1. INTRODUCTION OF NEW M1IEMBERS
Messers. Gregory Rowe and Thomas Mitchell, newly appointed Commissioners,
replacing Commissioners Fox and Griffin, were introduced and welcomed.
2. ROLL CALL - Members present constituted a quorum.
3. APPROVAL OF MINUTES: MSUC Donovan/Taylor to approve the minutes of
September 23, 1985
4. NEW BUSINESS:
a. Review of Rehabilitation Project - 487 Flower St.
Administrative Analyst Stokes stated Community Development received a
request to use a block grant fund under the Housing Rehabilitation
Program for 487 Flower St. They are planning to add a 23' x 18' bed-
room to rear of the garage.
MSUC Mitchell/Taylor moved that inasmuch as the applicant is applying
for this type of loan, there are no restrictions placed on it based
upon the criteria for historical sites.
5. OLD BUSINESS:
a. Status of El Rancho Del Rey
Chairman Hodson abstained from all discussion on the following items
due to possible conflict of interest. Vice Chairman Taylor chaired.
Environmental Review Coordinator Reid provided current status of
E1 Rancho Specific Amendment and described the changes in the plan
which was approved by the City Council.
Mr. Reid also displayed the tentative subdivision map and sectional
planning area plan for the development of Bonita Long Canyon. The
project will eventually include 862 single-family homes; 280 acres
of dedicated open space; an 11-acre community park, etc.

b. Status of Historical Site Survey
Chairman Hodson returned to the meeting at this time.
Mr. Reid stated the City consultant completed work on the inventory
of approximately 250 homes under consideration as historical sites.
It was determined that the list of 250 homes would be reviewed at
the next workshop meeting. Mr. Reid told Commissioners that a method
of ranking the homes had been developed in relationship to overall
heritage, archaeological sites and integrity.
6. STAFF REPORT:
a. Status Environmental Review Projects
Mr. Reid informed Commissioners of the following projects in progress:
SDG&E South Bay Service Center; Handymans's proposal for another store
at Naples & Broadway; Bayfront Interpretative Center; etc.
b. Mr. Reid told the Commissioners Mr. Tom Demiri would give a presentation
on paleontological finds at the Eastlake Project at our next regular
scheduled meeting.
