RESOURCE CONSERVATION COMMISSION
CITY OF CHULA VISTA, CALIFORNIA
September 19, 1983 Conference Room 1, Public Services Building 5:30 p.m.
MEMBERS PRESENT: Chairperson Stokes, Vice Chairman Griffin, Commissioners Taylor,
Hernandez, Hodson, Weaver and Fox
MEMBERS ABSENT: None
CITY STAFF PRESENT: Environmental Review Coordinator Reid
ALSO PRESENT: Shirlee Smith, SDG&E; Bess Pocklington; Pat Barajas
CALL MEETING TO ORDER:
Chairperson Stokes called the meeting to order at 5:31 p.m.
2. ROLL CALL - Members present constituted a quorum for the transaction of business.
3. APPROVAL OF MINUTES - MSUC (Taylor/Hernandez) to approve the minutes of the
regular meeting of August 15, 1983
4. OLD BUSINESS:
Chairperson Stokes opened the meeting for discussion on a report to City Council
regarding the Air Pollution Control District Report on Emissions of small
particles by SDG&E. Issues discussed were: the impacted area was closest to
the power plant; there is no substantial proof of health and property damage;
people could be sensitive to soot; it is more of a nuisance factor in a special
area; should further tests be made and what is SDG&E's responsibility in meet-
ing all the requirements in determining the health consequences as a result
of the plant emissions.
(Commissioner Fox arrived at 5:50 p.m.)
MSUC (Griffin/Taylor) to submit report to City Council with an additional
paragraph added to draft.
5. NEW BUSINESS: ELECTION OF CHAIRMAN, FY 1983-84
It was noted for the record Chairperson Stokes accepted full time City employ-
ment and therefore submitted her letter of resignation effectively immediately.
Nominations were opened for the position of Chairman. Commissioner Taylor
nominated Commissioner Weaver and Commissioner Hernandez seconded the motion.
There being no further nominations, Commissioner Weaver was elected Chairman
by acclamation. Former Chairperson Stokes abstained from the motion.

6. COMMUNICATIONS (PUBLIC REMARKS/BOARD MEMBER COMMENTS/WRITTEN CORRESPONDENCE)
Commissioner Stokes commented she enjoyed her short term of office and
wished all Commissioners continued success.
Commissioner Taylor discussed the Bayfront development and the role that
the Resource Conservation Commission has in making recommendations.
7. ADJOURNMENT - Chairman Weaver adjourned the meeting at 6:10 p.m. to the
regular scheduled meeting on Monday, October 17, 1983.
