CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:03 p.m. by
Chairperson Hall. Present -Commissioners Fox, Johnson, McQuade and Kracha. Absent: Ray
and Ghougassian.
APPROVAL OF MINUTES: It was MSUP (Kracha/Fox) to approve the minutes of January 6,
1992 with one correction: Under Commissioner's Comments, the statement should read: "Hall
commented on the Star New article about the dissention of voting for Environmentalist of the
Year award. It should be pointed out that this article was written in error."
NEW BUSINESS:
A. Athena Bradley reported on the Mandatory Recycling Ordinance. Comments by Kracha
were made to include Edco into the program. Johnson asked if there were any incentives
for commercial businesses to carry recyclable products. It was MSUP (Fox/McQuade) to
recommend that the City Council adopt the Mandatory Recycling Ordinance.
B. Duane Basil, Planning Dept, reported briefly on the Salt Creek Ranch EIR as the
Environmental Consultant was unavailable for this meeting. McQuade questioned the
greenbelt area of the project. Questions were raised on the Transportation Phasing Plan
as it relates to the traffic, air quality and the issue of the noise contours and noise levels,
which was not adequately addressed. It was moved and seconded (Fox/McQuade) to
recommend certification of the Supplemental EIR; Kracha amended the motion to
recommend certification of the EIR with the exception that the noise levels must be
mitigated; Fox withdrew his original motion. A discrepancy was found in that noise
levels set by the City Ordinance is at 55, however the project indicates it exceeds 60 and
65. The motion was then made lFox/Kracha) to recommend certification of the
supplemental EIR subject to compliance of mitigation of noise levels according to the
Chula Vista Municipal Code; motion carried unanimously.
Commissioner Johnson left the meeting at 7:36 p.m.
Mr. Basil believes that the direction from City Council is that RCC take action on the air
quality improvement and water conservation elements of the EIR. It was requested that
information on these items be reported by Staff with a clarification of duties in writing.
3. Comments were made on Negative Declaration IS-91-22: Kracha questioned the wording
on Page 5 of "extent feasible" as it relates to using new water. McQuade commented
on the term "no net increase," as there is no policy regarding water use. Hall remarked
that water (toxins) will be going into the sewer system and through the bay, as there are
no requirements on catch basins for recycled/reclaimed water. Kracha noted IS-91-13
made unspecific reference to "health concerns." Hall indicated IS-92-12 was also unclear
in its reference to "objectionable odors."

It was moved and seconded (Fox/McQuadel to table the item on Negative Declarations
IS-91-22, IS-91-12 and IS-91-13 to a special meeting before the workshop on January
27 as one action item with information from staff regarding the above comments; motion
carried unanimously.
IS-92-09: It was MSUP (Fox/Kracha) to recommend approval of the mitigated negative
declaration.
4. Discussion of Public Hearing on EIR's is continued to the next regular meeting. It was
suggested that perhaps RCC could have joint meetings with the Design Review
Committee to eliminate the need for extra meetings.
5. Items for the Planning Commission Ayenda for the meeting of January 22, 1992 were
reviewed and included the following:
Final EIR 91-02; Staff recommendation is approval; no action by Commission.
GPA-91-04 andPCZ-91-F; Staff recommendationisapproval;noactionbyCommission.
COMMUNICATIONS
Teresa Aland from Indwellers handed out a Recycling Market Development Plan and a
copy of the memo being sent to the Planning Department.
COMMISSIONERS COMMENTS
Kracha requested a presentation by Staff of the conversion of fleet vehicles from diesel
and gasoline to natural gas.
Hall and McQuade questioned whether RCC comments were included on the Bay Front
report.
ADJOURNMENT:
The meeting was adjourned by Chairperson Hall at 8:27 p.m.

CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order with a quorum at 6:08
p.m. by Chairperson Hall. Staff person Barbara Reid was present. Commissioners Present:
Johnson, McQuade, Hall, Kracha and Ghougassian. Absent: Ray. Fox arrived at 6:12 p.m.
Comments were made on Negative Declaration IS-91-22, with no presentation by Staff. Hall
noted that there were no requirements for catch basins for toxins (from grease, oils, etc.) going
into the sewer system. McQuade noted the vagueness of terms "no net increase in water
consumption" and in reference to using new, reclaimed or recycled water, the term, "to extent
feasible." Questions were raised on the use of additional water in light of the present drought
situation. General discussion was held on IS-91-22, IS-92-12 and IS-92-13.
After discussion, it was moved and seconded (Fox/McQuade) that whereas RCC met to consider
the above Neg Decs which was postponed to this meeting for more information and did not
receive it, recommends for the Code Amendment that car washes should have catch basins, use
no additional water and have a no net increase policy; no vote. Motion withdrawn by Fox.
After brief discussion, it was again moved and seconded (Fox/Hall) that whereas RCC met to
consider IS-92-12 and voted to have it postpone until today; whereas we did not receive the
information today; Therefore, the RCC recommends adoption of Negative Declaration IS-92-12
provided the three items are addressed; no vote. Motion withdrawn by Fox.
It was moved and seconded (Fox/McQuade) that the Code Amendment have a provision made
for a catch basin for car washes; motion withdrawn by Fox.
After further discussion, it was then moved and seconded (Kracha/Fox) to recommend adoption
of IS-92-12; 5-1, no: McQuade. It is further requested that Council recommend that each
application be reviewed as per run-off, water usage and recycled/reclaimed water as it pertains
to the Code Amendment.
IS-92-12 and IS-92-13: A brief discussion was held on these two negative declarations. It was
then MSUP (Fox/Ghougassian) to forward the following notes to the Planning Commission with
RCC's decision to be delayed until Council address the issues of IS-92-12 regarding the Code
Amendment.
• Staff to answer questions on drainage of the master plan in City engineering standards.
• Clean Water Act -does it state anything on what matters can be dumped into the
sewers?
• What is the City policy of "no net increase" of water usage?
NOTE: The next meeting is a special workshop on the San Miguel EIR, and not a special
meeting.
The meeting was adjourned by Chairperson Hall at 7:16 p.m.
