The San Diego thornmint,astate-listed as endangered species, was
located on the project site in a Swale in the upper reaches of the
canyon north of the north leg of Rice Canyon during the survey. The
Gersten Companies is willing to preserve this plant. The main issue
at this time is the adequacy of the certified EIR.
5. NEW BUSINESS:
Chairman Hodson returned to the meeting and chaired for the remainder of
the meeting.
a. Draft EIR-85-3, Eastlake/Otay Water District Improvements
Mr. Reid reported that this Supplemental EIR addressed the proposed
Otay Water District improvements for development of Eastlake and
surrounding properties which will require the construction of several

on its own merits.
