RESOURCE CONSERVATION COMMISSION
CTTY OF CHULA VISTA, CALIFORNIA
November 21, 1983 Conference Room 1, Public Services Building 5:30 p.m.
MEMBERS PRESENT: Vice Chairman Griffin, Commissioners Taylor, Hernandez,
Hodson and Fox
MEMBERS ABSENT: None
CITY STAFF PRESENT: Environmental Review Coordinator Reid
Administrative Analyst Stokes
ALSO PRESENT: Students from Chula Vista High School
1. CALL MEETING TO ORDER:
Vice Chairman Griffin called the meeting to order at 5:41 p.m.
2. ROLL CALL - Members present constituted a quorum for the transaction of business.
3. APPROVAL OF MINUTES - MSUC Taylor/Hodson (5-0) to approve the minutes of the
regular meeting of October 17, 1983
4. NEW BUSINESS:
(a) The Commission was given a narrative and supporting descriptive materials on
three Community Block Grant Programs: Project BG# 122, Economic Development
Fund (Brandywine Waterline); Consultation Under 36 CFR 800.4 (a) Housing
Rehabilitation and Harborside Area Drainage Improvements.
MSUC Taylor/Hodson (5-0) to accept the recommendations and they did not see
any historic or archeological problems.
(b) Review of EIR 84-2, Morgan/Gardner Apartments
Environmental Review Coordinator Reid explained that Morgan & Gardner made
application for approval of a 376 unit apartment complex which is to be
located in the lower portion of the Sweetwater Basin. He also presented
a conceptual landscape plan. Controversial issues ensued.
MSUC Taylor/Hodson (5-0) to accept the EIR with the following concerns:
Close proximity to freeway and the noise level for the residents; traffic
close to an elementary school; impact of traffic on "E" Street and Bonita
Road; density of project and the removal of trees.
(c) Election of Chairman, FY 1983-84
Nominations were opened for the position of Chairman. Commissioner Hodson
nominated Vice Chairman Griffin to be Chairman and Commissioner Taylor as
Vice Chairman. Commissioner Hernandez seconded the motion. There being no
further nominations, Commissioner Griffin was elected Chairman and Commissioner
Taylor as Vice Chairman by acclamation.

(d) Environmental Review Coordinator Reid gave the Commissioners and EIR
Draft on the proposed Otay Valley Road Redevelopment Plan and Project
Area to be discussed at the next meeting.
5. COMMUNICATIONS PUBLIC REMARKS/BOARD MEMBER COMMENTS/WRITTEN CORRESPONDENCE
None
6. ADJOURNMENT - Chairman Griffin adjourned the meeting at 6:45 p.m. to a
rescheduled regular meeting on Monday, December 5, 1983 and then proceed
to a Dinner Workshop.
