HomeMy WebLinkAboutRCC MIN 1985/11/18MINUTES OF A REGULAR SCHEDULED MEETING RESOURCE CONSERVATION COMMISSION CITY OF CHULA VISTA, CALIFORNIA September 23, 1985 Conference Room 1, Public Services Building 5:30 p.m. ------------------------------------------------------------------------------ MEMBERS PRESENT: Chairman Hodson, Vice Chairman Taylor, Commissioners Hernandez and Donovan MEMBERS ABSENT: None CITY STAFF PRESENT: Environmental Review Coordinator Reid and Administrative Analyst Stokes 1. CALL MEETING TO ORDER: Chairman Hodson called the meeting to order at 5:30 p.m. 2. ROLL CALL - Members present constituted a quorum 3. APPROVAL OF MINUTES: MSUC Donovan/Hernandez to approve the minutes of August 19, 1985 4. NEW BUSINESS: a. Rehabilitation Project - 530 Second Avenue Administrative Analyst Stokes stated Community Development received a request to use a block grant fund under the Housing Rehabilitation Program for 580 Second Ave. The house was built in 1925 but is not a local historical house and is not planned to be used on the new list for historical site houses in the City. Most of the work is on the interior of the house which will not effect the structure in any way. However, they are planning on changing the broken wooden windows to aluminum windows. Commissioner Donovan felt that since it is an old house, they should follow through with wooden windows in order to keep it as close as possible to the original windows. MSUC Donovan/Hernandez moved that inasmuch as the applicant is applying for this type of loan, they should remodel as close as possible to the original windiws which almost automatically excludes aluminum unless they have it specially designed. b. Draft Supplemental EIR-83-2, E1 Rancho del Rey Renvironmental Review Coordinator Reid said this Supplemental EIR for the E1 Rancho del Rey Specific Plan Amendment was prepared for the City and The Gersten Companies. Principal among the new findings was the discovery of two state-designate endangered species of plants. This EIR has been prepared in response to concerns raised regarding potential impacts of the proposed project upon these two regionally significant endangered species (the San Diego thornmint and Otay tarweed). General project RESOURCE CONSERVATION COMMISSION MINUTES OF September 23, 1985 Page 2 characteristically remain essentially unchanged. Mr. Reid told Commissioners that the hearing before the Planning Commission is on October 9, 1985 and to go back to City Council October 22, 1985. MSUC Taylor/Donovan recommend the Planning Commission certify EIR-83-2. Chairman Hodson abstained from all discussion on the above item due to conflict of interest. Vice Chairman Taylor chaired for this item. 5. COMMUNICATIONS (PUBLIC REMARKS/BD MEMBERS COMMENTS/WRITTEN CORRESPONDENCE) None. 6. ADJOURNMENT: Chairman Hodson adjourned the meeting at 6:15 p.m, to the next regular scheduled meeting on October 21, 1985.
