ROLL CALL
MEMBERS PRESENT: Mayor Cox; Councilmembers Nader, Moore,
McCandliss
MEMBERS ABSENT: Councilman Malcolm
STAFF PRESENT: Cfty Manager Goss, City Attorney Harron
Mayor Cox noted that this workshop was called as a continuation of
the one held on February 3, 1988 to give staff direction on the
General Plan Update.
Director of Planning Krempl stated that staff and the P & D
Technologies, Inc. have reviewed the developers' letters as well
as the testimonies presented at the last workshop. They have also
reviewed the letters recently submitted Dy the Baldwin Company and
Great American Development Company. The recommendation is that
the Council authorize staff to proceed to develop Scenario IV into
a draft General Plan for the eastern territories subject to the
following twelve conditions, eight of which have been added since
the last workshop:
1. Develop basic planning criteria associated with the use of
residential densities at the higher end of the range of each
general plan residential category.
2. Develop policies for defining development areas, which are
diagrammatically shown on the General Plan Land Use over which
the residential densities would be applied. (For example:
the definition of areas of 25% slope and greater and the
deletion of these areas from the designated development areas
may change when more detailed topographic information is
prepared.)
3. Define policies that would provide for the potential of
clustering or a transfer of density within a project area.
4. Define guidelines for use of the "target" densities. Adjust
the target in the low density range from 1.5 Du/Ac to 2.0
DU/AC and investigate the appropriate higher target in the
upper two density ranges.
5. Remove at this time the 2005 phasing line from the General
Plan Land Use and replace with policy statements on phasing
goals and objectives. Consider the merits of a phasing line
in the context of other growth management options that are
available to the City in the upcoming growth management plan.
6. Investigate the potential for non-residential land uses south
of Orange Avenue and north of the Otay Landfill.
7. Investigate the potential for a node of greater than single
family residential density in the vicinity of the Chula Vista
Community Hospital.
8. Plan for transitional land uses north of the EastLake Business
Park.
9. Continue the fiscal testing and evaluation of Scenario IV to
demonstrate whether the new planned developments and densities
can support required levels of City services.
10. Prepare a buildout traffic analysis.
11. Initiate preparation of the General Plan EIR based on
Scenario IV as amended.
12. Continue the review and analysis of plans for central Chula
Vista.
In answer to Council's questions Director Krempl stated staff will
be aware of planning for student housing next to the proposed
university and that the aim is to have a mixed uses of housing
types in Scenario IV. He added there are now 2300 units east of
1-885 that are classified as other than single-family units;
another 2600 units in EastLake I and Sunbow, Phase I and the
Rancho del Rey area that are also classified as other than single
family; Senario IV has an additional 3400 units. In total, there
are 8700 units east of 1-805 that are classified as other than
single family which is approximately 30% of the total number of
units proposed (25,000-26,000 units).
City Manager Goss stated condition number 4 was a crucial one.
The Scenario IV fiscal impact needs to be determined as to whether
this level of development will pay for City services - not only as
to the development but after the build-out.
Mayor Cox discussed condition number 8, stating the business park
and the 1200 acres of the Baldwin needs further consideration as
to the type of land use since it is adjacent to the Otay Municipal
Water Sewerage Treatment Plant. He suggested the wording be
modified to include ". EastLake Business Park and south of the
Otay Municipal Sewerage Treatment Plant." Director Krempl stated
staff has no problems with that wording.
In answer to Councilman Moore's question, Director Krempl stated
that staff and the consultant are not against recommending the
commercial area around the Baldwin area per se, but with EastLake
having much more acreage proposed for commercial, staff did not
want to diminish that particular area.
Further Council discussion involved the density transfers and the
EastLake golf course with Mr. Krempl noting that conditions 1 and
3 cover the density transfers: 1 and 2 set the stage and
flexibility and number 3 sets the policy.
Mr. Gary Cinti, representing EastLake, questioned the sequence of
the process. He noted that the fiscal testing may go forward but
not sure the policy regarding the development areas or the
planning criteria will occur on or before that - it depends on how
the plan is interpreted.
Further discussion involved impact of the the EIR, the traffic
analysis and the need to have flexibility in the structures.
Charles Gill, Attorney representing Buie Company, agreed with the
comments made by Mr. Cinti, adding that they also apply to his
client's property and are requesting similar type investigations
of the recognition through the County project with Bonita
Meadows. They are pleased with the guidelines as submitted by the
staff indicating it was a step in the right direction.
Mayor Cox commented that if Bonita Meadows were to come to the
City at this time for approval of their 502 units, they would not
fare as well as they have in the County.
MS (McCandliss/Nader) to approve the staff recommendations
(conditions) 1-12 and to authorize staff to continue testing one
through four.
Mayor Cox asked that condition number 8 be changed to insert the
words "plan for transitional land uses north and south of the Otay
Municipal Water Sewerage Treatment Plant."
Councilwoman McCandliss agreed to include that in the motion;
Councilman Nader agreed to the second.
Mayor Cox also asked that added to the conditions as number 13
that there be adequate student housing provided for the university.
Councilwoman McCandliss agreed to insert this in the motion;
Councilman Nader agreed to the second.
In answer to Councilman Moore's question, Mr. Wood stated that it
would take him three to four weeks to come back to the Council
with the draft element before it goes into final print. Director
Krempl stated that they would also like to come back to Council to
discuss central Chula Vista.
Councilwoman McCandliss commented that up to a few weeks ago,
Scenario IV did not exist. She likes it because it is keeping
with the residential character, provides open space, has
university components, shopping, industrial and employment areas
and a mixed housing pattern and amenities.
As far as the density transfers go, she agrees with the Director
Of Planning to allow some potential for that - it's not a
one-to-one transfer. She feels the Council and staff are going in
the right direction.
Councilman Nader agreed with Councilwoman McCandliss' statements
adding the density transfers should not be allowed from land that
is not buildable. He would like to see a liberal transfer policy,
as policy so that the Council and staff has some flexibility there.
Mayor Cox stated a great deal of time and effort has been spent on
the General Plan Update. He is comfortable with what has gone
through. He would not like to rule out the one-to-one transfer;
there are significant community trade-offs here; the transfers and
department policy should be fairly liberal; all community benefits
will be in because that's what the Council will demand. Mayor Cox
added that as far as Bonita Meadows is concerned, Chula Vista
would never have approved that subdivision had it come to the City
before the County. As for the Unical properties, the areas that
are developable should be built. He would like to see high
density at the bottom of the hills with estate homes going further
up the hill.
The motion as amended carried unanimously with Councilman Malcolm
absent.
MSUC (Moore/Cox) that Council direct staff to return in four weeks
with the results of testing verification at least on condition
numbers one through four.
ADJOURNMENT AT 6:30 p.m. to the regular meeting scheduled for
7 p.m.
