HomeMy WebLinkAboutRCC MIN 1985/03/18M1ivUTES OF A REGULAR SCHEDULED MEETING RESOURCE CONSERVATION COMMISSION CITY OF CHULA VISTA, CALIFORNIA February 18, 1985 Conference Room 1, Public Services Building 5:30 p.m. MEMBERS PRESENT: Vice Chairman Taylor, Commissioners Griffin, Hernandez and Donovan MEMBERS ABSENT: Chairman Hodson (Unexcused) CITY STAFF PRESENT: Environmental Review Coordinator Reid 1. CALL PIEETING TO ORDER: Vice Chairman Taylor called the meeting to order at 5:40 p.m. 2. ROLL CALL - Members present constituted a quorum 3. APPROVAL OF MINUTES: MSUC Donovan/Griffin (4-0) to approve the minutes of January 21, 1985 4. OLD BUSINESS: (a) Status Report on Eastlake I Environmental Review Coordinator Reid stated the EIR was certified by the Planning Commission and the amendments to the General Development Plan were recommended for approval. However, they did not recommend approval of the sectional planning area plan which included all of the project north of Telegraph Canyon Road. The Planning Commission did not feel there were solid enough guarantees that some type of transportation facility along the proposed Route of 125 between the project and Route 54 would actually be constructed at an appropriate time in the phasing of the project. Mr. Reid explained to the Commission there is a Development Agreement between the City and the developer which includes a very detailed scheduling of on-site and off-site improvements so that the developer agrees to put in certain improvements during a given phase of development. They cannot move on to the next phase until all the improvements are met. This Development Agreement also gives flexibility for future changes. The Commission recessed for five minutes. Upon reconvening, they further reviewed plans for Eastlake I. (b) Proposed Revision to E1 Rancho del Rey Specific Plan Mr. Reid stated the City retained an engineer to do a grading plan for the project area to determine if the adopted Specific Plan could be implemented while balancing the grading. Gersten people agreed that the property could be graded and implemented with the Specific Plan and that they could support our grading concept. Staff is also checking with the environmental consultant concerning limited wilderness trails, mini park, etc., use of Rice Canyon. PIEMBERS COMMENTS/WRITTEN CORRESPONDENCE) Commissioner Donovan suggested that the Coinnissioners prepare written comments for EIRs and outline some of the motions in order to make recommendations to the Planning Commission. Commissioner Griffin stated representatives of the Chula Vista Historical Society had a meeting with respect to the historic site survey. Mr. Rojas has selected 250 houses and certain houses would be selected for designa- tion as historical sites. He also said there would be a publication in celebration of the 75th Anniversity of the Chula Vista Historical Society. 4. ADJOURNMENT: Vice Chairman Taylor adjourned the meeting at 6:35 p.m. to a Workshop Meeting and field trip to review certain designated historical homes on March 2, 1985 and a regular scheduled meeting to be held on March 18, 1985. 1 ~'~ Secretary PLEASE NOTE: THIS MEETING WAS TAPE RECORDED.
