RESOURCE CONSERVATION COMMISSION
CITY OF CHULA VISTA, CALIFORNIA
April 19, 1982 Conference Rooms 2 & 3, Public Services Building 5:30 p.m.
MEMBERS PRESENT: Chairman Taylor, Commissioners Griffin, Hernandez, Hodson,
Stokes, Weaver
MEMBERS ABSENT: Vice Chairman Augustine (Excused)
CITY STAFF PRESENT: Environmental Review Coordinator Reid
ALSO PRESENT: Mrs. "Gene" Weaver
1. SPECIAL ORDER OF THE DAY - Ms. Shauna M. Stokes and Mr. "Gene" J. Weaver, newly
appointed Commissioners, were introduced and welcomed.
2. ROLL CALL - Members present constituted a quorum for the transaction of business.
3. APPROVAL OF MINUTES - MSUC (Hodson/Griffin) to approve the minutes of the
regular meeting of April 19, 1982.
4. UNFINISHED BUSINESS:
(a) Eastlake Planned Community
Environmental Review Coordinator Reid briefed Commission members on the
General Development Plan and the General Plan Amendment. Most of the
project involved various residential densities, sports facilities, schools
and parks, churches and commercial centers. Mr. Reid mentioned that at the
last Planning Commission meeting they were considering the final Environ-
mental Impact Report, the findings in reference to the feasibility of
mitigation of adverse environmental impacts and the project itself. Hours
before that, Cadillac Fairview Homes West brought in a revised development
plan. One of the major changes involved proposed school sites which meant
those changes should be reviewed by the Board of Education prior to any
action by the Planning Commission. Therefore, the Planning Commission
continued the item until May 19, 1982, at which time they will be making
recommendations to the City Council.
5. NEW BUSINESS:
(a) Status of Greg Rogers and Our House
It was noted that Our House had a fire. Consequently, investigations
are underway as to damage of structure.
Greg Rogers House was originally studied to be moved to Greg Rogers Park
but now there is a question if that was feasible. It was also
suggested to be moved to Sweetwater Regional Park, but has not as yet
been evaluated.

6. COMMUNICATIONS:
(a) Chairman Comments - Again, welcomed the new Commissioners.
Chairman Taylor suggested we 9o aver the environmental review procedure
for our new Commissioners. Mr. Reid commented there would probably be
a change and they would be streamlining the process.
(b) Commission Comments - None
(c) Staff Comments -Solar Access Ordinance
for. Reid distributed background information on solar access. He said
the Energy Conservation Team will be meeting in order to draft an
ordinance. The ordinance will be sent to building industry, solar
rights groups and developers that are active in our area. This will
be referred to the Commission for public input in June or July.
Mr. Reid advised the Commission that money was available for a field
trip and/or a dinner workshop.
(d) Public Remarks - None
7. ADJOURNMENT - adjourned the meeting at 6:30 p.m. to the regular scheduled
meeting on Monday, May 17, 1982 at 5:30 p.m.
