HomeMy WebLinkAboutPlanning Comm Rpts./1996/02/28 (2) PLANNING COMMISSION AGENDA STATEMENT Item ~ Meeting Date 2/28/96 ITEM TITLE: Public Hearing: PCM-94-04; Consideration of a street name change for the segment of East Orange Avenue between Hunte Parkway and Wueste Road. The City of Chula Vista is proposing to change the name of the segment of East Orange Avenue between Hunte Parkway and Wueste Road to "Olympic Boulevard." The new street name is intended to commemorate a destination point, specifically the recently constructed U ,S, Olympic Training Center (USOTC) located at the east end of East Orange Avenue. The Environmental Review Coordinator has determined that the proposal IS exempt from environmental review as a class I (c). RECOMMENDATION: Adopt attached Resolution PCM-94-04 recommending that the City Council approve the street name change in accordance with the attached draft City Council Resolution, DISCUSSION: The City Council directed staff to research alternatives to change the name of Orange Avenue or Telegraph Canyon Road/Otay Lakes Road between 1-805 and Wueste Road to "Olympic Boulevard," and obtain approval for such change from the U ,S. Olympic Committee, A license agreement to utilize the name "Olympic" for the roadway has been granted to the City with the condition that enforcing mechanisms be adopted to prevent the proliferation of the unlawful use of the word "Olympic" by businesses and developers proximate to or on Olympic Boulevard. Both EastLake and the Baldwin Company, the two major developers effected by this street name change, have agreed to include restrictions in their respective CC&R's and have signed agreements to that fact. This solution is acceptable to the U.S, Olympic Committee. In evaluating the proposed street name change, the Planning staff concluded that the Telegraph Canyon Road/Otay Lakes Road directs people to Otay Lakes rather than to the USOTC, consequently changing the name to Olympic Boulevard could be misleading, In addition, there are residents such as the Otay Mobilehome Park which have addresses off of Otay Lakes, as well as the new shopping center located in EastLake. East Orange Avenue, which provides the direct access to the USOTC, presently has two segments of the road completed east of 1-805. One segment directly east of 1-805 extends from Page 2, Item -L Meeting Date 2/28/96 1-805 to just east of Brandywine. The second segment, which is several miles to the east and fronts the USOTC, is located between Hunte Parkway and Wueste Road. Staff is suggesting that the City move to rename the portion of East Orange Avenue between Hunte Parkway and Wueste Road at this time. This would allow the City to use the word "Olympic" in naming segments of Orange Avenue that would be constructed in the future, either within the EastLake or the Baldwin area until such time as a connection is physically made to the segment of road presently constructed east of 1-805, At such time as the connection is proposed to be made, that portion of East Orange Avenue would then be renamed to use the term "Olympic," Thus the entire segment would be completed between 1-805 and Wueste, Since East Orange Avenue is designated as a prime arterial and based on the City's adopted street standards, it has been practiced through the City subdivision manual to designate the street as a boulevard or road. However, because of its significance and because this artery is intended to establish a link between 1-805 and the USOTC sports facility, appropriate alternatives would be Olympic Way, Olympic Vista, or Olympic Parkway. While staff has no particular preference, USOTC representatives have indicated they would prefer the street not be called Olympic Way, Both EastLake and Baldwin Companies have recommended to name the street "Olympic Parkway." Based on this input, it is recommended that the Planning Commission consider the street name's alternatives and forward a recommendation on to the City CounciL The Police and Fire Departments have endorsed the proposed street name indicating that, although there is an Olympic Street in Chu\a Vista, the street numbering system is quite different and, therefore, no conflicts exist. CONCLUSION For the reasons noted above, staff recommends approval of the project in accordance with the attached Planning Commission resolution. WHEREAS, On July 16, 1995, the City of Chula Vista initiated a street name change for the segment of East Orange Avenue between Hunte Parkway and Wueste Road; and, WHEREAS, the street name change proposal is to change the name of the Segment of East Orange Avenue between Hunte Parkway and Wueste Road to "Olympic Boulevard;" and, WHEREAS, the Environmental Review Coordinator has determined that the proposal is exempt from environmental review as class 1 (c) of the California Environmental Quality Act; and, WHEREAS, the Planning Director set the time and place for a hearing on the street name change and notice of said hearing, together with its purpose, was given by its publication in a newspaper of general circulation in the city and it mailing to property owners and tenants within 1,000 feet of the exterior boundaries of the property at least 10 days prior to the hearing; and, WHEREAS, the hearing was held at the time and place as advertised, namely 7:00 p,m., February 28, 1996, in the Council Chambers, 276 Fourth Avenue, before the Planning Commission and said hearing was thereafter closed; and, NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING COMMISSION hereby recommends that the City Council adopt the attached draft City Council Resolution renaming the segment of Orange Avenue between Hunte Parkway and Wueste Road Olympic Boulevard. BE IT FURTHER RESOLVED THAT a copy of this resolution be transmitted to the City Council.
