RESOURCE CONSERVATION COMMISSION
CITY OF CHULA VISTA, CALIFORNIA

MEMBERS PRESENT: Chairman Griffin, Vice Chairman Taylor, Commissioners Fox
Hernandez, Hodson and Donovan
MEMBERS ABSENT: Commissioner Edwards (Unexcused)
CITY STAFF PRESENT: Environmental Review Coordinator Reid and Housing
Rehabilitation Specialist Jones
ALSO PRESENT: Sonnie & Lee Burch, 614 Second Avenue, Chula Vista, CA
1. CALL MEETING TO ORDER:
Chairman Griffin called the meeting to order at 5:40 p.m.
2. ROLL CALL - Rlembers present constituted a quorum.
3. APPROVAL OF MINUTES: MSUC Tavlor/Hernandez (5-0) to approve the minutes of
resc eduled meeting of May 7, 1984. (Commissioner Hodson abstained due to
lack of attendance)
4. OLD BUSINESS:
Status of Greg Rogers Home
Chairman Griffin stated as background, this subject was discussed at a
Resource Conservation Commission Workshop with various interested individuals
in attendance. He noted that five different sites were investigated by the
City which had too many problems for the relocation of the Greg Rogers house.
P1r. & Mrs. Burch of 614 Second Avenue expressed an interest in acquiring the
house to preserve and restore and relocate the house to their property to be
used as a private residence. They told the Commission they would hire Marc
Tarasuck & Assoc. as a consulting firm to aid in the proper placement of the
house. They also plan on working with Ernest Matteis to complete the renova-
tion and restoration of the house. They would have open house for the public
at designated times. They are requesting financial help with a low cost
interest loan through a City block grant. Community Development solicited
proposals from the community for suggestions for uses of the facility. Upon
recommendation from the RCC, they will take their recommendations to City
Council.
MSUC Taylor/Hodson (6-0) since staff has no recommendation for the use of
the house for City purposes, the Commission approved private development
and the moving of the house.
Status of EIR 84-4 - Otay Small Electrical Generating Plant
Chairman Griffin noted that the Commission had made recommendations of this
subject. Environmental Review Coordinator Reid told the Commission that the
Planning Commission has closed the Public Hearing on the Draft EIR and that

the applicant is obtaining the "permit to operate" from the Air Pollution
Control District before he proceeds with certification of the final EIR
and consideration of the Conditional Use Permit before the Planning Commission.
3. NEW BUSINESS:
EIR 84-6 - Chula Vista Woods
Environmental Review Coordinator Reid stated that United Enterprise informed
the City that they did not receive proper notification and that the review
period has therefore been extended until July 25, 1984. The RCC has additional
time to respond to the EIR and make any recommendation regarding the project
to the Planning Commission.
4. COMMUNICATIONS (PUBLIC REMARKS/BD. MEMBER COMMENTS/WRITTEN CORRESPONDENCE)
Chairman Griffin mentioned that there would be a meeting of the Historical
Site Survey and Planning at the Library and felt the RCC should give full
support to this endeavor.
5. ADJOURNMENT - Chairman Griffin adjourned the meeting at 6:40 p.m. to the
Workshop Meeting on July 2, 1984 and regular scheduled meeting to be held
on July 16, 1984.
