HomeMy WebLinkAboutRCC MIN 1991/07/22MINUTES OF A SCHEDULED REGULAR MEETING Resource Conservation Commission Chula Vista, California 6:00 p.m. Conference Room 1 Monday, June 24, 1991 Public Services Building CALL MEETING TO ORDER/ROLL CALL: John Kracha was elected Vice-Chairman. Meeting was called to order with a quorum at 6:29 p.m. by Vice-Chairman Kracha. City Staff Environmental Review Coordinator Doug Reid called roll. Present: Commissioners Ray, Hall, Kracha and Ghougassian. Johnson arrived 6:37; Fox arrived 6:45 p.m. APPROVAL OF MINUTES: It was MSUP (Ray/Hall) to approve the minutes of May 20, 1991. A. John Rojas made a presentation on behalf of the Chula Vista Historical Society requesting funding for printing of new pamphlets. It was MSUP (Ghougassian/Ray) to recommend that RCC bring to the attention of the City Council information for financial assistance; further, that they assess funds from their budget allocation. It was further MSUP (Ghougassian/Hall) for City Council to write letter encouraging Chamber of Commerce, Bureau of Tourism, and Welcome Wagon to support the project and render assistance. B. A memo was received from Athena Bradley regarding the Recycling Program. C. Per a memo regarding the review of time limits on Conditional Use Permits, it is noted that violations are handled on a complaint basis. John Ray to write letter as a private citizen to John Goss regarding these permits. D. The following items were amended from the Ordinance establishing RCC: • 2.32.050 Eliminate Item A; Change B to A; Change C to B. • 2.32.040 Add Item G: Review and make written recommendations and comments to decision-making authority on each EIR and other matters as deemed necessary. John Kracha to prepare final draft for next meeting. E. It was MSUP (Ghougassian/Johnson) to recommend adoption of the following Negative Declarations out for public review: 91-41, 91-37, 91-29, 90-46. F. Item for the Planning Commission Agenda for the meeting of June 26, 1991 was reviewed and included the following: PCS-91-5: Consideration of tentative subdivision map for Cambridge at Eastlake Greens. There will be no EIR as it conforms with the zoning. Staff recommendation is approval; no action by Commission. Resource Conservation Commission June 24, 1991 Page 2 COMMISSIONER COMMENTS: Ghougassian asked whether Chula Vista was going to look into the desalinization project. Proposes a feasibility study. Discuss at next meeting. STAFF REPORT: Doug Reid reported the State Health Department has approved a Hazardous Waste Management Plan for San Diego County. Local jurisdictions will have 180 days to implement a plan.
