RESOURCE CONSERVATION COMMISSION
CITY OF CHULA VISTA, CALIFORNIA
January 16, 1984 Conference Room 1, Public Services Building 5:30 p.m.
MEMBERS PRESENT: Chairman Griffin, Vice Chairman Taylor, Commissioners
Hernandez and Hodson
MEMBERS ABSENT: Commissioner Fox - excused

1. CALL MEETING TO ORDER:
Chairman Griffin called the meeting to order at 5:35 p.m.
2. ROLL CALL - Members present constituted a quorum for the transaction of business.
3. APPROVAL OF MINUTES - MSUC Griffen/Hernandez (4-0) to approve the minutes of the
rescheduled regular meeting of December 5, 1983.
4. NEW BUSINESS:
The Commission was given a narrative and supporting descriptive materials on
17 Community Block Grant Programs: 1570 Citrus Way; 577 Davidson; 135 Cedar Ave.;
209 Seavale; 352 Broadway; 4 Broadway; 701 "D" St.; 676 W. Manor Dr.; 605 Colorado;
824 Madison; 331 Brightwood; 885-B Riverlawn; 988 Guatay; 1033 Helix; 317, 517, 561
"D" Street.
The City of Chula Vista Community Development requested assistance in identifying
the presence of any historic or archiological resources in the impact area.
Analyst Stokes presented the Commission with pictures of the single family dwell-
ings built before 1940. Commission concurred that the SFD did not appear to be
of historical value.
MSUC Taylor/Hodson (4-0) to approve the project sites with 3 additional sites
added: 352-H 11 Broadway; 167 Cypress and 443 Marietta.
5. STAFF COMMENTS:
Environmental Review Coordinator Reid reported on status of initial studies and
Environmental Impact Reports on the following projects:
SNUG HAVEN - Condo project on "K" St. between 3rd & 4th Avenues. BONITA GLENN -
Specific location south side of Denny's restaurant. There is concern about traffic
impact, a study is being made and report should be ready in 6 to 8 weeks.
EL MATADOR - There is a proposal to move the structure from National City to
Palomar and Third, near Handyman. Propose to build an office lower floor and
restaurant on 2nd floor. METRO CAP - Propose sale of our capacity in the metro
sewer system to Otay Municipal Water District.

OTAY VALLEY ROAD - North side, propose changing from heavy industrial to
limited industrial-a down zone. S.D. COUNTRY CLUB - Southeast corner of
Country Club adjacent to neighborhood shopping center, propose changing
from park area and prezoning to R-3-P-20 (construct approximately 120 condos).
Have received many comments from neighbors, they want an EIR. SUN COAST -
between I and J Sts. on Third Ave., propose a small 20-space parking lot
primarily for use of Eye Physicians & Sun Coast. EL RANCH DEL REY -both
this and Eastlake tracking fora late February or early March Public Hearing.
Area designated for commercial schools, etc. Changes will probably result
in controversy. EASTLAKE I, cover the entire area prezoned PC, the review
will be extensive. MORGAN/GARDNER is completed. Final action by City Council
will be 1/17/84. OTAY ELECTRIC GENERAL STATION - two generating systems will
go to four at a later date. CHULA VISTA WOODS - proposed 114 SFD (Manufacturer
housing). Big change since original EIR, there will be an additional EIR.
TERRA NOVA - south side of "H", proposed apartments, senior citizen housing,
Terra Nova Plaza and park & ride lot. Status - refining plans.

ADJOURNMENT - Chairman Griffin adjourned the meeting at 6:30 p.m. to a Workshop
Meeting on February 6, 1984 and a rescheduled regular meeting on Monday,
February 27, 1984.
