Otav Lakes Road and TelearaDh Canyon Road
to Wueste Road - city initiated
A, BACKGROUND
In July 1992, the City Council directed staff to proceed with
the renaming of the east/west segment of Otay Lakes Road
(approximately 3,5 miles) to Telegraph Canyon Road, (Council
Referral #2641)
B. RECOMMENDATION
Adopt the resolution recommending that the City Council
approve the street name change as proposed.
C, DISCUSSION
otay Lakes Road originates at Bonita Road and extends in a
southeasterly direction to the intersection with Telegraph
Canyon Road, proceeding in an easterly direction for
approximately 8 miles ending at Highway 94. otay Lakes Road
makes a right angle turn at Telegraph Canyon Road and appears
visually and physically like an extension of Telegraph canyon
Road rather than otay Lakes Road, This alignment causes
confusion and problems for motorists unfamiliar with the area.
The proposed street name change will affect the segment of
otay Lakes Road from Telegraph Canyon Road to Wueste Road, a
distance of approximately 3 1/2 miles (See Exhibit "A") , with
the exception of approximately a quarter mile stretch east of
Rutgers Road, the entire length of the roadway proposed for
change is located within the City Limits of Chula vista. The
quarter mile area is the Telegraph Canyon Estates property
which is in the process of being annexed to the City, The
street name change would be in effect at the time of
annexation.
There are a limited number of properties with addresses on
Otay Lakes Road, the majority being located within the Otay
Lakes Lodge mobilehome park, There also some structures on the
otay Ranch property which will be affected. These structures
are subject to removal upon the development of the otay Ranch
Project. There are also other properties east of the otay
Lakes with addresses on otay Lakes Road. These properties
would not be affected by this proposed change, Discussions
with the County indicated that there is no interest in

changing the name in the unincorporated areas at this time.
The failure of the County to rename that portion of otay Lakes
Road extending east from Wueste Road to Highway 94 could lead
to some confusion by motorists, However, street signs will be
installed at the Wueste Road intersection. A letter has been
addressed to the County advising them of the city's intent to
rename otay Lakes Road and encourage similar action on the
part of the County.
The properties with addresses on otay Lakes Road, as well as
the major developers that will be affected by this change,
have been notified of the proposed change and the hearing. To
date no objections have been received.
If this name change is approved, there will be a number of
signs which will have to be replaced. The signs are located at
the following intersections: Telegraph Canyon Road (2 signs) ;
Rutgers Road (1 sign); Eastlake Parkway (2 signs); Lane Avenue
(1 sign); and, Wueste Road (1 sign). The total cost of
replacement is estimated at approximately $1,400.00.

RESOLUTION OF THE CITY OF CHULA VISTA
PLANNING COMMISSION RECOMMENDING THAT THE
CITY COUNCIL CHANGE THE NAME OF OTA Y LAKES
ROAD TO TELEGRAPH CANYON ROAD BETWEEN
TELEGRAPH CANYON ROAD AND WUESTE ROAD
WHEREAS, on July 28, 1992 the City Council directed that the City initiate a street
name change for the east/west segment of Otay Lakes Road to Telegraph Canyon Road
between Telegraph Canyon Road and Wueste Road, and
WHEREAS, the proposal is to change the name because it is confusing to people
unfamiliar with the area to encounter an unexpected street name change when there is no
change in direction, and,
WHEREAS, the Planning Commission set the time and place for a hearing on said
street name change and notice of said hearing, together with its purpose, was given by its
publication in a newspaper of general circulation in the city and its mailing to property
owners and major developers affected by said change at least 10 days prior to the hearing,
and
WHEREAS, the hearing was held at the time and place as advertised, namely
December 2, 1992 at 7:00 p,m. in the Council Chambers, 276 Fourth Avenue, before the
Planning Commission and said hearing was thereafter closed, and
WHEREAS, the proposal is exempt from environmental review as a general rule
exemption.
NOW, THEREFORE, BE IT RESOLVED THAT THE PLANNING
COMMISSION based on the facts presented at the hearing, the Planning Commission
recommends that the City Council adopt the attached City Council Resolution changing the
name of Otay Lakes Road to Telegraph Canyon Road between Telegraph Canyon Road and
Wueste Road.
That a copy of this resolution be transmitted to the City Council.

A RESOLUTION OF THE CITY OF CHULA VISTA CITY
COUNCIL CHANGING THE NAME OF OTAY LAKES
ROAD TO TELEGRAPH CANYON ROAD BETWEEN
TELEGRAPH CANYON ROAD AND WUESTE ROAD
WHEREAS, on July 28, 1992 the City Council directed that the City initiate a street
name change for the east/west segment of Otay Lakes Road to Telegraph Canyon Road
between Telegraph Canyon Road and Wueste Road; and
WHEREAS, the Planning Commission held a public hearing on December 2, 1992
and voted _ to _ recommending that the City Council change the name of Otay Lakes Road
to Telegraph Canyon Road between Telegraph Canyon Road and Wueste Road; and
WHEREAS, the City Council set the time and place for a hearing on said application
and notice of said hearing, together with its purpose, was given by its publication in a
newspaper of general circulation in the city and its mailing to property owners and major
developers affected by said change at least ten days prior to the hearing in accordance with
Chula Vista Municipal Code Section 19.12.070; and
WHEREAS, the proposal is exempt from environmental review as a general rule
exemption.
WHEREAS, the hearing was held at the time and place as advertised, namely _
p.m, , 1992 in the Council Chambers, 276 Fourth Avenue, before the City
Council and said hearing was thereafter closed.
NOW, THEREFORE BE IT RESOLVED THAT from the facts presented to the
City Council, the Council finds that the proposed change will eliminate the confusion to
persons unfamiliar with the area and approves the change of street name of Otay Lakes
Road to Telegraph Canyon Road between Telegraph Canyon Road and Wueste Road.

