p.m., Malcolm, Moore and McCandliss
MEMBERS ABSENT: Mayor Cox
STAFF PRESENT: City Manager Goss, Budget Officer Byers,
In the absence of Mayor Cox, Mayor pro Tempore Malcolm chaired the
meeting and announced this meeting would be an overview of the
Fiscal Year 1988-1989 Budget to be presented by City Manager Goss
and, following, the City Clerk's and the City Attorney's budgets
will be considered.
1. City Manager Goss stated his intent to give an insight to the
budget for understanding more than to point out the numbers on
the charts. City Manager Goss stressed that the budget is
balanced, although complex and department heads must closely
monitor the budget throughout the fiscal year to cover all
expenditures.
The budget will respond to the City's needs; it is most
accurate at this time because 90% of salary adjustments are
known for the FY, but certain now unknown factors may surface
such as extent of support for the Nature Interpretive Center,
possible funding of a Montgomery Library branch, possibly
rodent control contract, the classification study and others.
At 5:10 p.m., Councilman Nader took his seat on the dais.
The City Manager pointed out the proportionate General Fund
Expenditures and Revenues from all sources projected for
1988-89, focused on the sales tax as the major revenue source
and explained the numbered Highlights, the projected City
staff positions and the General Fund Reserves. Expenditure
savings, transfer of funds and operating costs increases has
resulted in the presentation of a balanced budget.
2. CITY ATTORNEY BUDGET
In reply to a question of Mayor pro Tempore Malcolm, Principal
Management Assistant Popek explained the supplemental request
amount of $2,000 for support of the State and Local Legal
Center will be transferred at the time of adjustment to the
budget for the proposed salary of the Deputy City Attorney.

MSUC (McCandliss/Malcolm) to approve the FY 1988-89 Budget for the
City Attorney.
3. CITY CLERK
Councilwoman McCandliss questioned the "workable
classification system for the Municipal Code, which was
explained by the City Manager. Based on advice of the City
Clerk and City Attorney, this is needed to hire a firm
specializing in this work rather than to redo the Code. The
City Manager explained that, once approved, staff will
investigate the best cost for implementation.

City Clerk.

7. COUNCIL COMMENTS
COUNCILWOMAN McCANDLISS:
a. Clarification was requested for money held in reserve,
explained by City Manager Goss as gas tax money and sewer
funds reserve which are considered semi-restricted since they
can only be used in specific instances, and approximately
$2,000,000 in the reserve for worker liability an~ worker
compensation funds, as well as funds for the EastLake
Assessment District. The actual 1988 figure is closer to
$20,000,000.
COUNCILMAN MOORE:
b. Request was made for the amount of previous year consultant
fees to compare with that projected.
ADJOURNMENT AT 5:50 p.m. to the Adjourned Meeting of Wednesday,
June 1 at 7:00 pm to consider the FY 1988-89 Budget, and to the
Adjourned Meeting of Saturday, June 4 at ~:00 am to interview
applicants for the Management Oversight Committee and the
Montgomery Planning Committee, and to the Regular Meeting on
Tuesday, June 7 at 4:00 p.m.
