ITEM TITLE:
Public Hearing: Conditional Use Permit PCC-96-04; request for
demolition of existing service station facility and construction of new
cashier booth, automated car wash, and additional gas island, and 24-hour
operations for gasoline sales only, for the existing service station located
at 98 Bonita Road in the C-N-P (Neighborhood Commercial/Precise Plan)
zone - Union Oil Company of California
The proposal is for the demolition of an existing service station facility at 98 Bonita Road and
the construction a new automated carwash, detached cashier booth, and addition of a gasoline
island containing two pumps, The request includes a proposal to have 24-hour operations for
gasoline sales only.
The Environmental Review Coordinator has prepared an Addendum to Mitigated Negative
Declaration IS-95-25, reviewing possible environmental impacts associated with the project.
Based on the attached Mitigated Negative Declaration and Addendum, the Environmental Review
Coordinator has concluded that the project would not have significant environmental impacts and
recommends adoption of the Mitigated Negative Declaration and Addendum issued on IS-95-25,
There are no unresolved issues between the applicant and staff on this proposal.
RECOMMENDATION: That the Planning Commission adopt attached Resolution PCC-96-
04 approving the project based on the findings and subject to the conditions contained therein,
DISCUSSION:
Site Characteristics
The project site is a relatively level 20,606 sq, ft. parcel located at the southwest corner of Bonita
Road and Bonita Glen Drive. The existing service station facility includes automotive service
bays and adjoining cashier/snack shop and two gas islands containing a total of four gas pumps,

Proposal
The proposed project consists of the demolition of the eXlstmg service building and the
construction of a 1,040 sq,ft, carwash building, a 228 sq,ft, cashier/restroom building, and
1,960 sq,ft. gasoline canopy encompassing 3 gasoline islands (6 pumps total).
The carwash is proposed to for operation from 7:00 a.m, to 8:00 p.m" and will be manned by
two attendants, one at the entry and one at the exit. The applicant is requesting authorization
for 24-hour operations for the gasoline sales only (the CoN zone limits business operations to
between the hours of 7:00 a.m. and 11:00 p.m. unless specifically authorized by the Planning
Commission) .
ANALYSIS
Carwash Requirements
Section 19.58.060 of the Municipal Code sets forth the following requirements for automobile
carwash facilities:
. all equipment used for the facility shall be soundproofed so that any noise emanating
therefrom, as measured from any point on adjacent property, shall be no more audible
than the noise emanating from the normal street traffic at a comparable distance;
. hours of operation shall be from 7:00 a.m. to 11:00 p,m, unless specifically approved
by the Planning Commission;
. vacuuming facilities shall be located to discourage the stacking of vehicles entering the
carwash area and causing traffic congestion adjacent to any areas used for ingress or
egress;

. the carwash location, technology, and related drainage facilities shall be designed and
constructed so as to prevent damage to pavement or other infrastructure from water from
the carwash operation being carried off-site, to provide a means to collect and retain
potentially toxic material, and to use recycled water to the extent possible,
Noise
The project is bounded to the north by Bonita Road, across which are commercial uses; and to
the east by Bonita Glen Road, across which is a service station, Abutting the project on the west
is the rear of a commercial center. A multi-family residential property is located to the south
of the site,
The applicant has submitted a noise study (attached) indicating that noise impacts from the
carwash on the southerly adjacent multi-family complex can be mitigated through the
construction of a 7 ft.- 9,5 ft. high masonry wall along the southerly property line, The project
has been conditioned to require the construction of such a wall , with specific details regarding
the design of the wall to be addressed through the Design Review process (see Exhibit nAn).
Additionally, staff is recommending the relocation of vacuum pumps so that the carwash
structure will provide a barrier between the vacuums and the southerly property.
Traffic/Site Circulation
Original plans submitted by the applicant for the proposed remodel, and analyzed for Initial
Study IS-95-25, included the operation of two existing gas islands, the construction of a
proposed carwash, and the construction of an 1,100 sq.ft. snack shop. In response to those
plans, staff raised concerns regarding site circulation, carwash stacking, and parking,
The plans have since been revised to eliminate the proposed snack shop and to add one
additional gas island with two pumps, Parking provided now meets City requirements, and the
current proposal depicts the closing of the southerly-most driveway on Bonita Glen Drive,
thereby eliminating conflicts between the carwash stacking area and vehicle ingress/egress at that
location,
The carwash will be manned by two attendants, one at the entry and one at the exit.
Additionally, four parking parking spaces adjacent to the carwash structure have been provided
for customers to park their vehicles while further cleaning and vacuuming, Thus, potential
conflicts between vehicle stacking and vacuuming facilities have been eliminated,
The Traffic Engineering Division reviewed a traffic and circulation analysis provided for the
original proposal and determined that adverse traffic impacts would not be created. The current
plan is less intensive than the original, and also implements suggestions regarding providing a
location for vehicle cleaning after utilization of the carwash. As a result of the changes made

