OF THE CITY OF CHULA VISTA
Monday, November 23, 1987 Council Conference Room
4:00 p.m. City Hall
Due to a delayed air flight for the planning consultants (from
Arizona), the City Council Workshop scheduled at 4 p.m. started at
7 p.m.
ROLL CALL
MEMBERS PRESENT: Mayor Cox; Councilmembers Nader, Moore
MEMBERS ABSENT: Councilwoman McCandliss, Councilman Malcolm
STAFF PRESENT: City Manager Goss, City Attorney Harron,
Director of Planning Krempl, Director of
Public Works/City Engineer Lippitt
Mayor Cox announced that the workshop on the General Plan Update
was scheduled this evening to hear a presentation on the traffic
and circulation elements of the three Scenarios.
Mr. Bud Gray, Planning Consultant, stated this is the sixth or
seventh workshop with the City Council on the General Plan
project. Tonight the presentation will be strictly on the traffic
element. The analyses are preliminary and have not been reviewed
by the Planning Commission or staff; however, in the interest of
time, they felt it would be important to share this analysis with
the City Council. The consultants are: David Perkins, Jim
Witkowski and Dan Marum from the firm of JHK & Associates of
Arizona.
Mr. Perkins and Mr. Witkowski presented a number of graphs and
maps showing the various statistics which they explained in their
presentations. The charts and graphs are attached and made a part
of these minutes.
T4r. Perkins stated that all of the Scenarios are feasible. They
are presenting these analyses to the Council in order to let the
Council react to them. They have decided on Level "C" for all of
the Scenarios on the transportation element.

City Council Workshop
After his presentation, Mr. Witkowski stated that he would
recommend to Council that on each one of the proposed or
recommended roadways, especially the new roads as presented in the
Scenarios that the rights-of-way be purchased in advance so that
the roadways could be built up to the standards shown on the
Scenarios as the demand for it comes in.
Councilman Moore noted Colonel Dickenson, who was the original
founder of the City of Chula Vista and his forsight in laying out
the streets of the City. He had the forsight to set aside four
lane roads for most of the streets in the City and, Councilman
Moore added, that he would like to see this Council preserve
similar widths of right-of-way for future City growth.
Councilman Nader questioned whether a university was considered in
any of the three Scenarios. Mr. Perkins stated it was not plugged
in to the Scenarios at this stage; however, it was a projection to
have it at the southeast quadrant of Orange and Route 125.
Mr. Witkowski stated they have the capability of looking into a
university traffic generation and will do so; however, they would
first like to have Council settle on a layout Scenario so that
they can feel comfortable with their projections.
Mayor Cox questioned why they are showing East "H" Street as a
four-lane road when it is presently being constructed to a
six-lane. Mr. Witkowski answered that they are projecting minimum
standards showing East "H" Street as four-lanes and it being
constructed as six was not a big discrepancy in their analysis.
A recess was called at 8:20 p.m. and the meeting reconvened at
8:27 p.m.
Councilman Nader questioned whether public transportation and
pedestrian routes were considered in the three Scenario analyses.
Mr. Rudowski stated they were not at this stage but they will be
commenting on them at a later date.
Councilman Nader stated that the City Council received a
recommendation from the State Senator's office proposing
consideration of the trolley line to be extended from East "H"
Street to Southwestern College and questioned whether the
consultants took that into consideration. Mr. Witkowski stated
they haven't as far as rights-of-way requirements. The Council
should first decide on how important they feel this is.
Councilman Nader suggested the consultants contact the MTDB and
get some figures on it. Mr. Witkowski stated he will do that.

City Council Workshop
Mr. Gray summarized the workshop stating that the main purpose
tonight was to put on the table the initial results of what these
consultants are doing. Staff will go over these in greater detail
and will report back to Council; these are not firm
recommendations at this point and there will be changes as staff
reviews them. There will be a second workshop scheduled for the
second week in December and at that meeting, they will be prepared
to get some direction from the City Council before they can
proceed with the next step.
Councilman Moore reminded Mr. Gray that he is quite concerned with
rights-of-way width and the consultants should take this into
their consideration.
