CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:37 P.tvt. by Chair
Burrascano. City Staff Environmental Review Coordinator Doug Reid called roll. Present:
Commissioners Clark, Fisher, Hall, Mazquez, Yamada, and new member, Linda Allen. It was
MSUC (HallBurrascano) to excuse Commissioner Fisher who called to be excused due to
business matters; vote 7-0 motion carved.
Also present at meeting: Michael Meacham, staff; and representatives for the Chula Vista
Recovery Facility, Joe Monaco, Environmental Project Manager; Dave Valadic, Engineering
Manager; Steve Menoff, Technical Support; and Bud Chase, Consultant.
APPROVAL OF MINUTES: It was moved and seconded (Ha[I/Yamada) to approve the minutes
of the meeting of November 6, 1995, with one correction on page 2, last sentence of the page
which should read: "Further, no acanthamintha was identified within SPA I ..."; vote 6-0-1,
motion carried; abstention by Allen who was not present for that meeting.
ORAL COMMUNICATIONS: None.
NEW BUSINESS:
Introduction and welcome of new member, Linda Allen.
2. Solid Waste update: Michael Meacham explained the concern of some residents who were
hauling their own waste or were putting their trash out for collection and not paying the
fees. Lsidlaw currently dogs not have enough personnel to attempt to collect these fees.
He suggested that the franchise unit pricing system is a favorable alternative for commercial
recycling. Information on yazd waste diversion and waste reduction will be disseminated to
residents and business owners. The basis of the fee structure, the billing process, and
collections were explained. This discussion led into the next agenda item.
Review of Negative Declazation for IS-95-28, Chula Vista Recovery Facility at 1800
Maxwell Road: Representing the applicant were Joe Monaco, Dave Valadic, Steve Menoff,
and Bud Chase.
Mr. Monaco reviewed the project site azea. He answered questions on the Impact Analysis,
specifically, dust control, odor control, filtration system, other company control measures,
and traffic flow around the landfill. He explained that yard waste would be going to an
organics company for processing. The state mandates that all hazardous materials be
removed at least every 90 days and this information is already listed in the permit document.

All buildings are equipped with fire sprinklers. No further impact in traffic is anticipated
when the amphitheater is built because of their different peak hours of operation (6 A.M. to
6 P.M. for the recovery facility, and about 7-8 P.M. for the amphitheater). The facility is
totally enclosed so there should be no problem with birds or other wildlife coming in. There
could be a possible problem with rodents, but it is already in the plans to be monitored.
The recovery facility will be financed as a private operation and the City will be an
economic user, not an owner. The neazest residential area residents have not voiced any
opposition to the project. The permits are currently in process and anticipated start date
for building is late summer or fall of 1996, with opening of the facility about 1997. The
City will attempt to obtain low fees for all users. The recovery facility is zoned for light
industrial and acreage space is available should the project warrant further growth.
It was MSUC (Yamada/Clazk) to accept the negative declazation; vote 6-0, motion carried.
4. Review of Planning Commission Agenda for December 13, 1995. The following items on
the agenda were public hearings and no action was taken by commission: PCA-96-04,
PCS-95-04, PCS-96-03, PCC-96-04, and PCC-96-06.
STAFF REPORT: The copy of RCC's budget through December 1995 was presented. It was
noted that 60% of the historical signs will be up after the current batch is ordered. The status of
the contractual services was briefly discussed.
Doug Reid updated the commission on the MCA Amphitheater. Of the 20,000 seats, about
10,000 will be permanent seating, which was approved by the Council as a CUP. United
Enterprises objected to the proposed land use and filed suit this date to challenge the EIR.
Doug Reid updated the status of Otay Ranch EIlt, that parts of the traffic model and circulation
system will br redone. The MSCP review will be in late January or early February.
CHAIItMAN'S COMMENTS: MCA sent a thank you letter to some commissioners on their
recent favorable action.
Thanks were expressed for the mayor's rapid appointment of new member Linda Allen on RCC.
COMMISSIONER'S COMMENTS: None.
ADJOURNMENT: The meeting was adjourned by Chair Burrascano at 8:15 P.M.