to the proposal, staff finds that the site circulation as currently presented works reasonably well
and should not result in congestion on-site, nor should it impact traffic on adjacent streets,
Imoact upon Public Imorovements
As noted previously, the Zoning Code requires that carwashes be located and constructed so as
to prevent damage to pavement of other infrastructure from water carried off-site, A standard
condition of approval has been included which requires the applicant to enter into an agreement
with the City to repair any damage to public improvements resulting from the carwash
operations,
Hours of Ooeration
The proposed hours of operation for the carwash are from 7:00 a,m, to 8:00 p,m" which is
within zoning code hours of operations restrictions specified for carwashes as well as general
business operations in the C-N zone (both of which limit business hours to between 7:00 a,m.
and 11:00 p,m,).
As a part of this proposal, the applicant is requesting authorization for 24-hour operations for
gasoline sales only, This property is located close to a freeway interchange and is surrounded
by commercial properties on three sides. The residential property to the south will be buffered
by a wall reducing noise impacts, Therefore, the 24-hour gasoline sales should not adversely
impact other properties, and staff supports the applicant's request.
CONCLUSION
The proposed remodel program will allow this older service station to upgrade its facilities and
provide better services to its customers. Based upon the previous discussion, staffrecommends
approval subject to the conditions contained in the attached draft Planning Commission
resolution,

