MEMBERS PRESENT: Chairman Hodson, Vice Chairman Fox, Commissioners Griffin,
Hernandez and Donovan
MEMBERS ABSENT: Commissioners Taylor and Edwards (Unexcused)
CITY STAFF PRESENT: Environmental Review Coordinator Reid
CALL MEETING TO ORDER:
Chairman Hodson called the meeting to order at 5:32 p.m.
2. ROLL CALL - Members present constituted a quorum
3. APPROVAL OF MINUTES: MSUC Donovan/Griffin (4-0) to approve the minutes of
a Regular Meeting of September 17, 1984
Commissioner Fox arrived at 5:38 p.m.
With the concurrence of the Commission, Chairman Hodson rearranged the agenda.
4. UNFINISHED BUSINESS:
Bayfront/E Street Trolley Station - EIR 84-8
This project involves the acquisition of land and the construction of a
new station for the San Diego Trolley line, to be located on the south
side of "E" Street.
Messrs. Fink and Ron, representatives from the County of San Diego, Depart-
ment of Public Works, gave a presentation to the Commission and answered
various questions. Topics discussed: construction of a station, parking,
land use/zoning, traffic circulation, noise and air quality. Effects found
not to be significant include geology, hydrology, cultural resources, and
biology.
MSUC Griffin/Donovan (5-0) with the finding that the project will not have
any significant impact and recommend the Planning Commission certify the
final EIR. Additionally, the Commission supported the Conditional Use Permit.
- Otay Valley Road Redevelopment Project (South) - EIR 84-5
This item was discussed at the September regular scheduled meeting.
Environmental Review Coordinator Reid told the Commission this project
is going to City Council for consideration of the General Plan Amendment.

- Eastlake I Sectional Area Plan - EIR 84-1
The Eastlake I SPA Plan as proposed would be developed to include a
mixture of residential, employment park, office, commercial, circulation,
recreational, educational and open space land uses. Environmental Review
Coordinator Reid displayed two land use maps and discussion ensured con-
cerning land use, transportation and circulation, density and especially
water availability.
MSC Donovan/Hernandez (4-1 with Fox opposing) to recommend Planning
Commission certification of EIR 84-1.
NEW BUSINESS:
- El Rancho Del Rey - Draft EIR 83-2
Copies of the EIR were distribued to the Commissioners for the proposed
amendment to the E1 Rancho Del Rey specific plan. The amendment would
increase the residential density of the area, add industrial/business
parks and fill the bottom of the main leg (northern) of Rice Canyon.
Environmental Review Coordinator Reid described the existing specific
plan, the proposed plan and an alternative plan which retains much of
Rice Canyon in its natural state.
COMMUNICATIONS (PUBLIC REMARKS/BD. MEMBERS COMMENTS/WRITTEN CORRESPONDENCE)
Chairman Hodson told the Commissioners that a meeting on Managing Hazardous
Materials in Your Community was being held on December 5-6, 1984 at Ontario,
California. The Commission elected to not send a representative.
ADJOURNMENT: Chairman Hodson adjourned the meeting at 6:15 p.m. to a
Workshop Meeting and regular scheduled meeting to be held on November 19, 1984.
