The August 2, 1988 Regular Meeting of the City Council adjourned
at 8:35 p.m. to a JOINT MEETING WITH THE CHARTER REVIEW COMMITTEE
on Monday, August 8, 1988 at 7:00 p.m. in the Council Conference
Room, City Hall, to discuss:
The arguments and impartial analysis of the Charter
Amendments, the Growth Control Ordinance, the
potential Council Ordinance and Campaign
Contribution Regulations.

CHARTER REVIEW COMMITTEE ~IEETING

~ayor Cox announced that the purpose of the joint meeting was to
~eet with the Charter Review Committee members to discuss their
recommendations for the ballot propositions on the November 8,
lg88 ballot and the City Attorney's analysis of those propositions
Attorney Harron explained that his analysis will not be considered
at tomorrow's regular meeting of the City Council. It does not
have to be ready until the 22 of August and will be given to
Council at the next meeting (August 16).
Chairman Bob Campbell explained the Committee's rationale for
placing the proposition on the ballot to increase the salary of
the Mayor and the Council. The Committee strongly felt that the
'4ayor was not appropriately compensated for the job he is doing.
After much discussion they arrived at an "indicator" tying the
Mayor's salary to that of the Board of SuperviSors. Currently,
the Board of Supervisors are getting 80% of the salary of the
Municipal Court Judges, so they are recommending that the Mayor
get 60% of the salary of the Board of Supervisors. Chairman
Campbell also explained that the Committee felt the Council should
subsequently get a pay increase also. They decided to use the
'tayor's salary as the "indicator"; they unanimously approved
recommending that the Council get 40% of the salary of the Mayor.
The Committee recognized that this salary increase was long
overdue for both the Mayor and Council because of the long hours
that they spend on the job and the complexity of the job.

Councilman Malcolm stated he has concerns with this proposition;
it does not spell out the total compensation for Mayor such as how
much he gets for Redevelopment Agency meetings, his monthly
expense account, the compensation he gets from belonging to other
Committees such as SANDAG, the fact that he does have the use of a
car with a telephone which is a very good benefit, plus the gas
and the insurance that goes with that. All of the benefits are
worth at least $700 per month. He feels that all of this should
be outlined up front.
Councilman Malcolm added that perhaps next year the judges may get
a $25,000 raise in pay, then the Mayor may automatically get
$10,000 increase in pay and the Council would then follow suit and
get a substantial increase also. He felt that by tying the
salaries of the Mayor and Council to that of the Board of
Supervisors, it is taking it out of the control of the people of
Chula Vista to make that decision and he does not like to be
giving up this total control.
Chairman Campbell stated that the Committee voted on the
"indicator" simply to take it out of the political arena.
Councilman Moore briefly discussed the benefits received by
Councilmembers in other cities, the total compensation of which
could run into $40,000 salary.
Council discussion followed regarding the benefits now received by
the Mayor and Council the cost of living increase which they
receive every year (5%) and the qualifying factor of tying it to
the salary of the Board of Supervisors.
Councilman Nader stated he would prefer to see it based on the per
capita of the City, or the average income of the citizens.
However, he stated that no one would go for that proposition.
Council further discussed the fact that in 1984 the question was
put on the ballot to increase the Mayor's salary to $35,000 and
this proposition failed.
Councilman Nader commented that he would like to see the salary
increase but to "give something back in return" such as having a
full time Council.
Member Reid reiterated that the Committee wanted to take the
Mayor/Council salary out of the political arena. The Committee
looked at the responsibilities of the Board of Supervisors and
came to the conclusion that the Mayor should get at least 60% of
their salary.

Councilman Malcolm stated that in 1990 when 2 seats will be up for
election (McCandliss and Moore) then the question can be put to
the voters for a full-time Council. He stated that he writes
approximately 30 letters each week to citizens that either come to
his office or call him regarding some City problem. He does this
on his own time, at his own expense. He prefers not to call the
Mayor/Council secretary and infringe upon her time and prefers not
to have to go and ask permission from the City Manager in order to
use the time of the Deputy City Manager or the Assistant in the
Mayor's office. Councilwoman McCandliss stated that if things are
not happening the way Council wants them to happen, they should
evaluate further the performance of those people the Council hires
to do their job.
Chairman Campbell stated that the Committee did discuss a
full-time Council; however, they felt this was not the time for
it. Going along with a full-time Council would be additional
staff and the Committee strongly felt that it would not be
supported at this time by the citizens. Chairman Campbell further
explained that as to the Planning Commission salary, they did
survey those cities in the County and it was reported that our
Planning Commission was one of the few who were not compensated
for their services. The Committee felt that the Planning
Commission should be recognized; therefore, they decided to put it
in the Charter so that Council can compensate the members of the
Planning Commission if they'so desire.
Councilwoman McCandliss cautioned that this just "opens it up."
The Planning Commissioners will then want to ask "howJmuch are
they worth" and then other Boards & Commissions will want to ask
for the same.
~lember Click stated that she recognizes that the people are
cognizant of the fact that when a person runs for Council, he
knows what the salary is, so they should "live with it."
As to the Youth Commission, Councilman Nader stated that he will
not oppose the recommendation of the Charter Review Committee
although he does not agree with it wholeheartedly. He feels that
it should extend to beyond the residency requirement to those that
are attending school in the Chula Vista School District.
City Attorney Harron submitted drafts of arguments in support of
the propositions stating that these were simply drafts that are
going to the Committee first to be worked on and then will be
presented to the Council. City Clerk Fulasz stated that she will
be setting the deadline for the arguments as Monday, August 22 at
5:00 p.m. and rebuttals on Thursday, September 1 at 5:00 p.m.
~ayor Cox noted that the impartial analysis should be changed on
the propositions whereby if the Mayor's salary was defeated and
the Councilmen's salary was approved, the figures quoted in the
analysis should be changed.

Councilman Nader asked that the analysis take out the word "high
caliber" and just base it on the fact that the duties of the
Councilmembers/Mayor have increased along with the complexities of
the job.
City Attorney Harron recommended that the Council adjourn this
adjourned regular joint meeting to tomorrow evening so that the
recommendations of the Charter Review which will be meeting
shortly after this joint meeting can be reviewed by the Council.
At that time the Council can make any modifications or changes
they so desire.
Mr. Carlos Batara stated that in 1982 when they voted an increase
in the Mayor's salary, it was for a full-time Mayor and he is
confused that they are talking about that this evening. Mayor Cox
clarified that they are not discussing full-time Mayor that is
already in the Charter, they are talking about the Councilmembers
being full-time.
Bess Pocklington, 656 Glover Avenue, Chula Vista stated that she
dreads the thought that the salary of the Mayor and Council will
be removed from the people of Chula Vista. It will still be in
the political arena since the Judges' salary is set by the
legislators. She prefers to have the vote here in Chula Vista.
In answer to Council's questions, Bud Pocklington explained the
salary he gets as a member of the Water Board. He added that when
the Council is starting to take their salary, tying it to the
judges' and away from the people of Chula Vista, the question will
be "why are we letting the Judges decide the salaries of our
Councilmembers?" He asked that everything be put up front. The
Mayor should have a base pay of $36,000 per year and then list the
benefits. He noted that the Council will be placing 3
propositions on the ballot having to do with money.
Councilman )lalcolm stated that he will not be present at the
meeting tomorrow evening hut reiterated that he would not like to
have the control {over the salaries) taken from the people of
Chula Vista.