PLANNING COMMISSION RESOLUTION
RESOLUTION NO. PCC-96-04
RESOLUTION OF THE CITY OF CHULA VISTA PLANNING
COMMISSION APPROVING CONDITIONAL USE PERMIT PCC-96-04
FOR THE REMODEL OF AN EXISTING SERVICE STATION,
INCLUDING THE CONSTRUCTION OF AN AUTOMATED CARWASH
AND 24-HOUR GASOLINE SALES, LOCATED AT 98 BONITA ROAD
WITHIN THE CoN NEIGHBORHOOD COMMERCIAL ZONE
WHEREAS, a duly verified application for a conditional use permit was filed with the
City of Chula Vista Planning Department on July 27, 1995 by Union Oil Company of California
(Unocal); and,
WHEREAS, said application requests approval of a conditional use permit for the
remodel of an existing service station facility, to include demolition of an automotive service bay
building and construction of an automated carwash, as well as 24-hour operations for gasoline
sales only, for the property located at 98 Bonita Road, within the C-N-P Neighborhood
Commercial/Precise Plan zoning district; and,
WHEREAS, the Environmental Review Coordinator has previously conducted an Initial
Study (IS-95-25) of possible environmental impacts associated with the implementation of the
project and issued a Mitigated Negative Declaration, and has prepared and recommends adoption
of an Addendum to the Mitigated Negative Declaration issued on IS-95-25; and,
WHEREAS, the Planning Director set the time and place for a hearing on said
conditional use permit application and notice of said hearing, together with its purpose, was
given by its publication in a newspaper of general circulation in the city and its mailing to
property owners and residents within an area greater than 500 feet of the exterior boundaries of
the property at least 20 days prior to the hearing; and,
WHEREAS, the hearing was held at the time and place as advertised, namely December
13, 1995 at 7:00 p,m. in the Council Chambers, 276 Fourth Avenue, before the Planning
Commission and said hearing was thereafter closed.
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION does
hereby find, determine, resolve, and order as follows:
I. Adoption of Mitigated Negative Declaration and Addendum, That the project, as
mitigated, will have no significant environmental impacts and adopts the Mitigated
Negative Declaration and Addendum issued on IS-95-25.
II, CUP Findings, That the Commission makes the findings required by the City's rules and
regulations for the issuance of conditional use permits, as hereinbelow set forth, and sets
forth, thereunder, the evidentiary basis that permits the stated findings to be made.
A. That the proposed use at the location is necessary or desirable to provide a
service or facility which will contribute to the general well being of the
neighborhood or the community.
The proposed remodel and carwash will provide a convenient service to residents
in the area as well as motorists in general by providing an accessible facility
along a major thoroughfare, The 24-hour gasoline sales will likewise provide a
convenience to residents in the area as well as to freeway travellers,
B, That such use will not under the circumstances of the particular case, be
detrimental to the health, safety or general welfare of persons residing or
working in the vicinity or injurious to property or improvements in the
vicinity.
The proposed use, as conditioned, will not adversely affect on- or off-site
circulation, and potential noise impacts are being mitigated through buffering.
Therefore, neither the use, nor the 24-hour gasoline sales, will be detrimental to
persons residing or working in the vicinity,
C. That the proposed use will comply with the regulations and conditions
specified in the code for such use.
Compliance with all applicable codes, conditions, and requirements shall be
required throughout the duration of this use.
D. That the granting of this conditional use permit will not adversely affect the
general plan of the City or the adopted plan of any government agency.
The approval of this permit is consistent with City policies and the General Plan,
III, TERMS OF GRANT OF PERMIT
The Planning Commission hereby grants Conditional Use Permit PCC-96-04 subject to
the following conditions:
A, Carwash hours of operation shall be as proposed, 7:00 a.m, to 8:00 p,m,
B, 24-hour operations are approved for gasoline sales only.
C. A masonry wall shall be constructed at a height of 9,5 ft. high and extending 28
feet past the exit of the tunnel, along the southerly property line, A 7 ft. high
masonry wall shall be constructed at the entrance of the tunnel along the southerly
property line and extend east for 21 feet, in accordance with Exhibit "A",
attached, The design of said walls shall be subject to review and approval by the
Design Review Committee,
D. The vacuum pumps shall be relocated out of the current planter location to the
center of the north wall of the carwash structure,
E. The project will be subject to all requirements and conditions of approval of the
Design Review Committee (DRC-96-01).
F. Detailed planting and irrigation plans are required to be submitted to the Planning
Department for review and approval prior to the issuance of building permits.
G, A Water Management Plan (per City Landscape Manual) is required to be
submitted to the Planning Department for review and approval prior to the
issuance of building permits.
H. The southerly driveway on Bonita Glen Drive shall be replaced with curb, gutter,
and sidewalk in compliance with the City's construction standards.
I. A soils report shall be submitted for review and approval prior to the issuance of
building permits,
J. Prior to the issuance of building permits, the applicant shall enter into an
agreement with the City, acceptable to the City Attorney, to repair any water
damage to public improvements resulting from the operation of the car wash,
K. The applicant shall incorporate a Storm Water Pollution Prevention Plan
(SWPPP) into the Hazardous Materials Response Plan.
L. The applicant shall contact the Police Department Crime Prevention Unit for a
security evaluation of the site prior to occupancy, Employee training in
emergency procedures shall be conducted to the satisfaction of the Police
Department prior to occupancy,
M. Removal or installation of any underground tanks requires Fire Department
approval.
N, One 40BC fire extinguisher is required for the pump islands, and one 2AlOBC
fire extinguisher is required for the cashier area.
The Public Works Department has advised that the following fees will be required in conjunction
with the building permit:
1. Sewer Capacity charges for the carwash
2. Traffic Signal Fee based on increase in traffic generation for the carwash.
IV. Additional Terms and Provisions of Grant
A, Comply with all City ordinances, standards, and policies except as otherwise
provided in this Resolution, Any violation of City ordinances, standards, and
policies, or any condition of approval of this Conditional Use Permit, or any
provision of the Municipal Code, as determined by the Director of Planning, shall
be grounds for revocation or modification of this Conditional Use Permit by the
City of Chula Vista.
B. This approval shall be subject to any and all new, modified, or deleted conditions
imposed after adoption of this resolution to advance a legitimate governmental
interest related to health, safety or welfare which City shall impose after advance
written notice to the grantee and after the City has given to the grantee the right
to be heard with regard thereto. However, the City, in exercising this reserved
right/condition, may not impose a substantial expense or deprive Grantee of a
substantial revenue source which the Grantee can not, in the normal operation of
the approval granted, be expected to economically recover.
C, This conditional use permit extension shall become void and ineffective if not
utilized within one year from the effective date thereof, in accordance with
Section 19.14,260 of the Municipal Code,
V, EXECUTION AND RECORDATION OF RESOLUTION OF APPROVAL
This document shall be recorded with the County Clerk of the County of San Diego, at the sole
expense of the property owner and/or applicants, and a signed, stamped copy returned to the
Planning Department. Failure to return a signed and stamped copy of this recorded document
within thirty days of recordation to the Planning Department shall indicate the property
owner's/applicants' desire that the project be held in abeyance without approval.
VI. A COpy OF THIS RESOLUTION BE TRANSMITTED TO THE APPLICANT
PASSED AND APPROVED BY THE PLANNING COMMISSION OF CHULA VISTA,
CALIFORNIA, this 13th day of December by the following vote, to-wit:

