HomeMy WebLinkAboutRCC MIN 1984/13/19MINUTES OF A RESCHEDULED REGULAR MEETING RESOURCE CONSERVATION COMMISSION CITY OF CHULA VISTA, CALIFORNIA February 27, 1984 Conference Room 1, Public Services Building 5:30 p.m. MEMBERS PRESENT: Chairman Griffin, Vice Chairman Taylor, Commissioners Hernandez, Hodson, Donovan and Edwards MEMBERS ABSENT: Commissioner Fox - Unexcused CITY STAFF PRESENT: Environmental Review Coordinator Reid ALSO PRESENT: Mayor Cox SPECIAL ORDER OF THE DAY - Ms. Peggy Donovan and William Edwards, newly appointed Commissioners, replacing Commissioners Weaver and Stokes, were introduced and Hael corned. 2. CALL MEETING TO ORDER: Chairman Griffin called the meeting to order at 5:35 p.m. 3. APPROVAL OF MINUTES - MSUC Hodson/Taylor (6-0) to approve the minutes of the regular meeting of January 16, 1984 4. OLD BUSINESS: (a) Status of Greg Rogers House Environmental Review Coordinator Reid stated that alternate sites were being considered to move the Greg Rogers house to Friendship Park or Eucalyptus Park. Mayor Cox presented a staff report and site plan to the Commissioners for the proposed move of the Greg Rogers house to Friendship Park on the Library grounds. He stated he felt it should be fairly close to the Library if it is to be used as a museum and that the Chula Vista Historical Society would manage the museum. The only drawback was he did not want additional houses placed on the grounds at the Library. For long term planning, there could be a possibility of creating Heritage Row on the easterly side by Garrett Avenue. He also felt there would not be a need fora parking lot. Individuals would be able to use the parking lot at the Library. Chairman Griffin told Commissioners he will be attending the City Council meeting as an individual and was in favor of the Greg Rogers house being located near the Library. MSUC Taylor/Hernandez (6-0) to support staff recommendations on moving the Greg Rogers house to Friendship Park and exclude a parking lot. RESOURCE CONSERUATION COMMISSION MINUTES OF February 27, 1984 Page 2 (b) Delegate to Serve on AdHoc Committee Task Force on Environmental Concerns Mayor Cox apologized on behalf of the City Council for requesting the Commission serve on this Task Force at such a late date. The City Council has requested that the R.C.C. provide an ex-officio member to serve on the Committee. MSUC Taylor/Donovan (6-0) that Commissioner Hodson be the ex-officio member and Chairman Griffin serve as an alternate member. 5. NEW BUSINESS: (a) Workshop for Commissioners - March 21 & 22, 1984 Mr. Reid explained that this was an annual specialized training session for all members of City Boards, Commissions, Committees and that it would be very helpful in becoming more effective as members of the Commission. (b) Approval of Budget Reguests, Fiscal Year 1984-85 MSUC Taylor/Hodson (6-0) to accept staff's recommendations of Budget Requests as prepared. (c) Informational Meeting on Conflict of Interest Mr. Reid told the Commissioners that he would present a film on this subject at the next scheduled workshop meeting. 6. COMMUNICATIONS (PUBLIC REMARKS/BOARD MEMBER COMMENTS/WRITTEN CORRESPONDENCE None 7.
