RESOURCE CONSERVATION COMMISSION
CITY OF CHULA VISTA, CALIFORNIA
August 16, 1982 Conference Rooms 2 & 3, Public Services Building 5:30 p.m.

ALSO PRESENT: Mr. & Mrs. F. Kohl, Mr. Billy I. Gentry, Mr. & Mrs. Ernest Matteis
and Mr. Manuel L. Wallace
1. CALL MEETING TO ORDER:
Chairman Taylor called the meeting to order at 5:35 p.m.
2. ROLL CALL - Members present constituted a quorum for the transaction of business.
3. APPROVAL OF MINUTES - MSUC (Weaver/Hernandez) approved the minutes of the regular
meeting of July 19, 1982.
4. OLD BUSINESS:
(a) Consideration of proposed plaque and picture - 166 Third Avenue
Mr. Billy Gentry presented a proposal for a plaque and a photograph of a
Queen Anne style Victorian house constructed in late 1800s to be placed in
the meeting room of condominiums (Gentry Villas Ltd.). Discussion ensued as
to the criteria for a house to be designated as a historical site. The
Commission examined the photograph of the house and Commissioner Weaver
suggested that the photograph be retouched.
MSUC (Weaver/Hernandez) accept the proposal and approve the plaque and
photograph. The photograph is to be retouched at owner's expense.
(b) Review of Historical Site Signs
Mr. R. L. Nilson presented examples of color rich wood stain finishes;
explained sandblasting procedures, stain & clear coating, silk screening,
color of lettering, color of historic site number on the ribbon, size to
be 12" x 18" and stated the signs should last at least 5 years depending
on location, etc.
MSUC (Stokes/Weaver) accept the design color layout as presented by
Mr. R. L. Nilson.

Further discussions followed concerning the mounting of the historical site
signs as to mounting them on the individual buildings or putting them on
the property grounds like a monument sign.
MSUC (Weaver/Hernandez) the placement of each sign should be flexible and
would be judged on the merits on where it would look best insofar as the
individual site and that the owners and the Commission have the opportunity
to approve placement.
5. NEW BUSINESS:
Chairman Taylor told the Commission that he received a phone call from
Mrs. Ernest Matteis requesting the support of the Commission in saving
the Victorian Era house located at 166 Third Avenue. P1rs. Matteis presented
the problems she had encountered in relocating the house from 166 Third
Avenue to their property at 644 Second Avenue. A problem of trimming of
approximately 8 pepper trees along the moving route has arisen.
MSUC (Stokes/Hernandez) to support Mrs. Matteis in moving and preserving
the historical structure, including full support for trimming the trees.
6. COMMUNICATIONS:
(a) Chairman Comments - Particularly happy to see private parties trying
preserve buildings as historical sites.
(b) Commission Comments - Commissioner Weaver presented a draft letter to
be sent to the Chula Vista Star News for the Commission's review and
comments. The letter is requesting assistance of City residents to
help determine historical site eligibility.
(c) Staff Comments - Environmental Review Coordinator Reid told the
Commission that Eastlake is going to the Planning Commission on
Wednesday, August 18th and to the City Council on August 24, 1982.
(d) Public Remarks - None.
7. The Workshop meeting for September 6, 1982 is cancelled since it is a
holiday.
8. ADJOURNMENT - Chairmant Taylor adjourned the meeting at 6:38 p.m. to the
regualr scheduled meeting on Monday, September 20, 1982 at 5:30 p.m.