I. INTRODUCTION
The environmental review procedures of the City of Chula Vista allow the Environmental Review
Coordinator (ERC) to prepare an addendum to a Negative Declaration or Environmental Impact
Report, if one of the following conditions is present:
I. The minor changes in the project design which have occurred since completion of the final
ElR or Negative Declaration have not created any new significant environmental impacts not
previously addressed in the final ElR or Negative Declaration,
2, Additional or refined information available since completion of the final ErR or Negative
Declaration regarding the potential environmental impact of the project, or regarding the
measures or alternatives available to mitigate potential environmental effects of the project,
does not show that the project will have one or more significant impacts which were not
previously addressed in the final E1R or Negative Declaration,
This addendum has been prepared in order to describe the minor changes in the project design which
,have occurred since the posting of the Mitigated Negative Declaration to provide specific measures
to mitigate environmental effects of the project and provide additional information and analysis
concerning public service impacts as a result of the applicants decision to change the project
description, As a result of this analysis, the basic conclusions of the Mitigated Negative Declaration
have not changed, Public service impacts are found to be less than significant for the proposed
project.
Therefore, in accordance with Section 15164 of the CEQA Guidelines, the City has prepared the
following addendum to the Mitigated Negative Declaration for the 1S-95-25,
II. PROJECT DESCRIPTION
The original project included; 6 mpd's (multi-purpose dispensers), a canopy, 3 auto service bays,
restrooms, a Food Mart and a small office. Access was provided via two driveways on Bonita
Road and two driveways on Bonita Glen Drive, The project included replacement of the existing
Food Mart and auto service building with a new snackshop/cashier building and an express car
wash, In addition to the 8 parking spaces provided at the fuel pump islands, 6 marked parking
stalls will be provided on the site. The revised project excludes the snackshop, In addition to the
12 parking spaces provided at the fuel pump islands, 6 marked parking stalls will also be
provided on the site, including I handicapped stall, In addition, the coin operated vacuums shall
be located at the front of parking spaces #2 and #4, Access to the site will change slightly with
the southernmost driveway on Bonita Glen Drive being closed to allow additional car wash
queing. The other three driveways remain in their current locations, The revised project also
incorporates a masonry tunnel wall, This wall will be located at the exit of the carwash tunnel.
It shall be constructed at a height of9.5 feet and extend 28 feet past the exit of the tunnel (to the
transformer pad). At the entrance end of the tunnel, a soundwall of7 feet shall be constructed
and extend east for 21 feet, around the west and south sides of the kiosk, and stop at the east
edge of the kiosk. The walls should be constructed of masonry block.
To remain consistent with the noise analysis (Noise Analysisfor the Unocal Car Wash in Chula
Vista, November 6, 1995), the hours of operation should be restricted to 8 a,m, to 7 p,m, unless
a noise analysis is submitted showing initial and continual compliance with noise conformance
standards. The discretionary actions include the approval by the Design Review Committee and
a Conditional Use Permit.
III. PROJECT SETTING
The project site is an existing 22,950 square foot, 24 hour Unocal gas station located on the
comer of Bonita Road and Bonita Glen Drive, The site includes: an existing canopy with four
mpd's and an existing service station building with lube bays. There are two access points on
Bonita Road and two on Bonita Glen Drive. Two underground fuel storage tanks exist on the
northeast portion of the site. Five parking spaces exist on site, The average graded slope of the
site is 5 %, A Ramada Inn and a Chevron gas station are located across Bonita Road to the
north. A Shell service station is located to the east across Bonita Glen Drive. A Liquor/Deli
shop is located to the west of the site, To the south there are multi-family residences,
IV. IDENTIFICATION OF ENVIRONMENTAL EFFECTS
A. Public Services Impacts
Fire
. Fire extinguishers must be provided on-site, One 2A: 10BC extinguisher is required
in the office space of the development and one 3A:60BC extinguisher is required at
the fuel islands,
. Removal or installation of any underground tanks requires a permit from the Fire
Department.
Traffic
The revised traffic and circulation analysis carried out for the revised site plan indicates that
any impacts will be at a level below significance,
V. CONCLUSION
Pursuant to Section 15 I 64 of the State CEQA Guidelines and based upon the above
discussion, I hereby find that the project revisions to the proposed project will result in only
minor technical changes or additions which are necessary to make the Negative Declaration
adequate under CEQA,

