and direct the Commissioner to continue as he has in the past with respect to the issue. ADJOURNED REGULAR - 2 - February 2, 1984 CITY COUNCIL MEETING Councilwoman McCandliss requested information on the status of obtaining funds for a beach on the bayfront. Port Commissioner Creaser reported preliminary engineering work has begun, and he anticipates no problem with obtaining the necessary support for approval for commitment of funds for this project. Mayor Cox declared a 1 etter outlining the City's request would be forwarded to the Port District shortly. UNANIMOUS CONSENT 1. RESOLUTION NO, 11521 APPROVING CHANGE ORDER 41 FOR THE TOWN CENTRE PARKING STRUCTURE Since commencement of construction in April 1983, the Town Centre Parking Structure is 96% complete. The original plan was to allow the brick work on the structure to fade enhancing its appearance. It is now desired to use waterproof sealant in order to have a constant new appearance for the brick; therefore, the change order for this will cost $6,196. RESOLUTION OFFERED BY COUNCILMAN MALCOLM, the reading of the text was waived by unanimous consent, passed and adopted unanimously. REQUEST BY MARIE CALLENDER'S RESTAUPJ~NT Mr. Gary Harris, Manager, Marie Callender's Restaurant, 330 "F" Street, Chula Vista, requested approval for short-term parking in front of the restaurant on "F" Street. Specifically, the request is for reconsideration of a right-turn lane change to either a loading zone, lO-minute parking, or metered parking of 10/20 minutes. MSUC (McCandliss/Malcolm) to refer request to staff and Safety Commission for recommendation. Councilman Moore indicated if there is a strong denial by staff or the Safety Commission, staff should provide an alternative, perhaps short-term parking to the south side of the driveway. CITY MANAGER'S REPORT City Manager Goss requested a brief Closed Session for personnel matters. MSUC (Cox/Moore) to adjourn to Closed Session for personnel negotiations. MAYOR'S REPORT Mayor Cox announced that the Federal budget for FY 1984-85 released this afternoon shows $4 million proposed for the Sweetwater Flood Control Project for the construction phase. ADJOURNED REGULAR - 3 - February 2, 1984 CITY COUNCIL MEETING COUNCIL COMMENTS In response to Councilwoman McCandliss' question, City Manager Goss stated the traffic signal study is being prepared by the City Engineer and he will notify the Council when the report is available.
