The Workshop will follow the 4:00 p.m. Redevelopmerit Agency Meeting on December 17, lg87 in the Council Conference Room, City Hall, _ 276 Fourth Avenue, Chula Vista. A Closed Session will begin at 3:00 p.m. to discuss matters of Personnel. This Closed Session may continue immediately after the Redevelopment Agency Meeting. Dated: 12/14/87 Time: 12:15 p.m. 1086C (7) 276 FOURTH AVENUE/CHULA VISTA, CALIFORNIA 92010/(619) 691-5041 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA Thursday, December 17, 1987 Council Conference Room 5:05 p.m. City Hall The Council was scheduled to meet in Closed Session; however, no quorum was present and Mayor Cox and Councilman Moore interviewed the applicant for the Senior Management Analyst position. At 3:30 p.m. the City Council met in Closed Session as the Redevelopment Agency. At 4:00 p.m. the Redevelopment Agency meeting began and adjourned at 5:05 p.m. The regular adjourned meeting began at 5:05 p.m. 1. ROLL CALL MEMBERS PRESENT: Mayor Cox; Councilmembers Nader, Malcolm, Moore, McCandliss MEMBERS ABSENT: None STAFF PRESENT: City Manager Goss, Assistant City Attorney Rudolf 2. REPORT CONCERNING SELECTION OF MEDIATORS FOR MOBILEHOME PARK SPACE RENT MEDIATION PURSUANT TO CITY MUNICIPAL CODE SECTION 9.50 {Community Development Director) RESOLUTION 13397 APPROVING THE LIST OF MEDIATORS FOR MOBILEHOME PARK SPACE RENT MEDIATION PURSUANT TO CITY MUNICIPAL CODE SECTION 9.50 City Municipal Code Section 9.50, Mobilehome Park Space Rent Mediation provides a mechanism for the resolution of rent increase disputes at mobilehome parks in the City. To initiate the process, over 50% of a park's residents must sign a petition requesting the park owner to participate in a negotiation process. Two resident representatives, two representatives selected by the park owner, and a neutral fifth member unanimously selected by the other four members from a list provided by the City's Mobilehome Issues Committee meet in a attempt to resolve a rent increase dispute. Minutes 2 - December 17, 1987 In the event that a park owner, or over 50% of a park's residents are dissatisfied with the decision of a negotiation commission, either party may elect to have the issue submitted to mediation. A total of three mediators are appointed for the purpose of conducting mediation. One mediator is appointed by the residents, one is appointed by the park owner, and one is selected by the other two mediators. All three mediators are selected form a list supplied by the City Council of qualified citizens with backgrounds in accounting, business ownership and/or economics. These individuals must not presently, or in the past, have had any direct association with the mobilehome park industry. The mediators meet to find a basis for mutual agreement on the disputed rent increase. Their decision is nonbinding. Casillas Business management, retired aerospace executive Patty Davis Real estate broker and manager Bob Gordon Legal Assistant Laverne Decker Systems Engineering Analyst previously and assistant Finance Office in the military Lupe Jiminez Teacher, grass roots politician Bob Campbell Ex-interim City Councilman Bill Cannon Attorney, Planning Commission member Susan Fuller Businesswoman, Planning Commission member Shirley Grasser Real estate, Planning Commission member Mike Green Attorney, Planning Commission member Bill Robens Retired City administrator, civil engineer, training consultant Frank Roseman Retired Rohr administrator Frank Scott Ex-City Councilmember, stock executive Minutes 3 - December 17, 1987 RESOLUTION OFFERED BY COUNCILWOMAN McCANDLISS, which includes the 13 names submitted by staff, the reading of the text was waived by unanimous consent, passed and approved unanimously. Mary Francis Click, 1100 Industrial Blvd, Chula Vista, stated that at the previous Tuesday meeting of the City Council, the motion was made for each Councilmember to bring back the names of five people. The Mobilehome Issues Committee would like to know the background and qualifications of these people since they are going to play a very important role. She asked that the Council take their time in choosing their five names and get all the background information possible. Bob Flaugher, 1100 Industrial Blvd., Chula Vista, asked that the Council get mediators who "will make this thing work" as the moilehome people want to get this matter settled way so that they will not have to come back to the Council with another Initiative. MSUC (Moore/Malcolm) that the 13 people selected this evening be notified by letter of their selection and in that letter stress the importance of this effort in that there are two different categories of property owners involved: the coach owners and the park owners. Also, to include in that package a copy of the ordinance and to request in the letter background information on each selected person. Attached to the letter should be a questionnaire form in which the people selected can state their experience in mediations, problem solving and so forth. A recess was called at 5:22 p.m. and the meeting reconvened at 5:28 p.m. 3. GENERAL PLAN UPDATE Director of Planning Krempl gave the background on the previous workshops held on this subject stating that the schedule calls for a draft at the end of March and then to proceed with public hearings. In early January staff will come back to Council with. amendments. Director Krempl added that on Ocotber 28 a workshop was held by Council and summary comments of that workshop resulted in the following ten conclusions: 1. Council stated that the quality of the development should be emphasized, especially the residential quality. 