HomeMy WebLinkAboutRCC MIN 1982/10/25MINUTES OF A REGULAR MEETING RESOURCE CONSERVATION COMMISSION CITY OF CHULA VISTA, CALIFORNIA September 20, 1982 Conference Rooms 2 & 3, Public Services Building 5:30 p.m. ---------------------------- - ------------ MEMBERS PRESENT: Chairman Taylor, Commissioners Hernandez, Stokes, Hodson, Griffin, and Weaver P4EMBERS ABSENT: Vice Chairman Augustine (Excused) CITY STAFF PRESENT: Environmental Review Coordinator Reid ALSO PRESENT: Mr. John Rojas, Jr., President of the Chula Vista Historical Society 1. CALL MEETING TO ORDER: Chairman Taylor called the meeting to order at 5:35 p.m. 2. ROLL CALL - Members present constituted a quorum for the transaction of business. 3. APPROVAL OF MINUTES - MSUC (Stokes/Weaver) approved the minutes of the regular meeting of August 16, 1982 4. OLD BUSINESS: Mr. Weaver presented a retouched photograph of the historical house at 166 Third Avenue. The Commission accepted and were pleased with the photograph. The Commission reviewed Commissioner l~leaver's letter to be sent to the Star News requesting assistance of City residents in identifying and assessing historical sites for possible inclusion in the City Historical Site Register. MSUC (Hernandez/Stokes)to accept Mr. Weaver's letter for forwarding to the Star News Mr. John Rojas, Jr., President of the Chula Vista Historical Society, showed historical photographs to the Commissioners. He also invited them to attend an exhibit of memorabilia at the Chula Vista Public Library on September 24 & 25, 1982. for. Rojas, on behalf of the Chula Vista Historical Society, thanked the Commission for their help and financial support. The Commissioners thanked Mr. Rojas for is exceptional work and contribution to the Society. 5. COMMUNICATIONS: (a) Chairman Comments - Chairman Taylor thanked Mr. Weaver for his excellent job in having the photograph for the historical house retouched. Chairman Taylor announced that Vice Chairman Augustine may be resigning. RESOURCE CONSERVATION COMPgISSION MINUES OF September 20, 1982 Page 2 (b) Commission Comments - Commissioner Stokes stated she attended a meeting sponsored by the Southern California Hazardous Waste Management Project. She informed members that Chula Vista was listed as a potential site fora treatment and transfer facility, with the Otay landfill as a possible site. She explained that hazardous wastes are such common household items as paint, insecticides, oven cleaners, petroleum products, etc. It was noted that many concerned citizens were against the project as well as the Sander project. (c) Staff Comments - Environmental Review Coordinator Reid distributed an Environmental Impact Report (EIR-79-6(B) which addressed the proposed relocation of Rayne Water Systems and UPO Fluid Systems waste treatment operations from its existing location at the Bay and F Street to a new location on City-owned property near the Bay end of J Street. Mr. Reid also told the Commission the City is eliminating the Environ- mental Review Committee and proposing that the duties be transferred to the Environmental Review Coordinator. (d) Public Remarks - None. 6.
