HomeMy WebLinkAboutRCC MIN 1993/01/25MINUTES OF A SCHEDULED REGULAR MEETING 6:00 p.m. Monday, January 11 Resource Conservation Commission Chula Vista, California iAA~ Council Conference Room Public Services Building CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:11 p.m. by Chairman Kracha. City Staff Environmental Review Coordinator Doug Reid called roll. Present: Commissioners Hall, Kracha, Ghougassian, Myers. Absent: Johnson, McNair. APPROVAL OF MINUTES: It was MSUP (Hall/Myers) to approve the minutes of November 23, 1992 with a correction to Paragraph 5, sentence 3 & 4: "...Without the plan, waste will go into drains and not the landfill. Questioned where waste material pickup collection points will be located and how it will be transported." Cancelled Agenda Item No. 2(A) Review of Negative Declaration for IS-91-50B and Item No. 3, Final Adoption of SRRE and HHWE. 1. Athena Bradley presented the resolution accepting a County of San Diego Program Grant to expand Chula Vista's Business Recycling Outreach Project. It is noted that on Page 5, para. 1, the date should be changed to July 1993. After clarification of a few items, it was MSUP (Hall/Myers) to recommend adoption of the resolution; motion passed 4-0. 2. The resolution approving agreement with County for the City's Household Hazardous Waste Education Proara raah P under Ba kground, Bradley. Corrections noted: Page 1, p g P the following was deleted: "most of which ends up at the Otay landfill." Page 14, No. 6, line 1 should be "...the County's HHMP program..." After a brief discussion, it was MSUP (Myers/Hall) to recommend adoption of the resolution; motion passed 4-0. 3. Correction on Page 1, p "that" in line 5. Clarification given on comments from Myers regarding: the multi- family versus single family recycling collection bins; use of recycling stickers for collection; Laidlaw's handling of single family waste and multi-family collection still out for bid; noted that recycling is still on a volunteer basis at this time. xracha suggested changing the title name to include "greens". Athena noted that "industrial" was already replaced with the new title being "Commercial, Greens and Multi-Family Recycling Program." Further suggestions: permit be issued for at least three years for competitive bidding rather than two; Page 4, No. 1 under Alternative Options, reword to possibly read: "there would be no competition between haulers after the bid..."; Page 5, Paragraph Page 2 1 is unclear and too wordy; Page 5, No. 2, the geographical areas be split differently with only one hauler; Page 9, one bidder to do all the hauling; in favor with the pilot project. Athena stated a final draft of this proposal will be redone and sent to commissioners. Comments should go directly to her for presentation to the council at its next meeting. It was then moved and seconded (Hall/Kracha) to recommend acceptance of the proposed recycling report. An amendment was made (Myers/Ghougassian) that there not be additional haulers than what is presently in existence to single family residential areas; motion failed 1-3 (Aye: Myers; Nos: Kracha, Ghougassian, Hall). P. vote was taken on the original motion; motion failed 3-1 (Ayes: Kracha, Ghougassian, Hall; No: Myers). 4. Review of Negative Declaration IS-93-17 and IS-93-19, the National University/LCP Amendment No. 11. After a brief discussion on the proposal and conditional use permit on this item, it was moved and seconded (Hall/Ghougassian) to recommend adoption of the Negative Declaration; motion failed 3-1 (Ayes: Hall, Ghougassian, Kracha; No: Myers). CHAIRMAN'S COMMENTS: A workshop/training of new commissioners is deferred until new members can be present. Kracha requested Tony Liu, Coordinator for the Earth Day event on January 23, make a brief presentation. STAFF REPORT: Schedule for review of the Otay Ranch project: • January 15 - County Dept. of Land Use • January 27 - Chula Vista Council Chambers, 5-7 p.m. • January 29 - County Dept. of Land Use • Joint Hearings (Supervisors, Planning Commission) in February Discussion on Otay Ranch will be held at the January 25 meeting. o n~.rh' 1 '~~^..,: '%=il be Jan::ary 12. COMMISSIONER'S COMMENTS: Myers commented on the amount of reading material presented to commissioners and insufficient time allowed to review all documents. Suggested a new meeting time be discussed with all members present. ADJOURNMENT: It was MSUP (Hall/Myers) to adjourn the meeting.
