HomeMy WebLinkAboutRCC MIN 1985/09/16MINUTES OF A REGULAR MEETING RESOURCE CONSERVATION COMMISSION CITY OF CHULA VISTA, CALIFORNIA August 19, 1985 Conference Room 1, Public Services Building 5:30 p.m. ------------------------------------------------------------------------------ MEMBERS PRESENT: Chairman Hodson, Vice Chairman Taylor, Commissioners Hernandez and Donovan MEMBERS ABSENT: None CITY STAFF PRESENT: Environmental Review Coordinator Reid 1. CALL MEETING TO ORDER: Chairman Hodson called the meeting to order at 5:32 p.m. 2. ROLL CALL - Members present constituted a quorum 3. APPROVAL OF MINUTES: MSUC Donovan/Taylor to approve the minutes of June 17, 1985. 4. OLD BUSINESS: a. Status of Historical Site Survey Environmental Review Coordinator Reid told Board Members the survey should be completed by the middle of next month and that there were about 100 sites for inclusion in the historical document out of approximately 400 sites which are being researched. S. Consideration of Historical Site Rating System It was determined that the rating system was a fairly simple method for reviewing over 400 sites. MSUC Donovan/Hernandez recommend City Council adopt the Historical Site Rating System. c. Status of Proposed Amendment to the E1 Rancho del Rey Specific Plan Chairman Hodson abstained from all discussion on this item due to conflict of interest. Vice Chairman Taylor chaired for this item. Mr. Reid told the members that a comparative evaluation of the specific plans for E1 Rancho del Rey with respect to sensitive biological resources was submitted. The study considered total amount of open space included in each plan, the largest area of contiguous open space in each plan, and the extent to which natural wildlife corridors are preserved in each plan. RESOURCE CONSERVATION COMMISSION MINUTES OF August 19, 1985 Page 2 The San Diego thornmint,astate-listed as endangered species,was located on the project site in a Swale in the upper reaches of the canyon north of the north leg of Rice Canyon during the survey. The Gersten Companies is willing to preserve this plant. The main issue at this time is the adequacy of the certified EIR. 5. NEW BUSINESS: Chairman Hodson returned to the meeting and chaired for the remainder of the meeting. a. Draft EIR-85-3, Eastlake/Otay Water District Improvements Mr. Reid reported that this Supplemental EIR addressed the proposed Otay Water District improvements for development of Eastlake and surrounding properties which will require the construction of several water distribution system improvements. Pressure zones, construction of a pump station and the expansion of previously proposed reservoirs was discussed. It was also noted that the Planning Commission will be holding their hearing on September 11, 1985. MSUC Taylor/Donovan recommend that the Planning Commission certify the EIR. 6. COMMUNICATIONS (PUBLIC REMARKS/BD. MEMBERS COMMENTS/WRITTEN CORRESPONDENCE) Mr. Reid noted the strict definition of orchard hourses that has been used in the past by some historians. The Commission determined that a broader definition would be more appropriate, but that each case should be reviewed on its own merits. 7.
