CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:35 P.M. by
Chair Yamada. Staff Environmental Review Coordinator Doug Reid called roll. Present:
Commissioners Bull, Marquez, Thomas, Yamada. It was MSUC (Marquez/Yamada) to excuse
Commissioner McAlister who was called back to work; vote: 4-0, motion carried.
Commissioner Burrascano arrived at 6:44 r.M.
ORAL COMMUNICATIONS: None.
APPROVAL OF MINUTES: The minutes of June 9, July 21, and August 11 had previously
been approved; however, modifications were made in the July 21, 1997 minutes: Item 1,
"California Fish & Game" is corrected in line 4. Line 9 now reads: "It was clarified that other
cities are dependent on Chula Vista adopting the MSCP and aSub-area Plan approved by the
resource agencies in order for several species, including the California gnatcatcher, to be
covered species."
In the minutes of September 15, 1997, it is noted that Commissioner Marquez arrived at 6:40
r.t~l. Corrections under Commissioner Comments include the following: Both Commissioners
McAlister and Thomas should be listed in item 1. Item 2 should read, "Thomas noted the
Water Park directional signage and street markings while entering and exiting the park are
inadequate and unclear and poses a potential dangerous situation. She recommends the Safety
Commission look into the matter."
A motion was made (Thomas/Burrascano) to accept the clarification of the July 21 meeting and
corrections of the September 15, 1997 meeting as a whole package; vote 4-0-1, Thomas
abstained on the minutes of July 21 as she was absent from that meeting, motion carried.
[Commissioner Fisher arrived at 6:50 P.M.]
NEW BUSINESS:
1. Felix Delgado was present to request a historical designation on his property at 311 D
Street. After a brief discussion, it was MSUC (Burrascano/Bull) to recommend that Council
designate the property at 311 D Street as a historical site without permit controls; vote 6-0,
motion carried. RCC requested the historical designation for 620 Fourth Avenue be
continued to another meeting until the Historical Society or the owner can be present.
2. Cliff Swanson presented his report on Valley Fever and issues on dust controls. After
much discussion, it was MSUC (Thomas/Burrascano) to recommend that appropriate staff
notify parties of Public Works and construction site inspectors regarding concerns of the
need for air quality dust mitigation measures, an ordinance from staff regarding suggested
air quality control as it relates to dust mitigation, and to review the progress in June of
1998; vote 6-0, motion carried. Ms. Thomas also requested that the community be notified
of measures to take should they have problems with this issue. Mr. Swanson stated he will

draft a letter reminding inspectors to enforce dust control on all projects and at construction
sites within the City of Chula Vista and will send copy of draft letter to Staff for approval.
3. Review of Negative Declaration IS-98-06 - Poggi Canyon: After review and discussion, a
motion was made by Fisher, seconded by Marquez to recommend that Council not accept
the negative declaration as written; vote 3-3, ayes -Fisher, Marquez, Thomas; nos -Bull,
Yamada, Burrascano; motion failed.
A second motion was made by Bull, seconded by Burrascano that in light of the previous
studies of the Otay Ranch EIR, to recommend approval of the negative declaration; vote,
3-3, ayes -Bull., Yamada, Burrascano; nos Fisher, Marquez, Thomas; motion failed.
A third motion was made by Marquez, seconded by Burrascano that the RCC is not in
favor of the project; vote 4-2; ayes Marquez, Burrascano, Thomas, Fisher; nos -Bull,
Yamada; motion carried.
4. Review of Negative Declaration IS-98-09; Permit Drive-thru in CN Zone: It was MS
(Burrascano/Yamada) to approve the negative declaration code amendment to allow drive-
thru restaurants in the C-N Zone; vote 5-1, no -Thomas [felt that more congestion in
existing traffic patterns in C-N areas will be impacted]; motion carried.
5. Review of Negative Declaration IS-98-07; Texaco Service Station/Mini-Mart - It was MS
(Fisher/Burrascano) to accept the negative declazation; vote 5-1, no -Thomas; motion
carried.
STAFF REPORT: Doug Reid stated he will be on vacation during the December 1 RCC
meeting.
CHAIRMAN'S COMMENTS: Chair Yamada requested commissioners to submit their input to
the City Manager's "Top Seven Priorities." This item will be included in the next agenda.
COMMISSIONER'S COMMENTS: Marquez stated Barbara Hall still is not receiving the
agenda of the meetings. Barbara Hall also has many books and other project documents for any
commissioner who would be interested in taking them. Thomas stated she may wish to look
through them. Marquez suggested that the mayor and Council obtain input from local residents
prior to considering Chula Vista as a site for a baseball park.
Fisher asked why projects such as the "San Diego Water Park" are so-named when they are
Chula Vista's projects located within city limits and should be recognized appropriately.
ADJOURNMENT: The meeting was adjourned by Chair Yamada at 9:05 P.M.
