A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
CERTIFYING AS COMPLETE AND ADEQUATE THE FINAL MASTER ENVIRON-
MENTAL IMPACT REPORT 81-3 (MEIR 81-3) FOR THE EASTLAKE
DEVELOPMENT
WHEREAS, Draft Master Environmental Impact Report No. 81-3 (DMEIR 81-3)
provided an environmental impact assessment of proposed amendments to the Chula
Vista General Plan and the prezoning of some 3,073 acres to a Planned Community
zoning designation, with an accompanying General Development Plan and District
Regulations; and
WHEREAS, DMEIR 81-3 was prepared in accordance with the California
Environmental Quality Act (CEQA), as amended, the State CEQA Guidelines, and
the Environmental Review Procedures of the City of Chula Vista; and
WHEREAS, DMEIR 81-3 was reviewed and found to be adequate prior to
its issuance by the Environmental Review Committee of the City of Chula Vista;
and
WHEREAS, DMEIR 81-3 was circulated to the public for comment and
review; and
WHEREAS, written comments were received from the public at large and
public agencies during and after the public review period of said Draft Master
EIR 81-3; and
WHEREAS, the Planning Commission of the City of Chula Vista conducted
public hearings to receive oral testimony from public agencies and from the
public at large and to review said testimony and said written comments with
respect to the adequacy of the Draft Master EIR 81-3, pursuant to the Environ-
mental Review Procedures of the City of Chula Vista, on November 18, 1981,
December 2, 1981, and December 16, 1981; and
WHEREAS, such comments and testimony as were made with respect to the
Draft Master EIR 81-3 were fully and adequately responded to in the manner set
forth in the State CEQA Guidelines in Volumes I, II, and III of the Final Master
EIR 81-3 and the various Staff Reports submitted to the Planning Commission
and the City Council of the City of Chula Vista with respect to environmental
matters; and
WHEREAS, the City Planning Commission of the City of Chula Vista
recommended to the City Council in its Resolution No. EIR-81-3 that the Final
Master EIR 81-3 be certified as adequate and complete; and
WHEREAS, following a reduction in the EastLake proposal by reducing
the acreage proposed for prezoning to a zone allowing urbanization and
annexation of said property (known as EastLake I), the Environmental Review
Committee, pursuant to the Environmental Review Procedures of the City of Chula
Vista, held a noticed public hearing to determine whether or not the Final
Master EIR 81-3 is adequate for the consideration of the reduced project known
as EastLake I; and
WHEREAS, the Environmental Review Committee, following said hearing
respecting the necessity of the preparation of a subsequent or supplemental
EIR, has determined (as reflected in its Resolution No. ERC-83-1), in accordance
with the State CEQA Guidelines for the preparation of environmental impact
reports, that no subsequent or supplemental EIR need be prepared prior to the
final action by the City Council upon the General Plan Amendment and prezoning
for EastLake I; and
WHEREAS, the Planning Commission and the City Council of the City
of Chula Vista have reviewed all environmental documentation comprising the
Final Master EIR 81-3 and have found that the Final Master EIR 81-3 considers
all environmental impacts of the proposed General Plan Amendment 81-3 and pre-
zoning (PCI-81-B) for EastLake I and is complete and adequate and fully complies
with all requirements of CEQA, the State CEQA Guidelines, and the Environmental
Review Procedures of the City of Chula Vista; and
WHEREAS, the City Council of the City of Chula Vista has reviewed
all environmental documentation prepared in order to evaluate the sufficiency
of the Final Master EIR 81-3, including the recommendation of the Environmental
Review Committee of the City of Chula Vista with respect to the adequacy of
the said Final Master EIR 81-3 for said reduced-scale project known as
EastLake I;
NOW, THEREFORE, BE IT RESOLVED THAT:
The City Council of the City of Chula Vista does hereby certify the
Final Master EIR 81-3 -- EastLake Planned Community Development -- as complete
and adequate in that it addresses all environmental effects of the proposed
EastLake General Plan Amendment approving the EastLake Policy Plan, as well
as the EastLake I prezoning to a Planned Community designation, and fully
complies with the requirements of the California Environmental Act, the State
CEQA Guidelines, and the Environmental Review Procedures of the City of Chula
Vista. Said Final Master EIR 81-3 is composed of the following elements:
a. Revised Draft EIR 81-3 which comprises Volume I of the
EastLake Final Master Environmental Impact Report 81-3;
b. Written comments and oral testimony received on the Draft Master
EIR 81-3 and responses to said comments and testimony which raise
significant environmental matters contained in Volume II of the
EastLake Final Master Environmental Impact Report 81-3;
c. Errata sheets prepared for inclusion with the Final Master
ErR 81-3;
d. Technical Appendices contained in Volume III of the Final Master
Environmental Impact Report 81-3, and a Supplemental Traffic
Analysis;
e. Such other technical reports, Chula Vista Staff Reports, and other
information as are referenced as a basis for environmental analysis
of the EastLake project in the EastLake Final Master Environmental
Impact Report 81-3;
f. The record of the Environmental Review Committee hearing on the
need for a supplemental Environmental Impact Report on the EastLake I
project held following a reduction in the scope of the project
by the project applicant, and the Environmental Review Committee's
findings on said issue, as reflected in its Resolution No. ERC-83-1;
and
g. The minutes and records of the proceedings before the Planning
Commission of the City of Chula Vista and before the City Council
of the City of Chula Vista on the EastLake project as they relate
to a consideration of environmental matters.
