CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:04 p.m. by
Chairperson Hall. City Staff Environmental Review Coordinator Doug Reid called roll. Present:
Commissioners Fox, Johnson and McQuade. Absent: Ray, Kracha and Ghougassian.
APPROVAL OF MINUTES: It was MSUP (Fox/McQuadel to approve the minutes of September
23, 1991 with the following corrections:
Page 2, No. 5, second sentence should read: "A motion was made and seconded to
suspend any recommendations..."
Item B: The following sentence should be clarified and listed under Staff Report: "It was
also noted that it is the only unzoned area in the city." (The area in question is the
property on 2nd Street next to the KOA facility).
Item C: The last sentence should read: "Discussion followed with a motion being passed
4 to 3 to recommend it not be amended."
Under Staff Report, the first sentence is corrected to read: "Doug Reid mentioned regular
scheduled meetings for October, with November and December meetings the first 3
Mondays in each month.
NEW BUSINESS:
1. Several guests were present to speak on the Auto Park EIR. Mary Donovan, P & D Tech
reported on the findings of the impacts of the EIR with respect to the traffic, land use,
noise, sewer, sciences, etc. She answered questions of the commission.
Sid Morris, Assistant City Manager stated the car dealers have decided no test drives
would be conducted in the residential areas, but on the loop of the project, Otay Valley
Road and/or the freeway.
Hal Rosenberg, Engineer, related that a signal light is scheduled for the intersection at
Brandywine but not Oleander. Much discussion was held on the traffic impact.
Commissioner Hall was concerned about the monitoring of the noise levels of the trash
trucks in the area of Brandywine. Regarding the drainage of gas, water, etc. from the
businesses in the area, it is noted that monitoring of the sewer is done after every major
storm. Air quality and public transportation was also questioned.
It is suggested the EIR consider that both the walls and bays face each other, with the
bays facing south, and be mitigated to protect the project from wildlife and to keep the
noise level from spreading outside the complex.

Teresa Aland represented Indwellers, dealing with the recycling of waste. The business
is looking for contiguous land to build an infrastructure of agricultural sites to recycle the
waste by composting. They propose that traffic could be mitigated by stopping at their
fill for recycling, instead of going through the project to the landfill site further east.
Since the only mitigation measure would be to move the project, Ms. Aland requested the
EIR consider looking for other continuous agricultural land sites for recycling.
It was MSUP (Fox/McQuadel to recommend certification of the EIR.
2. Doug Reid reported the October 14 special meeting on the Scripps Project was canceled.
3. The Code Amendment was reviewed and approved and is now going to the City Council.
4. Items for the Planning Commission Agenda for the meeting of October 9, 1991 were
reviewed and included the following:
PCM:92-08: Amended Growth Management Implementation -Staff recommendation is
approval; no action by Commission.
Variance ZAV-92-04: Request to reduce front yard setback - Haber - Staff
recommendation is approval; no action by Commission.
PCM-92-01: Amendment to Rancho del Ray Specific Plan -Staff recommendation is
approval; no action by Commission.
CUP PCC-92-1 : Expand amusement park -Staff recommendation is approval; no action
by Commission.
COMMUNICATION: Teresa Aland was reintroduced. She presented the Commission with a
handout on Indwellers and the request for agricultural land sites.
STAFF REPORT: Doug Reid handed out a memo to the Commission.
COMMISSIONER COMMENTS: Commission Fox pointed out that in Section 2.32.040-E of the
duties of RCC, "The commission may recognize individuals or groups in the community who have
implemented notable measures to foster the purpose, intent and goals of this chapter." He
suggested that at the next meeting, commissioners be prepared to submit names to the city
council who could be honored at the Awards Banquet.
ADJOURNMENT: The meeting was adjourned by Chairperson Hall at 7:29 p.m.