Commercial-Retail (CR), The proposed project is in compliance with the Zoning Ordinance
and General Plan.
D. Identification of Environmental Effects

Checklist Form) determined that the proposed project will not have a significant
environmental effect, and the preparation of an Environmental Impact Report will not be

As described below, the proposed project does not adversely impact any of the seen Threshold
Standards.
a) Fire/EMS
The Threshold Standards requires that fire and medical units must be able to respond to calls
within 7 minutes or less in 850/0 of the cases and within 5 minutes or less in 75% of the cases.
The City of Chula Vista has indicated that this threshold standard will be met, since the nearest
fire station is 2 miles away and would be associated with a 4 minute response time. The
proposed project will comply with this Threshold Standard.
Comments: The proposed project will not adversely impact the Fire/EMS Threshold Standards.
b) Police
The Threshold Standards require that police units must respond to 84% of Priority I calls
within 7 minutes or less and maintain an average response time to all Priority I calls of 4.5
minutes or less. Police units must respond to 62.10% of Priority 2 calls within 7 minutes or
less and maintain an average response time to all Priority 2 calls of 7 minutes or less. The
proposed project will comply with this Threshold Standard.

Comments: The Police Department has indicated that it will be able to provide an adequate level of service
to this project. Prior to the issuance of a Building Permit, the Police Department recommends that a security
analysis be performed by crime prevention personnel.
c) Traffic
The Threshold Standards require that all intersections must operate at a Level of Service (LOS)
"C" or better, with the exception that Level of Service (LOS) "D" may occur during the peak
two hours of the day at signalized intersections. Intersections west ofl-805 are not to operate
at a LOS below their 1987 LOS. No intersection may reach LOS "E" or "F" during the
average weekday peak hour. Intersections of arterials with freeway ramps are exempted from
this Standard. The proposed project will comply with this Threshold Standard.
Comments: Traffic generation will increase from 1,200 ADT to 1,240 ADT representing an increase of 40
ADT. The intersection of Bonita Glen Drive and Bonita Road will remain at an LOS "A". The proposed
project is adequate to serve the customers needs.
d) ParksIRecreation
The Threshold Standard for Parks and Recreation is 3 acres/1 ,000 population. The proposed
project will comply with this Threshold Standard.
Comments: The project will not create any new demand for park or recreation facilities or services.
e) Drainage
The Threshold Standards require that storm water flows and volumes not exceed
City Engineering Standards. Individual projects will provide necessary
improvements consistent with the Drainage Master Planes) and City Engineering
Standards. The proposed project will comply with this Threshold Standard.
Comments: This site contains adequate drainage facilities to serve the project. The existing on-site
drainage facilities are located on Bonita Road and Bonita Glen Drive. An off-site drainage facility is a curb
inlet at the southeast corner of Bonita Road and Bonita Glen Drive.
f) Sewer
The Threshold Standards require that sewage flows and volumes not exceed City
Engineering Standards. Individual projects will provide necessary improvements
consistent with Sewer Master Plan(s) and City Engineering Standards. The proposed
project will comply with this Threshold Standard.
Comments: The existing sewer line is adequate to serve the project. The City's threshold standard will not
be adversely affected by this project.

Comments: No additional previously ungraded areas will be graded as a result ofthe project. There are no
significant impacts. With the requirement that all of the City's standards and regulations be met, the project

goals.

limited, but cumulatively considerable?
("Cumulatively considerable" means that the
incremental effects of a project are considerable

,~'1" Associates has completed this revised traffic and cirOJlation analysis of the proposed
1J~2'Z:E5 of Unocal service station (No. 6414), located at 89 Bonita Road (at Bonita Glen
::':: ,r) in thE City of Chula Vista, California. Initial discussions held with City staff revealed thaI
'.:-<.<: ccn:erns for this project focused on additional trips generated by.!he improvements,
~:E'zection levels of service, on-site circulation, and driveway ingress and egress. For this
'C .s"d analysis, 2 additional multi-product fuel dispensers were added inlo tha study, as well
as a review of car wash queuing dua to the change in the project sila plan. The following
st:t ons of tnis revised analysis address these concerns by providing our findings, conclusions.

