Draft Environmental Impact Report (DEIR) for the Otay Ranch SPA
One Plan and Annexation - SCH # 95021012
The Department of Conservation's (Department) Division of Mines and Geology (Division) has
reviewed the DEIR for the Otay Raneh SPA One and Annexation, dated September 1995. The
Department offers the following comments.
1. We recommend that Table 4.5-1 on page 4.5-5 include higher ground motion parameters than
those shown. For reference we recommend Reichle and others (1990), "Working Group on
California Earthquake Probabilities" (1995). Jennings (1994). and Boore and others (1993). as
listed in the attached geologic biography.
2. We recommcnd the DEIR cite the 1994 edition of the Uniform Building Code, especially
Chapter 16 (earthquake regulations), Chapter 18 (foundations), and Chapter A-33 (grading).
There are substantial diffcrences in earthquake regulations and foundation requirements
between the 1991 and 1994 editions of UBC.
3. In Mitigation Measure #2, we recommend clarifying the term "jutemat" foundation for
proposed structures. It is apparently a reference to jute netting, material similar to coarse
burlap used for erosion control, often with hydromulching of newly graded slopes.
The attached bibliography contains geology and seismology references generally applicable to
this project. The Department appreciates the opportunity to review the DEIR. If you have any