2. Any plan which was developed should emphasize greater articulation as far as open space and park systems. 3. To have a discussion as to the character of Chula Vista and the City Council's dream of its future. The Council did not want to drastically change the character as it now exists. The Planning Commission would like to discuss this further with the Council at a joint session. Minutes - 4 - December 17, 1987 4. The Council talked about the rate of change. Chula Vista was going to grow but not to get it out of control at any point in time. 5. The role of the City was in terms of region. Chula Vista does not want to play second fiddle to San Diego but wants its fair share of regional facilities and a move to a more affirmative action role in the South Bay. 6. The aesthetics were discussed high standards were emphasized. 7. There was some disagreement as to the distribution and priorities of various land uses; however, there was some concurrence as to concept. 8. Strong support for a university in the Eastern territory. 9. To create additional employment opportunities in the Eastern area of the City, to match jobs with housing, to upgrade the opportunities for professionals to move into the community and for a regional shopping center. Perhaps which would be constructed near the year 2005. lO. If Chula Vista assumes a greater leadership role, what are the implications of that role? How can the City manage growth? The staff is now interviewing five consultants who would do this growth management component. Director Krempl stated that the consultants have now prepared a new Scenario - Scenario 4, which is a reflection of all of these ideas. It is not intended to be the Scenario, but they would like to have Council's comments on it. In Scenario 3, Council told staff it was too dense and not acceptable as they would prefer. In Scenario 1, Council noted that it lacks employment opportunities and non-residential, does not provide for a university and may not be economically supportable. Scenario 2 may not reflect enough of single-family lot sizes, there is no opportunity for higher-priced homes and it lacks a certain amount of open space and regional facilities. What has emerged from all of these workshops is Scenario 4. Gary Wood, consultant with P & D Technologies displayed a map of Scenario 4 highlighting the following: The maximum transportation system has not changed. He noted and explained the various colors on the map as it referred to densities and zoning; discussed the proposed university site which is shown on the map as 75 acres; however, west of that is an additional 350 acres as reserve; noted the green belt throughout the Scenario; the regional shopping center site; office and retail use and the parks including a regional park. In summary, Mr. Wood noted that Scenario 4 contains the growth rate which does not exceed SANDAG's projection for Chula Vista. Minutes - ~ - December 17, 1987 In answer to the Council's questions, Mr. Wood pointed out the proposed Route 125 and its configuration; the employment center location commenting that staff is not apprised of all of the United Enterprises plans for their lands. Ms. Janay Kruger, representing the Baldwin Company, stated her firm owns 1200 acres of property as shown in Scenario 4, part of which goes outside the designated boundaries. She stated they are now preparing a letter to the Council requesting that staff look at their data (plans for their pCe~perty) and include their entire tu property in the General Plan s dy. MSUC (Malcolm/Cox) to direct staff to include all of Baldwin's property in the General Plan Update. A gentleman from the audience stated it would be helpful if the property owners had a chance to review this Scenario map and give input to the Council and requested a continuance in order to do that. Councilman Nader agreed, stating that all of the public and interested property owners should be given the opportunity to review this map and especially community groups such as CROSSROADS, Sierra Club, Chamber of Commerce, etc. Director Krempl noted the staff recommendation which was to have Council direct staff to prepare the preliminary General Plan utilizing Scenario 4 for the Eastern territories. In answer to Councilwoman McCandliss' question, Director Krempl stated it would take at least two to three weeks to reduce and reproduce the map and get it to all of the interested property owners and respond to their comments. He expressed his concern that the map depicts patterns and is not intended to show any details. MSUC (Cox/Malcolm) to refer this back to staff to make copies of this plan to be available to the property owners and to bring it back to the Council in mid-January. 4. ORAL COMMUNICATIONS None. 5. Mayor Cox extended Holiday Greetings on behalf of himself and Council. / 7. COUNCIL COMMENTS None. At 6:30 p.m. the Council recessed to Closed Session.