S 'TE'PROJECT DESCRIPTION
7i~< ~? "Vice station is located on the southwest comer of the Bonita Roacl/Bonita Glen Drive
i'.I~r5ection, jusl wesl of the 1.805 freeway. The existing station currently inductes: 4 multi-
p'ocuct dispensers, a canopy, 31uto sel'l/ice bays, rastrooms, perimeter lanclscaping, a food
rr.~n, and a small office. Access to the site is providad via 2 driveways on Bonita Road, and 2
driveways on Bonita Glen Drive.
Adjace~t land uses include the residential properties to the south, restaurant~nd retail
p'operties to the west, and othar service ltations to the east ancl north. Located directly north
of the site (i.e., across Bonita Road) is the Ramada Inn.
The intersection of Bonita Road and Bonita Glen Drive is signalized for 6 phases of movement
:ne wtstbound and eastbound approach legs both includ.3 lanes: 1 left turn lane, 1 through
I~ ~,e, a ,d 1 throughlrighl turn combination lane. The south leg of the intersection is a 2 lane
rcaj"..sy separated by a double-yellow line. The north leg is a driveway providing access into
ths Cn..aon Service Station and the Ramada Inn. Crosswalks are provided across the west

1he proposed project will include 2 additional fuel dispensers (for a total of 8), and replacing
tr\e existing food mart and auto service building with a new cashier building and an express
~ar wash (see Figure 1). Also, in addition to the 12 parking spaces provided at the fuel pump

Planter~andscaping features wiU also be added as part of the site inprovements.
Access to the proposed service station will change slighGy with the southernmost driveway on
BOr\ita Glen Drive being closed to aUow additional car wash queuing. The other 3 driveways
w';! remain in their current locations.

v, €:C. recorded in May 1995. The City Traffic Engineering Department indicated that traffic

"The level of seNice (LOS) of a roadway or an intersection is a qualitatively defined measure
<.~ ~'re..ai!ing traffic, design, end operetional conditions, as denoted alphabetically from -A" to
"F: best to worst, respectively. The LOS is an evaluetion of the degree of congestion, roadway
cesign constraints, delay, accident potential, and driver discomfort experienced during a given
;:eriod of time.. typically during the peek hour or on a daily basis. Vllhile LOS A Is the most
cesi,able operational state for a roadway segment or intersec:tion, LOS C is usually considered
a benchmark for planning purposes. In more urbanized areas, LOS D is an accepted condition
fo' peak hours of vehicular travel on major streets and highways.
The LOS may be quantitatively calculated by a number of methods which generally compare
:c"ffi: volumes with the physical and operational capacity of a roadway section or intersection

u,,,s the Intersection Capacity Utilizetion (ICU) method to determine LOS. The ICU for an

lo!iowed by subtracting trips for the removal of the existing service station with a food mart It
is i~,portant to note thet the ,trip generation estimatas for this project are very likely overstated
d~e to the use of SANDAG's rate for a service station with a car wesh and a food mart. SANDAG
ooe s nol have a separate trip rate for a service station with only a car wash.
In 1992. KHR Associates prepared a "National Traffic Study" for the MobU Oil Corporation
involving traffic and circulation analyses of 30 service stAltions toemed within seven different
s!aleS Results of this study have been accepted by various public agencies, as well as the
Ins'clute of Transportation Engineers (ITE). In this study, it was found that an average 01
ej:'p'o.if'lalely 15 percent of service station customers patronized only the food mart. Ther.
f" ''', ,t may be conceivable that the actual increase in trips with this project which includes only
c '~(';r9 area and e car wash, wUl be significantly less than indicated in Table II.

