RESOURCE CONSERVATION COMMISSION

MEMBERS PRESENT: Chairman Taylor, Commissioners Griffin, Hernandez and Hodson
MEMBERS ABSENT: Vice Chairman Augustine (excused)
CITY STAFF PRESENT: Environmental Review Coordinator Reid
1. APPROVAL OF P1INUTES - MSCU (Griffin/Hernandez...(4-0) to approve the minutes of
November 16, 1981 as mailed except for a correction of Item 2.(a)(3) to read
from "high density" to "lower density."
Commissioner Griffin suggested the deletion of arrival time in the minutes.
Chairman Taylor explained the procedure and reasons for the arrival time to
remain in the minutes. (No Commission action taken.)
2• UNFINISHED BUSINESS•
(a) Eastlake Planned Community
Chairman Taylor said the concerns he had heard voiced would be the ability
physically to handle the project and that the roads, traffic, school
districts are not prepared to handle the impact of the project.
Mr. Reid pointed out that a traffic study had been done and that the land
use assumptions that went into the generation of traffic were taken from
the Chula Vista General Plan.
Density, sewage, time span of project, state-of-the-art 20 years from now,
were also discussed.

NEW BUSINESS:
(a) Commissioner Griffin commented on a need of a local auto oil waste disposal -
many people are disposing of it by dumping it down sewer drains.
Mr. Reid commented that the County is putting in a recycling facility at
Otay, and should be operational in about 4 months.
(b) Preparation of 1982-83 gud ec~t
Board members approved the draft of the budget with the addition of $25.00
for "Organizational Membership in the Chula Vista Historical Society."

COP1MUNICATIONS:
(a) Chairman Comments - Chairman Taylor commented on SANDER. He cited the
possible problems of odor and pollution and the fact that National City
found it undesirable to the city's image. He stated he had no objection
to the project, but disapproved of it being located at the Marina.
Commissioner Hernandez expressed her opposition of having it in Chula Vista.
(b) Commissioner Hodson asked if Resource Conservation Commision meetings
could be held earlier in the day. Some Commissioners could not make
the meetings if they were held earlier in the day. (No Commission
action taken.)
(c) Staff Comments - Mr. Reid stated it has been proposed that Our House
be moved because an office building is going in at that location. He
also discussed the Price Company and the fact that the mall was deleted and
they are now considering a Price Bazaar.
No dinner/workshop meeting is scheduled for the month of February, 1982.
