1. WELCOME AND INTRODUCTIONS
Mayor Cox welcomed the people in the audience attending the Forum
this evening and introduced the staff.
2. STATUS OF THE SPECIFIC PLAN WORK
Vice-Chairman of the Montgomery Planning Committee Tony Castro
gave a status report on the Montgomery Community Specific Plan and
the activities of the Montgomery Planning Committee. Mr. Castro
stressed the need for more community services in the Montgomery
area, especially for youth activities and branch libraries.
Director of Planning Krempl noted the number of parklands now
designated in the Montgomery area, proposed sites for library
branches, adding that the zoning of the community is necessary in
order to implement a specific plan. Director Krempl invited the
people to participate at all of the Montgomery Planning Committee
meetings.

3. CITY MANAGER'S REPORT
City Manager Goss submitted transparencies elaborating on what the
City has done in the Montgomery area since it was annexed in
January 1986. He presented graphs showing the overview of the
services and the Capital Improvement projects noting the ~20
million deficit when the area was first annexed. Mr. Goss also
discussed the policy regarding police services, the library, the
survey which was answered by 512 respondents noting all City
services in this area were favorable, the current CIP projects
which total $659,260, the active CIP projects for 1987/88 which
total $1,350,780, the active community block grant projects for
1987-88, the need for more long-range planning, the neighborhood
revitalization program and its funding sources, the 1988-89
Community Development Block Grants which total $1,158,000, the
1988-89 budget schedule for the Block Grants.
4. NEIGHBORHOOD WATCH PROGRAM
Director of Public Safety Winters introduced Don Reed, the
Neighborhood Watch Coordinator. Mr. Reed discussed the increase
in crime in this area, stating that crime prevention programs have
been started in the Montgomery area and primarily in the
elementary schools. He asked that the people in the audience
start a Neighborhood Watch program in their neighborhoods if they
don't already have one. All they need to do is call the Police
Department and an Officer will come out and present the program
which takes 1 to 11/2 hours.
6. PUBLIC COMMENTS
Mayor Cox noted the number of handouts on the front table in the
auditorium, inviting the people to pick up these brochures.
Questions from the audience concerned the fact that there were
very few people attending the Forum this evening and the lack of
notification going out to the residents; the number of car thefts
in the area and the policy policy regarding illegals who are
stealing these cars; request to have police patrol athletic
fields; Phase 3 of the Montgomery Specific Plan - community
involvement should be requested first; a discussion of public
housing and residents' the opposition to it; the need for multiple
zoning in some parts of the area.
Assistant Community Development Director Gustafson explained the
procedure for building public housing and the County Housing
Authority's process of selection of sites in the County.
Councilman Moore commented that public housing does not create
problems - it is the landlords and the managers of these units
that create the problems.

Another question came from the audience regarding the problem of
drainage in the Montgomery area. City Manager Goss noted that the
recent heavy rains came during a 30 minute period of time in which
most of the drainage channels in the City could not handle.
Staff's review has noted a number of areas in the Montgomery area
with serious drainage problems.
Councilman Moore noted that staff is aware of these problems and
it is a one to five or ten year plan in order to get most of them
corrected.
Councilman Malcolm remarked that the City of Chula Vista has spent
approximately $9 million for the Telegraph Canyon Creek Flood
Control Channel in order to assist the Montgomery drainage
problems; this is more money than they have spent in the City
itself in the last ten years. The City is also working on a
number of other problems in this area; the number of after-school
programs for youth activities have increased; the gyms are staying
open later; the street lights have be turned back on; senior
citizen housing issues have been addressed such as the Orange Tree
Mobilehome Park where the City assisted the tenants in buying
their spaces.
Councilman Nader thanked the audience this evening, stating that
he and the Councilmembers would stay after the meeting this
evening to meet with them informally. He encouraged the people to
go to the Montgomery Planning Committee meetings and to work with
them in getting a Specific Plan.
Councilman Moore agreed, stating that the Committee is
representative of the area and the people should take advantage of
those meetings. If the community has problems other than land use
they should call or write a letter to the City Manager or the
Council and those problems will be addressed.
Mayor Cox stated that the Committee is doing a good job. He too,
would like to see all of the public improvements put in as quickly
as possible but this cannot be done it takes time. He noted how
the area was at pre-election and the services that are now being
provided by the City. Mayor Cox thanked the audience and the
staff for their attendance this evening and invited everyone to
participate in the refreshments.
ADJOURNMENT AT 9:45 p.m. to the meeting scheduled for Tuesday,
February 16 at 6 p.m. (Redevelopment Agency), and to the regular
City Council meeting at 7 p.m.