TRIP DISTRIBUTION
Travel pettems for project trips near the service station lite were estimated by observing
ope-atio'1al conditions of adjacent roadways and intersactions, access opportunities to Inter-
state 805, end surrounding land uses, as _11 as analysis oftraflic vol~e count data. Projed
hp;; were distributed onto the adjacent roadways using these observations along with turn
r'lc"emer,t restrictions of the site. The following reprasents the distribution percentages: 50
~e;cef'IIO the east (toward the freeway); 20 percent to the south (into nearby residential
;:r:cper"jes) and 30 percent to the west (along "E" Street). No project trips were distributed to
\~.c nO'1h due to the north leg of the intersection accessing the Ramada Inn and Chevron

Customers who wish to patronize the car wash without purchasing gasoline may proceed
directly to the car wash entrance without traveling through the fueling area. Wth dearty marked
pavement delineation and directional signs, the driveways should not pose traffic safety or
congestion problems. /
CAR WASH OUEUINClOPERATIONS ANALYSIS
The proposed site plan indicates a car wash queuing araa accommodating approximately 4
vehicles, without blocking other on-site traffic movements, or driveway traffic from Bonita Glen
Drive (see Figure 1). Vehicles exiting the car wash along the west side of the sita are not
proje:te:j to adversely impact either the on-site or off-site circulation systems.

On the basis of the above information, it is suggested that the number of parkjng spaces
p'ovided on-site should be adequate to accommodate customers, employees, and deliveries
during normal and peak demand periods. Further. the location of marked parting spaces do

1.0 INTRODUCTION
The proposed Unocal Car Wash is located at the existing Unocal gas station on the southwest
comer of Bonita Road and Bonita Glen Drive in the City of Chula Vista. This report will address
the potential noise impacts due to the proposed Unocal Car Wash on the adjacent residential land
uses. Residential land uses are located to the south of the site. The residential land use is a multi-
family complex. Any significant noise impacts due to the proposed project on the adjacent
residential uses will be identified and mitigation measures will be suggested, if necessary.
1.1 Background Information on Noise
Sound is technically described in terms of the loudness (amplitude) of the sound and frequency
(pitch) of the sound. The standard unit of measurement of the loudness of sound is the decibel
(dB). Decibels are based on the logarithmic scale. In terms of human response to noise, a sound
10 dB higher than another is judged to be twice as loud; and 20 dB higher four times as loud; and
so forth. Everyday sounds normally range from 30 dB (very quiet) to 100 dB (very loud).
Since the human ear is not equally sensitive to sound at all frequencies, a special frequency-
dependent rating scale has been devised to relate noise to human sensitivity. The A-weighted
decibel scale (dBA) performs this compensation by discriminating against frequencies in a manner
approximating the sensitivity of the human ear. Community noise levels are measured in terms of
the "A-weighted decibel," abbreviated dBA. Exhibit 1 provides examples of various noises and
their typical A-weighted noise level. This exhibit is from the Chula Vista Noise Ordinance (Chapter
19.68 - Performance Standards and Noise Control).
1.2 Noise Ordinance
The City of Chula Vista has adopted a noise ordinance. The ordinance is designed to protect
adjacent sensitive land uses from non-transportation related noise sources such as car wash noise,
pump, fan, air-conditioning apparatus, mechanical equipment, and other activities that occur on
private property.
The City of Chula Vista has established exterior noise criteria for non-transportation related noise
which impacts adjacent noise sensitive properties. This criteria is given in terms of allowable noise
levels at the property boundary. Greater noise levels are permitted during the day (7 a.m. to 10
p.m. on weekdays and 8 a.m. to 10 p.m. on weekends), as compared to the night-time period.
The City of Chula Vista has adopted noise criteria for residential properties, commercial properties,

and industrial uses. The ordinance differentiates between single family residential and multi-family
dwellings. The residences to the south of the project are multi-family dwellings. The applicable
noise standard for the multi-family residential use is given in Table I.

Noise Criteria for Multi-Family Residential

The noise ordinance standards are in terms of the equivalent noise level (Leq). Leq is the sound
level corresponding to a steady-state sound level containing the same total energy as a time-varying
signal over a given sample period. LEQis the "energy" average noise level during the time period
of the sample. LEQ can be measured for any time period, but is typically measured for I hour.
The noise ordinance criteria is relaxed in areas where the ambient noise levels are high. That is, if
the ambient noise level is higher than the ordinance limits, then the limit is raised to the ambient
noise level.
The proposed car wash operation hours are from 8 a.m. to 7 p.m. (gasoline pumping operations
may be operated much later in the day). The car wash project therefore is only concerned with the
daytime noise criteria.
2.0 AMBIENT NOISE MEASUREMENT LEVELS
Ambient noise levels were measured at two sites. The sites were selected to represent the
residential property boundaries to the south. The measurement sites are shown in Exhibit 2.
The measurements were made on August 29, 1995. Noise measurements were conducted during
the daytime hours between 1:30 and 3:00 p.m. The measurements were made with a Brne! &
Kjaer Type 2231 Sound Level Meter, and calibrated before and after each measurement series.
Noise measurements were made for a 20 minute period at each site. Due to the high level of traffic
noise, the noise measurement results were constant, and fairly consistent for both sites. The noise
measurement results are present in Leq noise levels as shown in Table 2. The maximum and
minimum noise levels during the monitoring period are also shown.