PUBLIC HEARING:
GP A-93-03 and PCZ-93-C for the Duroose of reconsidering
that portion of Subarea 3 identified as Subarea 3a,
A, BACKGROUND
Subarea 3a is located on the south side of Anita Street and is approximately 2.5 acres in
size. This subarea is adjacent to the southeasterly quadrant of West Anita Street and
Broadway.
On November 12, 1992, the Planning Commission recommended that the City Council
approve amendments from "Research & Limited Manufacturing" to "Medium Density
Residential" on the Chula Vista General Plan Land Use Map and from "Research &
Limited Industrial" to "Medium Density Residential" on the plan diagram of the
Montgomery Specific Plan for Subarea 3a, The Planning Commission also recommended
rezoning the above sited property from "I-L-P Limited Industrial" to "R-2-P One and
Two Family Residence Zone" with a "P" Modifier.
The property owner was unable to attend the Planning Commission and has requested
reconsideration of the proposed change to residential plan designations and zoning. The
property owner wishes to retain his present Research & Limited Industrial designation
and I-L-P (Limited Industrial) zoning.
B. RECOMMENDATION
That the Planning Commission recommend to the City Council that Subarea 3a be
redesignated and rezoned for residential use.
C. OTHER RECOMMENDATIONS
The Montgomery Planning Committee on November 11, 1992, reviewed the Negative
Declaration 15-92-42 for GPA-93-03/PCZ-93-C and voted 1-3 to deny recommendation
for approval. Failure to carry an affirmative vote for IS-92-42 precluded further review
of GPA-93-03.
The Committee in their discussions expressed general agreement with the property owner
of Subarea 3a that his property should remain industrially designated and zoned,

D. ANALYSIS
Please see the attached staff report for the November 12, 1992, hearing. The only
information within that report which requires modification is that the site in question
contains, in addition to the Farm House Trailer Park and two single-family residences,
a small hotel.
The Planning Department reaffirms its previous recommendation that the site be
redesignated and rezoned for residential uses, for the reasons stated in the November 12,
1992 staff report.

COMMISSION RECOMMENDING THAT THE CITY

ACRES LOCATED ON THE WEST SIDE OF BROADWAY
BETWEEN ANITA STREET AND MAIN STREET FROM
"RESEARCH AND LIMITED INDUSTRIAL" AND I-L-P TO
RETAIL COMMERCIAL AND C-C-P (SUBAREAS I AND 2)
AND MEDIUM DENSITY RESIDENTIAL (6-11 DU/ AC) AND
R-2-P(SUBAREA 3) -- (SEE ATTACHMENTS A AND B).
WHEREAS, duly verified applications for a General Plan Amendment, Montgomery Specific
Plan Amendment, and rezoning were filed with the Planning Department of the City of Chula
Vista on September 4, 1992 by Sam Sepehri; and
WHEREAS, said applications requested that approximately 4.56 acres located on the northwest
quadrant of Broadway and Main Street ("Subarea I ") be designated "Retail Commercial" on the
General Plan Land Use Diagram, "Mercantile and Office Commercial" on the Montgomery
Specific Plan Map, and rezoned from I-L-P (Limited Industrial) to C-C-P(Central Commercial);
and
WHEREAS, upon analysis of the proposed project, the Planning Department, in order to provide
for a sound land use plan for the area, initiated an expansion of the proposed General Plan
Amendment, Montgomery Specific Plan Amendment, and rezone to an additional 8.92 acres
located north and northwest of Subarea I; and
WHEREAS, the Planning Department divided the expansion area into two areas, one consisting
of 4.0 acres located on the southwest quadrant of Broadway and Anita Street("Subarea 2"), and
one consisting of 4,92 acres located on the south side of Anita Street immediately east of
Subarea 2 ("Subarea 3"); and
WHEREAS, the Planning Commission set the time and place for a hearing on said General Plan
Amendment, Montgomery Specific Plan Amendment, and rezoning application and notice of said
hearing, together with its purpose, was given by its publication in a newspaper of general
circulation in the city and its mailing to property owners within 1000 feet of the exterior
boundaries of the Property at least ten days prior to the hearing in accordance with
Government Code Sections 65358, 65090 and 65091 (a) 1 and 2 and Chula Vista Municipal
Code Section 19.12.070; and
WHEREAS, the General Plan Land Use Element has not been amended more than three (3)
times in this calendar year; and
WHEREAS, the Environmental Review Coordinator recommends the adoption of a negative
declaration for the proposed project; and

WHEREAS, subsequent to the Planning Commission hearing on November 12, 1992, the
Commission agreed to reconsider Subarea 3a (see Attachments A) at the request of the property
owner, at a duly noticed hearing on December 2, 1992;
NOW THEREFORE BE IT RESOLVED THAT the Commission finds that the project would
have no significant environmental impacts and adopts the Mitigated Negative Declaration and
the Mitigation Monitoring Program issued on IS 92-42.
BE IT FURTHER RESOLVED THAT from the facts presented to the Planning Commission,
the Commission recommends that the City Council enact the draft ordinance and resolution as
attached hereto to amend the General Plan, amend the Montgomery Specific Plan, and rezone
13.48 acres located on the west side of Broadway, between Anita Street and Main Street, based
on the findings and subject to the conditions contained therein and in accordance with Exhibits
A and B.
BE IT FURTHER RESOLVED THAT a copy of this resolution be transmitted to the owners
of the property and to the City Council.
