OF THE CITY OF CHULA VISTA
Thursday, july 27, 1989 Council Conference Room

1. ROLL CALL:
PRESENT: Councilmembers Gayle L. McCandliss, Tim Nader (arrived at
4:45 p.m.), David Malcolm, Leonard M. Moore.
ABSENT: Mayor Gregory R. Cox
ALSO PRESENT: John Lippitt, Public Works Director; Thomas Harron, City
Attorney.
2. METRO SEWER PLAN: Presentation by City of San Diego Project Manager on:
Recommended Framework Plan
The Interim Environmental Report
Water Reclamation and Reuse Master Plan
John Lippitt, Public Works Director, stated the purpose of the workshop was to
hear a presentation by the City of San Diego on modifications to the
Metropolitan Sewerage System for a conceptual water reclamation and reuse
master plan.
Linda Hamil ton, Department Water Director in charge of the project, presented
the Mission Statement for Clean Water for San Diego County. In their
consideration, they were concerned about the community, the public, and the
region. She pointed out there were fifteen other agencies, including Chula
Vista, involved in the process.
She also pointed out that San Diego City owns and operates the system. They
had engaged the services of Touche-Ross to look at the system to see of there
was a better way. Meetings have been held quarterly with all City Managers
for their ideas, and recently these meetings have been increased to monthly.
The next meeting will be on August 4.
Ms. Hamilton concluded by stating there were three parts of the Plan:
The framework Plan
The Water Reclamation and Reuse Master Plan
The Interim Environmental Report
The meeting was turned over to Bob Miller, part of the management team, who
went over the Framework Plan Report showing the advantages to Alternative IV.
He also went over the sludge pipeline alignments as proposed by Metcalf and
EdcLv, consultants.

Bruce Hallett, manager of the Environmental Impact Report Program, briefly
made a presentation regarding the EIR.
Councilwoman McCandliss asked how much money has been invested in this design
thus far.
Ms. Hamilton responded they were working under a $10 million planning grant
with federal and state funding. The Clean Water Grant program appears to be
turning into a loan program since the grant is phasing out. They are looking
at other ways of obtaining funding.
(Councilman Nader arrived at 4:45 p.m.)
Councilwoman McCandliss stated the system needed expansion and questioned if
any of the $10 million of planning have any application or be able to be made
a part of the expansion of the existing system without going to secondary
treatment.
Ms. Hamilton responded that they see this planning as critical whether it goes
into secondary treatment or not. It is critical because they are nearing
capacity at Point Loma. They do not know how soon that capacity will be
reached, but they are going to need additional facilities. The planning done
to date will serve us well whether it ends up a primary or secondary treatment
facility.
Councilman Moore asked the following:
What was the size of the pipe and the route through the South Bay.
Response was the pipe sizes were 66 to 72 inches slip lined in diameter.
The route was west of the San Diego Gas and Electric right-of-way.
How wou1 d the outfalls at the South Bay plan affect the Second Harbor
Entrance? Response was that this had not been studied.
Will we be able to see what the debt financing will be? Response, yes.
Will the Task Force be considering the reports by the scientists?
Response was that the news coverage on the scientists' reports have been
very negative to the project. The Chairman of the Task Force will be
meeting with the Mayor to see whether the Task Force should consider this
issue. The Environmental Protection Agency and Scripps' scientists will
be having a meeting on this issue also. There will be a meeting on
September 28 at 4:00 p.m. of all elected officials, Chairman of the
Metropolitan Task Force, and San Diego Mayor to talk.
There being no further questions, the presentation ended.
3. REPORT ON THE STRUCTURE OF A TASK FORCE TO REVIEW THE POLICIES OF THE
GENERAL PLAN (continued from meeting of July 25, 1989)
Councilwoman McCandliss stated she wanted both Joanne Carson and Shirley
Grasser from the Planning Commission on this Task Force.

Councilman Malcolm expressed that the Chairman of the Commission should be one
of them and Joanne Cannon had just been appointed to the Mobilehome Committee;
this would be too many meetings for her.
Councilman Moore expressed that two members from any one Board would be too
many.
Councilman Nader expressed that one third should not be developers. He felt
there should be more from the business community or from the public at large.
Motion: Moved by Moore, seconded by McCandliss to appoint: John O'Neil, Fred
Creveling, Will Hyde, Charles Peter, and Joanne Carson to the Task Force.
Motion carried 4-0-1 ICox absent).
Motion: Moved by Moore, seconded by Malcolm to also appoint: representative
from EastLake, representative from Baldwin; a representative from McMillin ,
and A. Y. Casillas.
Discussion followed with a substitution motion offered by Councilman Nader to
replace a developer representative with someone from the Sweetwater
Authority. Motion failed for lack of a second.
Motion: Moved by Malcolm, seconded by Moore to appoint: a representative
from EastLake, a representative from Baldwin, a representative from McMillin ,
and Shirley Grasser. Motion carried by the following vote:
AYES: McCandliss, Malcolm, Moore
NOES: Nader
ABSENT: Cox
Motion: Moved by Moore, seconded by Malcolm to direct staff to contact these
individuals within the next 24 hours. Motion carried 4-0-1 ICox absent).
Motion: Moved by McCandliss, seconded by Malcolm to continue item to next
Tuesday to discuss in case someone did not accept the appointment. Motion
carried 4-0-1 (Cox absent).
ADJOURNMENT: Meeting adjourned at 5:35 p.m. to the next regular City Council
meeting on Tuesday, August 1, 1989.
