MEMBERS PRESENT: Chairman Taylor, Vice Chairman Augustine, Commissioners Griffin,
Hernandez, Stokes, Weaver
MEMBERS ABSENT: Board f4ember Hodson (Excused)
CITY STAFF PRESENT: Environmental Review Coordinator Reid
1. CALL MEETING TO ORDER:
Chairman Taylor called the meeting to order at 5:32 p.m.
2. ROLL CALL - Members present constituted a quorum for the transaction of business.
3. APPROVAL OF MINUTES - f1SUC (Griffin/Weaver) approved the minutes of the regular
meeting of June 21, 1982 (Chairman Taylor abstained due to his absence from
that meeting).
4. OLD BUSINESS:
(a) Status of Historical Site Signs
Mr. Reid presented to the Board Members an example of a proposed design for
historical site signs which are to be placed at designated historical homes.
Size, wood, Banner colors were discussed with emphasis on contrasting colors
for the overall design of the signs. Chairman Taylor requested staff to
consult with the sign company and obtain color samples and then present them
at the Workshop meeting scheduled in August.
5. COMMUNICATIONS:
(a) Chairman Comments - None
(b) Commission Comments -
Commissioner Stokes asked when the recycling plant started and it was
reported to begin July 1, 1982.
A brief discussion was held on the SANDER project in regard to concerned
citizens. Mr. Reid told Board Members a supplemental EIR would be forth-
coming on the SANDER project.
Commissioner Weaver volunteered to explore the possibility of adding other
historical homes to be designated as historical sites. Mr. Weaver is
planning to publish the criteria in the Star News for solicitation.
Mr. Reid informed the Commissioners that approximately 800 copies of
Chula Vista's Booklet of Historic Sites was in the print shop to be
printed for distribution to the Chamber of Commerce, Chula Vista Historical
Society and homeowners.
(c) Staff Comments - Mr. Reid distributed a Council Agenda Statement with
attachments on a Public Hearing for consideration of proposed Eastlake
General Plan Amendment and Eastlake Planned Community Zone. Mr. Reid
told the Commissioners that the revised plan was a new proposal known
as Phase I of the original Eastlake Planned Community with the north-
south transportation corridor relocated to the west side of the property.
He said the population was cut to one third; there would be open space/
parks ,two elementary schools and on high school/junior high school
combination, and various accesses the the proposed community. He also
told the Commission that the City Council gave tentative approval to
Phase I.
(d) Public Remarks - None
ADJOURNP1ENT - Chairman Taylor adjourned the meeting at 6:32 p.m. to the
regular scheduled meeting on P4onday, August 16, 1982 at 5:30 p.m.
