HomeMy WebLinkAboutRCC MIN 1991/05/20MINUTES OF A SCHEDULED REGULAR MEETING Resource Conservation Commission Chula Vista, California 6:00 p.m. Monday, May 6, 1991 Conference Room 1 Public Services Building CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:03 p.m. by Chairman Fox. City Staff Environmental Review Coordinator Doug Reid called roll. Present: Commissioners Stevens, Ray, and Hall. Absent: Johnson, Kracha and Ghougassian. APPROVAL OF MINUTES: It was MSP (Ray/Hall; Stevens abstained) to approve the minutes of April 8, 1991 as submitted, and February 11, 1991 with one amendment: Page 2, Item B line 2, should read, "...RCC budget with an amendment to reallocate dues from the San Diego Historical Society..." NEW BUSINESS: Stevens commented on his recent absence from meetings; will be handled under Commissioner Comments. A. Athena Lee Bailey handed out information regarding the Office Recycling Program and answered questions from commissioners. The recycling may become mandatory within the year. B. By agreement of the Commission, the comment from Mr. Stevens was handled at this time. He requested to be contacted first before going through City Council regarding his absences. C. A discussion was held on the role of RCC in the Mitigation Monitoring Program. It was MSUP (Fox/Ray) for RCC to review all Mitigation Monitoring Programs from here on and to include any outstanding Mitigation Monitoring Programs that are currently in non-compliance. D. It was requested that the Ordinance Establishing RCC be included in packets for review for the next meeting. The following items are suggested for review and/or amendment: • Page 41, Item G, EIR/Negative Declaration review • Item H -Oversee Mitigation Monitoring Programs and make recommendations to Council. • Item I -RCC make written recommendations and comments to Council on each EIR and other matters as deemed necessary. E. There were no Negative Declarations at this time. F. No action was taken on the Planning Commission Agenda for the meeting of May $, 1991. OLD BUSINESS: Ask Tim Nader to report about the desalinization plant. John Ray commented on the meeting he attended last week on the Bay Front. STAFF COMMENT: Staff to look through old minutes with information regarding recirculation of EIR for the Bay Front Project. ADJOURNMENT: The meeting was adjourned at 7:27 p.m. by Chairman Fox. City Staff Environmental Review Coordinator Doug Reid called roll. Present: Commissioners Ray, Johnson, Hall, Absent: Kracha. Ghougassian arrived at 6:11 p.m. APPROVAL OF MINUTES: It was MSUP (Ray/Hall) to approve the minutes of May 6, 1991. NEW BUSINESS: Robin Putnam, Community Development Department, presented a staff report and review of Recirculation Draft EIR on the Bayfront, EIR 89-08. Also present were an attorney and biologist for the applicant, along with a representative from JHK Consultants. After much discussion on the project, it was MSUP (Ghougassian/Ray) to recommend to the Planning Commission that RD- EIR is adequate and meets CEQA's requirements. It is noted that Mr. Barkett is close to having the project approved. 2. Steve Griffin, Senior Planner, answered questions regarding monitoring applicants and time limits on Conditional Use Permits. John Ray to draft a proposal on the City's stand on CUP's. [Mr. Ghougassian left the meeting at 7:28 p.m.] 3. Review of Negative Declarations - no comments or action taken. 4. It was moved by Ray to postpone the review of Ordinance establishing RCC to the next meeting. The motion died due to lack of second. The following items are suggested for review and/or amendment: • Page 41, Item G, EIR/Negative Declaration review • Item H -Oversee Mitigation Monitoring Programs and make recommendations to Council. • Item I -RCC make written recommendations and comments to Council on each EIR and other matters as deemed necessary. • 32.020 -suggest the words "...serve until replaced" instead of "...filling new vacancies." • Omit Item A. 5. Items for the Planning Commission Agenda for the meeting of May 22, 1991 were reviewed with no action taken by Commission. STAFF REPORT: It was MSUP (Hall/Foxl to accept the resignation letter of Jim Stevens and to forward same to City Council for replacement.
