MINUTES FOR AN ADJOURNED MEETING (COUNCIL WORKSHOP)
OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
Tuesday, November 29, 1988 COUNCIL CONFERENCE ROOM
4:10 p.m. City Hall, 276 Fourth Avenue
ROLL CALL
PRESENT: Mayor Cox, Councilmembers McCandliss (arrived at 4:55
p.m.), Nader, Malcolm and Moore
ABSENT: None
ALSO PRESENT: City Manager Goss, City Attorney Harron
1. CIVIC CENTER MASTER PLAN
City Manager Goss introduced the Consultants who will present three
alternatives and, referencing funding sources for the project,
suggested that this could be accomplished through Development
Impact Fees since the costs are impacted by the growth in the City.
Don Eiler of The Danielson Design Group reported the progress of
the project, that recommendations and comments given by Council,
staff and through various reports were accumulated. Growth of the
City and accompanying expansion of space needs for larger City
staff has been factored in to demonstrate the picture as it will be
in the year 2010.
Leslie Ryan of The Spurlock Office pointed out the similarities and
differences in the three schematic drawings, emphasizing that all
proposed schematic drawings have provisions for the same square
footage for the space needs for the year 2010.
Alternate #3, the Suburban Scheme, the preference of the
consultants was revealed first. This alternative presents low
scale building on the Davidson Street side to fit in with the
residential homes on that side, the keeping of the entrance into
the courtyard on the Library side, and the busy "F" Street side
where the multi-level parking structure would be built. The
Legislative offices building would actually be moved intact to a
site nearer the courtyard.
Alternate #2, Civic Scheme, displays a build out of "arms" on
the courtyard entrance and a build out on the Fig Avenue side for
easier access from the parking structure. The Civic Scheme has no
provision for the Legislative Building, which space would be taken
with the needed parking for the Police Department. Michael Feerer

of Michael Feerer and Associates answered questions of Council
relative to the levels of management that would be provided with
enclosed offices, while the other personnel would be provided with
functional space with partial enclosures and shelving.
Alternate #1, the Courtyard Scheme, displays more of a
spreading campus-type scheme with smaller buildings.
At 4:55 p.m., Councilwoman McCandliss took her seat on the dais.
Councilmembers cited the possibility of a need for a larger Council
room for assistants; as explained by Michael Feerer, such office
and space needs were included in the projections. A suggestion was
given that the Consultants speak to the Director of Public Safety
and the Fire Department personnel on-site relative to an emergency
situation occurring and the proximity of cars exiting from the
parking structure.
At this time, Councilmembers were advised the presentation was for
their information and consideration, and their comments and
suggestions would be used to update the final presentation to them
for approval.

3. MAYOR'S REPORT
a. Designation of a Representative to attend the first CALTRANS
Public Advisory Committee Meeting to be held on December 8,
1988 at lO:O0 a.m. in the CALTRANS Auditorium at 2829 Juan
Street.

MSC (Malcolm/Cox) to designate Councilmember Moore to attend.

Mayor Cox, referring to the CALTRANS letter of November 17,
1988 which invited the representative, advised that a Project
Development Team (PDT) met on October 25, 1988 to discuss the
Route 125 Project. Those attending the PDT included
representatives from CALTRANS, City of San Diego, County of San
Diego, SANDAG and California Highway Patrol.
MOTION
MSUC (Cox/Nader) to direct staff to find out why the City of Chula
Vista was not included at that meeting.
b. Telephone call was received from Will Hyde relative to the
temporary realignment of Country Club Drive motion on November
22, 1988 which included the temporary realignment of "K"
Street. "K" Street has a median and telephone pole in the
middle which would make this impossible. Staff was requested
to move forward with the temporary realignment on the east side
of First Avenue for the final decision.

5. COUNCIL COMMENTS
COUNCILMAN MALCOLM
a. Doctors located in Huntington Beach revealed that
advertisements in that area indicate that all toxics should be
sent to the City of Chula Vista for processing of paints cans,
etc.

MSUC IMalcolm/Moore) to direct staff to find the source of the
"BKK" advertising and report to Council.
