HomeMy WebLinkAboutcc min 1989/12/11 ADJOURNED JOINT MEETING OF THE CHULA VISTA CITY COUNCIL AND CHULA VISTA CITY SCHOOL DISTRICT BOARD OF EDUCATION Monday, December ll, 1989 Council Conference Room 4:30 p.m. Administration Building 1. CALL TO ORDER: Mayor Cox and President Cummings called the meeting to order at 4:35 p.m. 2. ROLL CALL: Councilmembers McCandliss, Moore, Nader and Mayor Cox. Boardmembers Giles, Judd, Schulenberg, Tarantino and President Cummings. 3. DISCUSSION OF GROWTH MANAGEMENT ISSUES l~ Mayor Cox stated the Growth Management Oversight Committee had recommended areas of concern to the City Council. Mr. George Krempl, Deputy City Manager, reviewed the Statement of Concern that was distributed to the Boardmembers for review. Emphasis of concern with the elementary schools with special notice of joint cooperation between the City and Schools regarding planning. The Statement of Concern addresses development in the area west of 805 and states the City is part of the problem and part of the solution. Mr. Bob Leiter, Director of Planning, stated the Growth Management project is a follow-up to the General Plan update. The Growth Management element had just recently been released and is not only for public facilities but includes other areas of quality of life. He noted the Board may be concerned over conversions to lower densities and the impact upon the schools. He stated the City would keep the District informed. Boardmember Giles stated the conversion to lower densities would only be half of the problem as many of the single family homes are turning over with younger families moving in. Boardmember Tarantino also noted that multiple families were now living in single family dwellings and that downgrading was not resulting in lower numbers of children. Boardmember Giles stated the School District did not have any problem with the recommendations of the Growth Management Committee. She noted that many of the recommendations were already being done but she did not feel that several of the conclusions were accurate. She stated that class sizes were not increasing and were determined by contract; and fewer students were being transported than ever before. She further stated that the school sites are larger than most schools are to start with, including the relocatables. Councilman Nader questioned whether the overall impact was as great as made to sound. MINUTES December ll, 1989 Boardmember Judd noted that the Planning Commission does inform the District. Boardmember Tarantino stated the letters from the Planning Commission are often vague and ambigious. By law, if a developer enters into Mello Roos or pays fees, the District can not say they can't build. Boardmember Judd stated the District is questioned whether there is capacity. There may be capacity in the District, but not in the home school area and therefore students are bused. Boardmember Cummings noted the Chula Vista School District has never qualified for state funding and that Chula Vista Hills was built with developer funds. Boardmember Giles noted that it was cheaper to add on to an existing school site rather than building a new school. The current estimate for a new school is $4-5 million. Boardmember Cummings left the meeting at 5:25 p.m. Boardmember Judd stated that if Jefferson Street was closed it would result in more land for Pfeister School. It is currently the smallest facility with 7 1/2 acres. By doing so, it would improve the playground area. Mayor Cox stated there should be meetings to address additional sites and alternatives available. Boardmember Judd stated that at the last joint school meeting joint recreational facilities had been discussed but that nothing had been done. Mr. Leiter suggested the District work with the City regarding potential sites. Superintendent Vugrin stated there were many factors to be considered. These were: types of calendars in the schools, capacity of schools, pilot program at Miller and its success, and the master planning process. He felt the master plan and Growth Management program should be dovetailed in order not to duplicate efforts. He also felt many problems could be avoided by joint planning. Mayor Cox stated that if the Council knew the needs of the District ahead of time it would be helpful. City staff needed to know the direction of School priorities on the west side of the city. Boardmember Schulenberg stated the Board had not discussed this item but that personally, she would like to see a new school in an old neighborhood. She realized there were problems with this and it was strictly personal preference. Boardmember Giles stated their consultant would be reviewing the existing sites and exploring funding mechanisims. These would be addressed when the master plan is in place. Boardmember Judd stated it was premature to answer these questions as the Board had not seen the results of the five year study. MINUTES December ll, 1989 Councilwoman McCandliss stated a grant had been received and was bein~ administered through the Police Department. Councilman Moore su99ested the two staffs work together regarding this program. Councilman Nader requested the same report on this program be sent to the Board and Council. Superintendent Vugrin stated an officer from the Police Department had been working with a District staff member but that he had not seen an official proposal. Mr. Krempl stated the same report would be sent to the Board and the Council. Superintendent Vugrin stated the District had an a~reement with the utilities regarding graffiti. The utilities provide the paint and the District provides the manpower. Mayor Cox questioned staff regarding the same agreement for the City. Mr. Krempl stated he was not sure if the same agreement existed but he would check. 7. 1990 CENSUS "COMPLETE COUNT" PROGRAM - Mayor Cox stated that the survey is conducted every ten years and that it was extremely important to get an accurate count. Mr. Leiter stated he had attended a meeting with the Census Bureau and they had recommended the City work with the Schools to impress upon the students the importance of the program. A kit has been prepared and is to be utilized in the curriculum. Superintendent Vugrin stated the District had received the kits and were making plans to incorporate them into the curriculum. Mr. Leiter stated the City will be working with the Schools on this project. 8. ORAL COMMUNICATIONS - None 9. CITY MANAGER'S REPORT(S) - None lO. MAYOR'S REPORT(S) - None Councilwoman McCandliss stated she felt there should be more joint meetings due to the issues generated. Mayor Cox noted there is one annual meeting scheduled but he felt a meeting should be held in the spring after the completion of the General Plan and the District Master Plan. Boardmember Giles stated the District would initiate and host the meeting. Boardmember Schulenberg stated she liked verbalizing issues and concerns and felt better informed. She appreciated knowing what was going on in their area of influence.