The resulting ambient noise measurement levels in Table 2 mainly reflected the nearby traffic noise
on 1-805 Freeway and surrounding roadways. This is a very busy intersection, and the noise
levels reflect this condition. The Leq noise levels are in the 60 dBA range.
2.1 CAR WASH NOISE MEASUREMENTS
The main noise sources associated with the proposed car wash will be the air dryer/blower. A coin
operated vacuum will also be used.
Noise measurements for coin vacuums were conducted by Mestre Greve Associates at car wash
facilities similar to the proposed car wash. Car wash noise levels were measured in the early
afternoon when the car wash facilities were relatively busy. Typical coin operated vacuum noise
levels were measured to be 75.9 dBA (at 12 feet from the source).
The proposed car wash will be using the dryer/blower manufactured by Worldwide Drying
Systems. The dryer measurement data was provided by J.C. Chemtech to the developer,
December 21, 1993. Based on the manufacturer noise measurement data, the proposed
dryer/blower including the silencer will generate a noise level of approximately 83 dBA at 5 feet
(roughly at the exit end of the tunnel). The dryer/blower represents the largest noise source for the
car wash, and therefore, the noise measurements will be used to represent the typical car wash
levels on the project site. The noise measurement data are shown in Table 3. It should be
emphasized that the noise levels in Table 3 represent source noise levels. In the following section
these noise levels will be projected to residential property boundary, and will include adjustments
for distance and noise barriers.

3.0 POTENTIAL CAR WASH NOISE LEVELS
The main noise sources associated with the proposed car wash will be the air dryerlblower and one
coin operated vacuum. Both of these sources are addressed.
The car wash proposes the use of a coin vacuum. At the time of this study the exact location of the
vacuum had not been determined. To minimize the vacuum's noise in the nearby residential area
we are recommending that the vacuum be located in from of parking location 4. The car wash
tunnel will act as a large noise banier shielding the vacuum noise from the residences to the south.
The main noise source from the car wash is the dryerlblower which will be located at the exit end
of the car wash. The car wash entrance is very much quieter than the exit end.
The noise levels from the vacuums and the car wash tunnel are presented below in Table 4 for the
two residential sites (Exhibit 2). These sites represent worst case locations at the residential
boundary near the site. The source noise levels have been adjusted for distance and noise banier
effects. Since the dryerlblower and and coin operated vacuums can operate a significant portion of
the time and are relatively constant while operating, they can be considered as Leq noise levels.

Site I is substantially over the noise criteria, and would clearly result in a violation of the noise
ordinance. Site I is near the exit end of the car wash. Site 2 is less than I dBA below the criteria
limit and is within the estimation error. Therefore, mitigation measures are recommended below
that address both Sites I and 2.
4.0 MITIGATION MEASURES
Mitigation measures are recommended below.
I) A masonry tunnel wall at the exit of the car wash tunnel should be constructed at a
height of 9.5 feet and extend for 28 feet past the exit of the tunnel (to the
transformer pad). At the entrance end of the tunnel, a soundwall of 7 feet is
recommended and should extend east for 21 feet and stop at the east edge of the
kiosk. A schematic of these walls are shown on Exhibit 3. The walls should be
constructed of a masonry block.
2) The coin operated vacuum should be located at the front of parking space #4.
3) To remain consistent with this analysis, the hours of operation should be restricted
to 8 a.m. to 7 p.m. Additionally, the dryer used should be a Worldwide Dryerwith
silencer kit or similar, with a noise rating of 83 dBA at 5 feet or less.
With these mitigations in place, the noise levels at the nearby residential areas will be substantia11y
reduced. Table 5 shows the noise levels projected for each of the assessed receptor sites. These
noise levels are compared to the noise criteria levels determined and explained previously in the
report. In each case the resulting noise levels will be less than the noise criteria, and it projected
