CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:37 P.lvt. by Chair
Burrascano. City Staff Environmental Review Coordinator Doug Reid called roll. Also present:
Commissioners Clark, Fisher, Hall, and Yamada, and Mr. Quing Jung, Contract Designer/Civil
Engineer for applicant of Javier's Sombrero Mexican Food.
APPROVAL OF MINUTES: It was MSUC (Hall/Yamada) to approve the minutes of the
meeting of March 11, 1996 with the following corrections: The correct company name of John
Bridges is Cotton/Beland Associates; correct spelling for Cordylanthus on page 3 paragraph 6; on
page 4, second sentence in paragraph 5 should read, "Mr. Kilkenny confirmed that they will
mitigate as they record the final maps." Vote 5-0, motion carried.
[Commissioner Marquez arrived at 6:43 P.tvt. ]
It was MSUC (HaIlBurrascano) to approve the minutes of March 25, 1996 with the following
amendments: Under No. 1, the motion should read, "It was MSUC (HalUMarquez) to
recommend denial of the project." Beginning with the last line of page 1, the corrected motion
should read, "It was MSUC (YamadaBurrascano) to recommend certification of the Otay Ranch
SPA I EIR with an additional recommendation that the revegetation landscaping plan palette
applied on the west side of the Paseo Ranchero to the open space preserve also be applied to the
east of Paseo Ranchero from the road out to the remaining Maritime Succulent Scrub." Vote -
6-0, motion carried.
ORAL COMMUNICATIONS: None.
NEW BUSINESS:
Review of Negative Declaration IS-95-23, Thrifty Oil Company: Mr. Reid reviewed the
project. After a brief discussion, it was moved and seconded (FisherBurrascano) to
recommend approval of the negative declaration. Commissioner Marquez amended the
motion that the business reduce its hours of operation; motion died for lack of second.
Vote 5-1; no -Marquez, motion carried.
2. Review of Negative Declaration IS-96-2Q, Javier's Sombrero Mexican Food: After a brief
introduction of the project, it was MSUC (Burrascano/Yamada) to recommend approval of
the negative declaration; vote - 6-Q motion carried.

Discussion of RCC Budget -The RCC noted that it had already recommended to Council
that it divert the allocated monies directly to the historical society and out of RCC's budget,
and that Council fund that budget through other means. Chair Burrascano will draft a letter
to Council on the RCC options of cutting its budget.
STAFF REPORT: Mr. Reid reported that the next RCC meeting will be a special meeting on
May 13 and that there will be no meeting on May 20, 1996.
CHAIRMAN'S COMMENTS: Chair Burrascano pointed out the vacancy on RCC and asked that
the mayor appoint a new member. She also reported that she attended a meeting in Dulzura
regarding the resurfacing of roads in Otay Mountain and that this issue may come before the
commission in the future.
COMMISSIONER'S COMMENTS: Commissioner Marquez suggested that a correction should
be made to the February 12, 1996, minutes under item No. 1 for clarity. A motion was then made
(Fisher/Marquez) to correct the motion to read as follows: "After a brief discussion, a motion
was made (Hall/Fisher) to recommend the plan as presented, but to remove the Chula Vista sites
and the site east of Otay Mesa due to close proximity to mitigation property in O'Neil Canyon."
Vote 6-Q motion carried.
Commissioner Marquez also reported that she used the recycling bins behind Vons and wanted to
encourage the public to use the same.
Commissioner Hall voiced her opposition to the 260-room hotel planned to be built on the Chula
Vista Golf Course.
Commissioner Fisher commended Michael Meacham for the large-scale recycling pick-up held in
conjunction with Laidlaw Waste.
ADJOiJRNMENT: The meeting was adjourned by Chair Burrascano at 8:03 P.M.
