HomeMy WebLinkAboutRCC MIN 1985/02/18MINUTES OF A REGULAR SCHEDULED MEETING RESOURCE CONSERVATION COMMISSION CITY OF CHULA VISTA, CALIFORNIA January 21, 1985 Conference Room 1, Public Services Building 5:30 p.m. MEMBERS PRESENT: Chairman Hodson, Commissioners Griffin, Taylor, Hernandez and Donovan MEMBERS ABSENT: None CITY STAFF PRESENT: Environmental Review Coordinator Reid 1. CALL MEETING TO ORDER: Chairman called the meeting to order at 5:35 p.m. 2. ROLL CALL - Members present constituted a quorum 3. APPROVAL OF MINUTES: MSUC Taylor/Griffin (5-0) to approve the minutes of December 17, 1984 4. NEW BUSINESS: (a) Election of Vice Chairman Nominations were opened for the position of Vice Chairman. Commissioner Griffin nominated Commissioner Taylor. There being no further nomina- tions, Commissioner Taylor was elected by acclamation. (b) Approval of Budget Requests, Fiscal Year 1985-86 MSUC Taylor/Donovan (5-0) approve the budget requests as proposed. President John Rojas, Jr., Chula Vista Historical Society, submitted a letter requesting $200 for the preservation of photographs and artifacts for the 1985-86 budget. 5. OLD BUSINESS: - E1 Rancho del Rey (EIR 83-2) Chairman Hodson abstained from all discussion and voting on this item due to conflict of interest. Vice Chairman Taylor chaired for the remainder of the meeting. Environmental Review Coordinator Reid gave a brief recap describing the existing adopted specific plan from 1978, proposed amendment, and an alternative plan that retains the main leg and north leg of Rice Canyon. He also noted that the Commissioners took a field trip and viewed various portions of the property. RESOURCE CONSERVATION COMMISSION MINUTES OF January 21, 1985 Page 2 Mr. Bill Robens, representing the Gersten Companies, displayed additional illustrations concerning the depth of the fill in Rice Canyon. Mr. Robens stated that a major change was the circulation system. The proposed amend- ment would create a loop system with fewer direct connections through the site, which will reduce through trips in this area, and provide the oppor- tunity for a greater sense of community within the Specific Plan area. Discussion followed regarding the fill in Rice Canyon, drainage plans, biological resources, grading plans, Employment Park which would permit the development of industrial, office & commercial uses, increased density, and economic and market conditions. Mr. Robens noted that the proposed plan would provide substantially greater net revenues to the City. MSUC Griffin/Herandez (4-0) recommend that the Planning Commission certify the EIR. Further discussion ensued with Commissioner Griffin stating he was definitely against the Employment Park. Vice Chairman Taylor was interested in knowing more about the scenic and esthetic proposals, especially the continuity in disturbing the main leg of Rice Canyon. MSUC Griffin/Donovan (4-O) the Commission, as a whole, expressed their con- cerns regarding density, filling of north leg of Rice Canyon and the Employment Park to the City Council and Planning Commission. 6. COMMUNICATIONS (PUBLIC REMARKS/BD. MEMBERS COMMENTS/WRITTEN CORRESPONDENCE) None 7.
