HomeMy WebLinkAboutcc min 1989/08/29 Tuesday, August 29, 1989 Council Chamber 6:00 p.m. Public Services Building Special Meeting 1. ROLL CALL: Present were Councilmembers Gayle L. McCandliss, Tim Nader, David L. Malcolm, and Mayor Gregory R. Cox. Also Present: City Manager, John D. Goss; City Attorney, Thomas J. Hatton; and City Clerk, Beverly A. Authelet. Absent: Councilmember Leonard M. Moore. ITEM FOR DISCUSSION 2. RECONSIDEP~ATION OF EASTLAKE ANNEXATION special meeting was called by Councilmembers David L. Malcolm, Gayl e L. McCandliss, and Tim Nader. MOTION: For discussion purposes, it was moved by Malcolm, seconded by McCandliss to reconsider the previous motion made on August 22, 1989 regarding the Annexation of EastLake Greens. Councilman Malcolm stated that Councilmembers McCandliss and Nader, along with himself, had commented on the piece mealing of EastLake Properties. He expressed concern because there was a trade-off being offered by EastLake on the Olympic Training Facility and felt there was no guarantee or firm commitment the land would be transferred to the City. He felt no action should be taken tonight, but allow the annexation to go through with the understanding there will be no development agreement on the Greens until we can agree where the 530 units will be. This will give us a guaranteed Olympic Training Facility. Councilwoman McCandliss stated she recognized the reconsideration was highly irregular. Under the circumstances, she felt this to be an appropriate action when you recognize that a mistake had been made. With a development agreement, phasing of the Trails and the Greens will be included. Councilman Nader expressed he had not had an opportunity to see the EastLake memo, but was encouraged by what he was hearing. Councilman Malcolm stated that Councilwoman McCandliss got EastLake to commit that the entire plans will come in at target density level, and EastLake will not try for the higher limits. Mayor Cox stated he did not support the effort to reconsider the proposal. He was a firm believer in the process and had major concerns. The action taken last week should have been final. The time to bring this up was in the normal process. City Council Minutes -2- August 29, 19B9 Councilman Malcolm apologized, but stated the process was different; but if a mistake was made, then it should be corrected. Councilwoman McCandliss also accepted the chastisement from the Mayor, but strongly believed that the primary responsibility was to protect the interests of the City and that made her recall the item. MOTION: Vote on previous motion: AYES: Nader NOES: McCandliss, Cox, Malcolm Councilman Nader stated he voted against the annexation because he still had concerns about air quality, water, etc. MOTION: Moved by McCandliss, seconded by Cox to refer EastLake memo to staff. Motion carried 4-0-1. 3. ORAL COMMUNICATIONS: Mr. Sid Morris, Sr., 862 Cedar Avenue, stated he had an offer to purchase a lot at 236 G Street. The final purchase price is contingent upon the number of units which can be built on the lot. The Planning Department stated that eleven units can be built according to a plan adopted by the Planning Commission in July. Under the R-3 zoning, there is room for 28 units, including the 6 units presently in existence. He requested a letter from the Council advising him as to the total number of units which can be built. Mayor Cox referred the matter to the City Manager and requested that staff get back to City Council as soon as possible. Council concurred. 4. ADJOURNMENT: The meeting adjourned at 6:40 p.m. to 3:00 p.m., Friday, September 1, 1989 for a San Diego Convention Center Tour; and to the regular meeting of Tuesday, September 5, 1989 at 4:00 p.m. in the Council Chambers.
